Meeting- of the 'Town Board
TOWN OF MAMARONECK
held Dec. 31st, 1923.
The meeting was called to order by supervisor Burton at
8.00 P,M,
PRESENT : supervisor Burton,
Justices Boyd, Collins and Dudley,
Town Clerk Sherman.
Upon motion it was voted to disperse with the reading of
the minutes of meetings not yet approved.
A certificate was received from Harry T. McGivney, Re-
ceiver of 'Faxes, certifying that upon examination of the records
of his office for the unpaid 1922 State, County, 'Town and school
taxes amounted to $20,815.02. whereupon the following resolution
was offered and upon ROLL CALL was unanimously adopted*
WHEREAS. this Board has received from the
Receiver of Taxes of this 'Town a statement
under the provisions of Section 28 of the
Westchester County 'Tax Act, from which it
appears that on December let, 1923, the sum
of Twenty housand eight hundred fifteen and
03/100 (420 ,815.03) 'Dollars was still out-
standing and unpaid for State, County and
'Town taxes levied on April let, 1922 and
School taxes levied by Union Free School
- District No. 1 of the Town of Mamaroneck,
New York, on September 1, 1922.
NEAP. THEREFORE be it
RESOLVED , pursuant that rsuant to the provisions of
The Westchester County Tax Act the Supervisor
be and he hereby is authorized and empowered
to borrow upon the faith and credit of the
Town of Mamaroneck the sum of $20,815.03 for
which sum he shall issue in the name and
under the seal of said 'Town against uncollect-
ed State, County, 'Town and School taxes for
the year 1922 one or more certificates of in-
debtedness, each of such denomination as the
Supervisor may determine. Said certificates
of indebtedness shall be signed by the Super-
visor, countersigned by the Town Clerk, shall
bear interest at a rate of not more than 6%
per annum, and shall be made payable at such
time as the Supervisor may fix; and it is further
RESOLVED, that the Supervisor be and he hereby
is authorized and empowered to dispose of said
certificates for not less than the par value
thereof; and it is further
RESOLVED, that the Supervisor and Town Clerk be
and they hereby are authorized and empowered to
sign and execute such papers as may be necessary
to effect the sale of said certificates.
Mr. McGivney also presented a certificate showing that
upon the examination of the records of his office, a sum of
$14,3316,79 remains unpaid upon the 1923 'Town taxes. Whereupon the
following resolution was offered and upon ROLL CALL was unan-
imously adopted:
WHEREAS , this Board has received from the Re.

on December 1, 1922, the sum of Fourteen thous-
and three hundred sixteen and 79/100 (4140316.79)
Dollars was still outstanding and unpaid for
Town taxes levied on April 13, 192'3.
NOW, IHEREEOFE, be it
RESOULP-0 that pursuant to the provisions of the
festcheater County Tax Act the Supervisor be and
he hereby is authorized and empowered to borrow
_ upon the faith and credit of the 'Town of Mamar-
oneck the sum of $14,316. 79 for which sum he
shall issue in the name and under the seal of
said 'Town against uncollected 'Town taxes for the
year 1923 one or more certificates of indebtedness,
each of such denomination as the Supervisor may
determine, Said certificates of indebtedness
shall be signed by the Supervisor, countersigned
by the 'Town Clerk, shall bear interest at a rate
of not more than N per annum, and shall be made
payable at such time as the Supervisor may fix,
and it is further
RESOLVEIg, that the Supervisor be and he hereby
is authorized and empowered to dispose of said
certificates for not less than the par value
thereof, and it is further
RESOL'3EI9 that the Supervisor and 'Town Clerk be
and they hereby are authorized and empowered to
sign and execute such papers as may be necessary
to effect the sale of said certificates.
The question of fixing the amounts of bonds of the various
officers was then taken up and upon motion, duly seconded, it was
voted that the following named officers be bonded in the follow-
ing amounts :
Supervisor 420,000.
Town Clerk 2$000.
Receiver of 'Taxes 20,000.
Superintendent of
Highways 2$000.
Justice of the Peace 10000.
Overseer of the Poor 1,000.
Cona tab 1e 10000.
It was further,
RESOUED, that the Supervisor be and he hereby
is authorized and directed to file with the
County Clerk of alestcheater County, the Town
glerkea undertaking pursuant to provisions of
Section 92-A of the Town Law.
Upon a vote being taken upon the foregoing resolution, the
same was declared to be unanimously adopted.
The matter of the fixing of the amount of bond of the
Police Commissioners and Sewer Commissioners was then taken up and
_ upon motion duly seconded, it was upon ROLL CALL
RESOLVED, that the amount of bond of each
Police Commissioner and each Sewer Commiss-
ioner be fixed at the sum of 410,000, and
that the same be made a proper 'Town charge.
Justice 'Dudley proposed that the Board fix the salaries
Of the various Town of ficials and employees for the term comment ing
January 1, 1924.
Justice Collins offered for adoption the following reso-

