Minutes of the Racial Equity Task Force of the Town of Mamaroneck
Held November 30, 2020 at 7:00 pm, via Zoom
Present: Councilman Jeffery King (Chairperson), Councilwoman Sabrina Fiddelman, Helen Horsham-Bertels, Diana
Lovett, Lynne Murphy-Rivera, Andrew Tannenbaum, Gonzalo S. Zeballos, Town Administrator Stephen Altieri, Police
Chief Paul Creazzo
Councilman King called the meeting to order at 7:10pm.
I. Review of Police Survey
The Task force members, Mr. Altieri and Chief Creazzo discussed the survey at length, adding, combining and subtracting
questions to arrive at a 15 question survey that is hoped will net a good deal of information about the way residents of
the unincorporated area of the Town of Mamaroneck feel about and interact with the Police. Ms. Horsham-Bertels,
amended the survey as changes were made. She will complete the corrections and forward the survey to the Task force
for a last review before it is sent to Mr. Altieri for dissemination.
II. Distribution of Survey
Given the timeframe, it was agreed the survey will be offered on-line only. This will have the secondary benefit of
making data collection cleaner and not effected by the method of administration.
Ms. Lovett offered to work with Mr. Altieri and his staff to determine the best vehicle for the survey.
We will use the mail to distribute a post card advertising the survey and pointing residents to the Town website where it
will reside.
We will also use the robocall and emergency contact systems to advise residents of the survey and direct them to the
website.
We will further discuss using social media.
III. Review of Police Survey Cover Letter
The letter is long and does not need to be as it will only be located on the website immediately prefacing the survey. The
task force made the note shorter, tighter and more narrowly focused. Ms. Horsham-Bertels edited the letter in real time
on screen and will forward it to the Task Force for final review with the survey.

IV. Public Forum-1 Public Listening Session
Mr. Altieri described the forums conducted by other municipalities as being intended to listen to the public’s comments
on the local police force without prompts or particular types of data being available. It was decided we would conduct
such a listening session at the public meeting of December 17. We will certainly conduct this initial meeting via Zoom.
We briefly discussed how this format might work for our community and task force. Of particular discussion was
whether or not a police officer should be in attendance.
The discussion was cut short by the lateness of the hour. It will be continued along with a discussion of preliminary data
forwarded to the committee about the Police department at our next meeting.
Our next meeting will be held via Zoom on Monday, December 7, 2020 at 7:00pm.
Councilman King adjourned the meeting at 9:10pm.
