CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 7:00 p.m., at which time the Board recessed
into a Work Session.
The Work Session held in Conference Room A to discuss an amendment to
the Urban Renewal Plan and Zoning Ordinance was, on motion duly made
and seconded, unanimously declared adjourned at 8:20 p.m.
RECONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 8:28 p.m.
Present were the following members of the Board:

CALL TO ATTENTION
Supervisor Silverstone pointed out to those assembled the locations of
exits as required by law for public gatherings.

PUBLIC DISCUSSION - Town of Mamaroneck Community Development Block
Grant Application 1991
The Administrator explained that the Federal Government, on a
three-year cycle, authorizes a Coammmity Development Block Grant
Program whose target has three national objectives, one for the
benefit of lower to moderate income people, the second for removal of
blight or slums, and the third for improvement of public facilities.
He went on to say that the Town intends to submit an application to
the Federal Department of Housing and Urban Development (HUD) through
the County of Westchester, the preliminary screening agent and
disburser of monies, for funds covering the 1991/1993 funding cycle.
He noted that pursuant to HUD requirements, there must be a public
hearing and the application is due at the County of Westchester on
January 28th, with final consideration of awards to be made known in
May of 1991. He reported that the Town will seek funds to reimburse
certain eligible costs related only to construction, demolition,
architectural and engineering services for development of 58 to 60
rental housing units at the motel site, at an approximate amount of
$280,000 to $300,000. The Administrator mentioned that this grant
application is based upon the findings of the Town Board and the
Towns Affordable Housing Task Force that a need exists for affordable
housing within the Town of Mamaroneck.
The Administrator then mentioned that the Town may be allowed to
submit a second grant application on behalf of a not-for-profit
corporation, not yet created, for actual construction money for the
units. He stated that the County Department of Planning is reviewing
this matter with HUD to determine if such application may be
submitted, and if so an additional $300,000 to $400,000 in funds may,
be applied for and, therefore, should be part of the discussion held
tonight.
A discussion ensued, with the Town Administrator fielding questions.
The Town Supervisor asked if anyone wished to ask any further
questions or make any comments. There being no further comments, on
motion by Councilwoman Price, seconded by Councilman McGarr, it was
unanimously
RESOLVED, that the Town Board of
the Town of Mamaroneck hereby
authorizes the Town Administrator
to prepare and submit an Urban
County Block Grant Application to
the County of Westchester to seek
funding for costs related to the
construction of new housing at the
site of the former Larchmont Motel;
and be it further
RESOLVED, that the Town Board hereby
authorizes the Town Administrator
to prepare and submit an Urban
County Block Grant Application to
seek funding and, if necessary to
obtain this funding, to submit an
application on behalf of a not-for-
profit organization to be formed
by the Town of Mamaroneck for the
purpose of constructing affordable
housing at the site of the former
Larchmont Motel.

2. Other Business
On motion by Commissioner Price, seconded by Commissioner McGarr,
it was unanimously
RESOLVED, that this Board hereby
declares the 1966 Chevrolet C-20 Mini
Attack Pumper as surplus equipment and
authorizes the Town Administrator to
implement the sale of such.

There being no further business to come before this Commission, on
motion by Commissioner OPFlinn, seconded by commissioner Ryan, the
meeting was unanimously declared closed at 8:50 p.m.
AFFAIRS OF THE TOWN
1. Appointment - Conservation Advisory commission
On motion by Councilwoman O'Flinn, seconded by Councilman McGarr,
it was unanimously
RESOLVED, that this Board hereby
reappoints Edward Hindin of
Bonnie Way to the Conservation
Advisory Commission for a term of
two years ending in December 1992.
2. Designation of Lead Agency - Larchmont Motel Development
Town Counsel, Steven Silverberg, gave a brief update, stating
that the Town Board had, in October 1989, adopted an urban
renewal plan for the Post Road and Weaver Street intersection,
and included in that plan was an amendment to the zoning
ordinance. He noted that this amendment allowed business, but
modified apartment house development by using the presently
existing RTA zone, with reduction in height from six to four
stories and in density by no more than 1,750 square feet of lot
area. He went on to say that, following adoption of this plan, ,
the Town acquired the motel property and studies determined a
need for affordable housing and the determination that the urban
renewal zoning amendment, as proposed, did not accoanmodate
sufficient density on the site to allow for construction of
affordable housing, which is the Town's goal.
Therefore, Town Counsel added, we have an amendment to the urban
renewal plan, which changes the plan only in regard to the zoning
amendment that was to be incorporated in it and allows zoning as
previously proposed for business and a modified RTA, and yet
includes an additional density bonus for affordable housing.
That bonus, he added, allows certain applications so a site may;
be developed appropriately with regard to affordable housing. He
concluded that this process requires the same procedure that was
followed in the adoption of the urban renewal plan originally,
that is referral to the Planning Board, public hearing by the
Planning Board and recommendation by the Planning Board, followed
by a public hearing by the Town Board. He stated that tonight,
since the Town Board is the agency which ultimately would or
would not take any action on this proposal, they would have to
declare as lead agency.
On motion by Councilwoman Price, seconded by Councilwoman
O'Flinn, it was unanimously
RESOLVED, that this Town Board,
pursuant to the requirements of
SEQRA, hereby declares itself as
Lead Agency for' the purpose of
affordable housing development of
the former Larchmont Motel property.