lution, be it
RESOLVE, that the salary of the Supervisor
of the Town of `Mamaroneck under the Westchester
County Tax Law, for the ensuing term, be and
the same hereby is fixed at the sum of 0,000.
per year.
Mr. Burton vacated the chair which was taken up by Justice
Boyd and called for a: roll call.
Upon a vote being taken the foregoing resolution was de-
blared to be unanimously adopted.
Mr. .Burton resumed the chair and Judge Collins offered for
adoption the following resolution; be it
RESOLVED , that the salary of the "Town Clerk
be and the same hereby is fixed for the end
suing term at the sum of $3500.00 per year in
lieu of all fees, allowances and other em-
oluments of any kind or description whatsoever,
it being understood that said 'Town Clerk will
act without any additional compensation as Clerk
to the Building Commission of said 'Town,
Upon a vote being taken the foregoing resolution was de-
clared to be unanimously adopted.
Justice Boyd offered for adoption the following reso-
lution; be it
RESOLVED, that the salary of the 'Receiver of
Taxes ffor the ensuing term, be and the same
hereby is fixed at the sum of $5500. per year.
Upon a vote being taken upon the foregoing resolution, the
same was declared to be unanimously adopted.
Justice Dudley offered for adoption the following reso-
lution; be it
RESOLVED , that the salary of the Overseer of the
Poor for the ensuing term be and the same hereby
is fixed at the sum of $1500.00 per year.
Upon a vote being taken upon the foregoing reso®
lotion, the same was declared to be unanimously
adopted.
Justice Dudley offered for adoption the following reso-
lution; be it
RESOLVED , that the salary of Willism E. Mulcahy,
as member of the Board of Assessors, for the en-
suing term, be and the same hereby is fixed at
the sum of $1500.00 per year; and be it further
RESOLVED , that the Clerk of the Board of Assess®
ors be and he hereby is allowed the additional
sum of X900.00 per year , by way of additional
compensation for the duties which he is required
to perform under the law.
Upon a vote being taken upon the foregoing resolutions
the same were declared to be unanimously adopted.
Justice Boyd offered for adoption the following reso..
lution; be it
RESOLVED , that the salary of John H. Murray,
as member of the Board of Assessors, for the
ensuing term, be and the same hereby is fixed
at the sum of #1500.00 per year.

Supervisor Burton reported having received from Mr. Ferd-
inand Fish, a request for a leave of absence for a period of two
months, from -December 10 1923. Whereupon Justice Dudley offered
for adoption the following resolutions; be it
RESOLVED , that Ferdinand Fish be and he
hereby is granted a leave of absence, with
pay, for a period of two months, from Dec-
ember 1, 1982; hnd be it further
RESOLVET) , that the matter of fixing the
salary of Ferdinand Fish as member of the
Board of Assessors for the ensuing term be
held in abeyance until his leave of absence
shall have expired.

the same were declared to be unanimously adopted.
Justice ?Dudley offered for adoption the following reso-
lution, be it
RESOLVED , that the salary of Salvatore
Milone, as Inspector of Construction, be and
the same hereby is fixed at the sum of 0150.00
per month.
Upon a vote being taken upon the foregoing resolution,
the same was declared to be unanimously adopted.
:Justice Boyd offered for adoption the following reso-
lution; be it
RESOLTED , that the salary of Patrick Nolan,
special officer assigned to the 'Deaver Street
Fire Rouse, be and the same hereby is fixed
at the sum of $140.00 per month.
Upon a vote being taken upon the foregoing resolution the
same was declared to be unanimously adopted.
Justice Tudley offered for adoption the following reso-
lutions; be it
RESOLVE!) , that the Supervisor be and hereby is
aPathorized, empowered and directed to pay his
own salary and the salaries of the Town Clerk,
Receiver of Taxes, Assessors, Overseer of the
Poor and Inspector of Construction monthly, and
the salary of special officer Nolan semi-monthly
upon filing with the Supervisor, duly verified
vouchers; and be it further
RESOLVED , that the Supervisor , Justices of the
Peace, Town Clerk, Assessors, 'Receiver of 'Taxes
and Overseer of the Poor be and each of them
hereby is allowed the necessary expenses for
stationery, telephone, vehicle hire, rent of
office and other necessary expenses allowed by
law and that the same be proper town charges.
Upon a vote being taken upon the foregoing resolutions,
