MINUTES OF A SPECIAL MEETING OF THE
TOWN BOARD OF THE TOWN OF MAMARONECK
HELD ON THE 27TH DAY OF SEPTEMBER
1988 IN CONFERENCE ROOM A AND THE
COURT ROOM OF THE TOWN CENTER, 740
WEST BOSTON POST ROAD, MAMARONECK,
IIINEW YORK
CONVENE SPECIAL MEETING
Supervisor Battalia called the meeting to order at 7:45 p.m. in
Conference Room A.
Present were the following members of the Board:
Supervisor Dolores A. Battalia
Councilwoman Caroline Silverstone
Councilman Stephen C. Chapin
Councilwoman Elaine Price
Also present were:
Stephen V. Altieri, Town Administrator
Edward Lieberman, Counsel to the Town
III On motion by Councilwoman Price, seconded by Councilwoman
Silverstone, it was unanimously
RESOLVED, that the Board hereby
adjourns into Executive Session.
Following discussion on matters of litigation, on motion by
Councilwoman Price, seconded by Councilwoman Silverstone, the
Executive Session was unanimously adjourned at 8 :20 p.m.
RECONVENE SPECIAL MEETING
The Supervisor called the special meeting to order in the Court
Room at 8 :30 p.m.
Present were the following members of the Board:
Supervisor Dolores A. Battalia
Councilwoman Caroline Silverstone
Councilman Stephen C. Chapin
Councilwoman Elaine Price
Also present were:
Carol A. Acocella, Deputy Town Clerk
Stephen V. Altieri, Town Administrator

CALL TO ATTENTION
Supervisor Battalia pointed out to those assembled the location of
exits as required by law for public gatherings.
The Supervisor noted ted that David Klein, Mayor Curnin, Nan Forger,
Paul Kean, Bob Wassman and members of John McGarr's family were
among those present tonight. She then mentioned that the Board
sets certain criteria and qualifications which they feel should be
met by the individual they would appoint. She stated that they felt
strongly that the Village of Larchmont does not have representation
on the Town Board and if it were possible they would seek a
candidate from the Village. They also felt it should be someone
who has experience in government and has also exhibited a very
strong commitment to this community and the people in it.
Supervisor Battalia then commented that she was delighted to report
that they found someone who they believe, in fact, far exceeds
their expectations and qualifications. She then recommended and
placed in nomination John D. McGarr of Kane Avenue, Larchmont who,
she added, with his wife Nancy have been residents of the Town for
ten years and whose joint list of community activities is
impressive. The Supervisor emphasized the fact that John McGarr has
had involvement with government, having served for the past six
years on the Village of Larchmont budget committte and chairing it
III for four of the six.
The Supervisor then moved by resolution to the nomination' and
appointment of John McGarr to fill the unexpired term of Councilman
Korn. Councilman Chapin stated that he enthusastically seconded
this motion which was unanimously resolved on a roll-call vote.
Thereafter, Mr. McGarr proceeded to introduce his family members
and he was then sworn in by Judge Klein.
At this time Mayor Miriam Curnin of Larchmont commended the
research committee on a very wise choice, noting that she also was
pleased that they had sought to specifically look for a resident of
Larchmont Village and to consider Larchmont's needs. She recounted
John McGarr' s long experience on budget preparation and his
knowledge of how things work, adding that he has been involved in
bi-municipal concerns and is thus familiar with the Town which
makes him an additonal asset to the Board. She spoke of his
tremendous integrity and his dedication of more than 110%, noting
again the Board's very wise decision in their choice.
Bob Wassman than thanked the Supervisor for the courtesy extended
to him to participate in this selection and offering him the
opportunity for suggestions. He commented that the Town could not
be better served by anyone other than the candidate selected and he
thought it to be a great addition to have someone from Larchmont
Village, particularly someone with his experience in budgeting and
government and he welcomed him to the Board.
John McGarr thanked everyone for the kind words and opportunity to
serve on the Council and mentioned that during his previous years

in the Village he has come to realize that many problems are joint
Town/Village problems which can be better resolved by working
together. He went on to say that he realizes the need to deliver a
high quality of service and is looking forward to the future with
the Town Board.
There being no further business to come before the Town Board, on
motion by Councilwoman Price, seconded by Councilman Chapin, the
meeting was unanimously declared adjourned at 8 :45 p.m. to a work
session in Conference Room A.
The Supervisor called the meeting to order at 9: 05 p.m. and
indicated that the purpose of this work session was to discuss and
update on a variety of matters.
1 . Emergency Response Plan

The Town Administrator and Police Commissioner presented to
the Board a first draft of an emergency response plan to
establish a coordinated response to large-scale emergencies
which may occur within the Town. They noted that the next
step would be to have the plan presented to the Fire
Department and Volunteer Ambulance Corps for their review and
comments.
2. Gardens Lake Dredging
The Town Administrator updated the Board on the status of the
project and informed them that he was continuing work on an
alternate disposal site for the dredged materials.
3. Audit of Financial Statement
Councilwoman Price requested certain information regarding the
audit of fiscal 1987 as prepared by the Town's auditors,
Bennett Kielson. The Administrator stated that he would
prepare a response to the audit to clarify the Town's
questions.
4 . Mini Attack Pumper - Fire Department
The Board inquired as to whether forms to local State
respresentatives had been submitted for funding of the pumper,
to which the Administrator responded that he would be
contacting both our local State Senator and Assemblyman.
There being no further business to come before the Town Board, on
motion duly made and seconded, the Special Meeting was unanimously
declared adjourned at 10:30 p.m.