3. Referral to Planning Board - Amendment to Urban Renewal Plan
-Proposed Zoning Amendment
On motion by Councilwoman Price, seconded by Councilman McGarr,
it was unanimously
RESOLVED, that this Board hereby
refers the proposed zoning amendment
to the Urban Renewal Plan to the
Town of Mamaroneck Planning Board.
4. Resolution - Establishment of School Zone-Weaver Street
The Administrator gave a brief update and explanation, after
which the Supervisor extended her appreciation to Mr. Byrne for
his input and help with this matter. Thereafter, on motion by
Councilwoman Price, seconded by Councilman McGarr, it was
unanimously
RESOLVED, that the Town Board of the
Town of Mamaroneck respectfully
requests authorization from the New
York State Department of Transportation
in order to establish the following:
a. Weaver Street intersection of
Myrtle Boulevard to the intersection
of Weaver Street and Dante Street be
designated a "School Zone;"
b. In connection with the establishment
of such "School Zone" the speed limit
be reduced from 30 miles per hour to
20 miles per hour during school hours.
5. Authorization - Retainer Agreement-General Counsel
On motion by Councilwoman Price, seconded by Councilman McGarr,
it was unanimously
RESOLVED, that this Board hereby
authorizes the Administrator to
execute, on behalf of the Town,
the retainer agreement with Steven
M. Silverberg for general counsel.
6. Update - Senior Citizen Call-In Program
Assistant to the Administrator, Paulette Gabbriellini, informed
the Board that the Senior Citizen Morning Call Service will begin
on February 4th, with calls being made from the Larchmont/Town
Senior Center each weedkay morning between 8:30 and 10:30 a.m. j
Applications to participate will be available at the
Larchmont/Town Senior Center, the Mamaroneck Senior Center and at
Cmmmxnity Services, and a press release is being sent to local
newspapers for additional publicity.

Discussion ensued, with Ms. Gabbriellini fielding questions from
the Board, accepting congrats on the project froan the Supervisor,
and extending compliments and thanks to Ann Frim net for her
participation in establishing this service.
7. Update - Monroe Daycare Program
The Administrators Assistant mentioned that the Child Care
Advisory Committee had resumed meeting this fall and five
proposals have been received, each candidate has been interviewed
and visits have been made to their current facilities. She noted
that at a meeting on January 29th, two candidates will be chosen
that are believed to be capable of establishing excellent
daycare, after which time a recommendation will be given to the:
Town Board.
8. Authorization —Agreement County of Westchester-E911
The Administrator detailed the above matter and fielded questions
fran the Board, after which, on motion by Councilwoman Price,
seconded by Councilwoman O'Flinn, it was unanimously
RESOLVED, that the Administrator
is hereby authorized to enter into
an agreement for the enhanced 911
system with the County of Westchester
on behalf of the Town of Mamaroneck.

9. Authorization - Habitat for Humanity
The Supervisor mentioned that the next item is really an update;
on Habitat for Humanity and noted that a meeting was held
yesterday afternoon with the president of Habitat and the
attorneys, as well as Town staff. She went on to say that the
Town has received the deed from Westchester County and that Town
Counsel is in the process of returning papers for the property to
Habitat for Humanity, who is in the process of selecting the
person to be the ultimate owner of the house. The Supervisor
reported that another informational meeting will be held here in
the Courtroom on March 2nd, noting two important eligibility
guidelines as being residency and working or volunteering for
Town government. She commented that Habitat has been working
with the Building Inspector in applying for and obtaining the
necessary building permits so that the process of building the j
house will probably begin sometime in spring.

10. Authorization - Use of Voting Machines
Pursuant to request of the Town Clerk for use of voting machines
by the Villages of Larchmont and Mamaroneck, on motion by
Councilman McGarr, seconded by Councilwoman Price, it was
unanimously
RESOLVED, that this Board hereby
authorizes the Town Clerk to allow
the use of voting equipment by the
Village of Mamaroneck for their
elections of Tuesday, March 19, 1991;
and be it further
RESOLVED, that this Board hereby
authorizes the Town Clerk to allow
the use of voting equipment by the
Village of Larchmont for their
elections of Tuesday, March 19, 1991.
11. Salary Authorization - Recreation Department
Pursuant to a memo from Superintendent of Recreation, William
Zimmermann, on motion by Councilman McGarr, seconded by
Councilman Ryan, it was unanimously
RESOLVED, that as provided for in
the 1991 Town Budget, authorization
is hereby granted for payment of
salaries to the following:
Ann Marie Neto, Sr. Skating Instructor, Honmmcks Ice Rink,
$30/hour, effective retroactive to 1/8/91;
Rebecca Ring, Sr. Skating Instructor, Honm>aks Ice Rink,
$30/hour, effective retroactive to 1/8/91;
Paul Baio, Skate Guard, Ha m=,ks Ice Rink, $6.50/hour,
effective retroactive to 1/4/91.

WRITTEN OOMMUNICATIONS
ORAL COMMUNICATIONS
Councilwoman Price mentioned that she had received a written
ccamumication from Mr. Messina asking where the Town is at with regard
to the status of the basketball hoops. A brief discussion ensued with
regard to his letter and questions about insurance coverage.
REPORTS OF THE COUNCIL
Councilwaanan O'Flinn commented that the Committee on Family and Youth
has been meeting recently and has decided that they would like to
start a task force on substance abuse. She then briefly outlined some
of the goals of this task force and scare discussion followed.
ADJOURN
There being no further business to come before this Board, on motion
by Councilman Ryan, seconded by Councilwoman Price, the meeting was
unanimously declared adjourned into Executive Session to further
discuss the Habitat contract at 9:50 p.m.
