CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 7:00 p.m, at which time the Board recessed
into Executive Session.
The Executive Session held in Conference Roam A to discuss personnel
was, on motion duly made and seconded, unanimously declared adjourned
at 8:10 p.m.
RECONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 8:20 p.m.
Present were the following members of the Board:
Supervisor Caroline Silverstone
Councilwoman Elaine Price
Councilman John McGarr
Councilwoman Kathleen Tracy O'Flinn
Councilman Stephen Chapin was not present since he was away on
business.
Also present were:

CALL TO ATTENTION
Supervisor Silverstone pointed out to those assembled the locations of
exits as required by law for public gatherings.
PUBLIC HEARINGS - No Parking Ordinance-Honm=ks Road

PUBLIC HEARING - No Parking Ordinance-Hoamtiocks Road
The Supervisor. asked for a nation to open the Public Hearing to
_ consider a local law prohibiting parking on Hoamacks Road and on
motion by Councilwoman Price, seconded by Councilman McGarr, it was
unanimously
RESOLVED, that the Public Hearing
be, and hereby is declared open.
The Town Clerk presented for the record the Affidavits of Publication
and Posting of the Notice of Hearing.
Town Counsel, Steven Silverberg; explained the Local Ordinance and its
purpose, after which Supervisor Silverstone asked if anyone wished to
comment either in favor of or in opposition to it. There being no
comments, on motion by Councilwoman Price, seconded by Councilman
McGarr, the Public Hearing was unanimously declared closed.
Thereafter, on motion by Councilwoman Price, seconded by Councilman
McGarr, the following law was unanimously adopted:
IOCAL LAW 8-1990
A LOCAL LAW TO REGULATE PARKING ON HOEMOCKtSS ROAD
1. Purpose
The Purpose of this local law is to regulate parking on
-- Heamacks Road in order to eliminate conditions which pose
a danger to traffic entering and exiting Honmacks Road from
the Boston Post Road, the Hcamnocks School and the Homnocks
Park Ice Rink.
There shall be no parking or standing on either side of
Hoaanocks Road from the intersection of the easterly side of
the Boston Post Road to the far side (northeasterly) of Old
Hcnmocks Road.
This local law shall take effect immediately.
PUBLIC HEMU 4G - Parking Ordinance-Murray Avenue
The Supervisor asked for a motion to open the Public Hearing on a
proposed local law prohibiting parking on Murray Avenue between Myrtle
Boulevard and Leafy Lane on Wednesdays from 9:00 a.m. to 12 noon for
purposes of street cleaning. On motion by Councilman McGarr, seconded
by Councilwoman Price, it was unanimously
RESOLVED, that the Public Hearing
be, and hereby is declared open.
The Town Clerk presented for the record the Affidavits of Publication
. -and Posting of the Notice of Hearing.
Following a brief explanation by Town Counsel, the Supervisor asked if
anyone wished to speak in favor of or in opposition of this local law.
Although none of the public made any comment, some discussion ensued
among the Board, after which the general consensus of the Board was to
send this issue back to the Traffic Committee for further
clarification and coordination of cleaning dates on the two streets.

Thereafter, on motion by Councilwoman Price, seconded by Councilwoman
O'Flinn, it was unanimously
RESOLVED, that the Town Board of
the Town of Mamaroneck hereby
rejects the proposed parking
ordinance prohibiting parking on
Murray Avenue between Myrtle
Boulevard and Leafy Lane on Wednesdays
from 9:00 a.m. to 12 noon for purposes
of street cleaning.
Thereafter, on motion by Councilwoman O'Flinn, seconded by Councilman
McGarr, the Public Hearing was unanimously declared closed.
PUBLIC BEARING - Senior Citizen Tax Exemption
Supervisor Silverstone asked for a motion to open the Public Hearing
on an amendment to Local Law #2-1985 entitled Senior Citizens Tax
Exemptions. On motion by Councilman McGarr, seconded by Councilwoman
Price, it was unanimously
RESOLVED, that the Public Hearing
be, and hereby is declared open.
The Town Clerk presented for the record the Affidavits of Publication
and Posting of the Notice of Hearing.
Following explanation by Town Counsel about recent State legislation
authorizing local governments to increase income level required for
eligibility for tax exemption, The Supervisor then asked if anyone
wished to comment either in favor of or in opposition to Local Law
#9-1990 amending Local Law #2-1985 entitled Senior Citizens Tax
Exemptions. There being no comment, on motion by Councilman McGarr,
seconded by Councilwoman O'Flinn, the following resolution was
unanimously adopted:
-SENIOR CITIZEN TAX EXEMPTION
Section 1. Purpose
The purpose of this local law is to amend Local Law No. 2-1985
to provide for partial exemption from taxation to the extent
specified in Section 467 of the Real Property Tax Law, as
amended, as to real property which is owned by persons with
limited income who are sixty-five (65) years of age or over,
meeting the requirements set forth in such section as amended.
§2. §74-7 of said Local Law No. 2-1985 shall be amended to provide
in Paragraph B thereof that the combinaiincome of the owners
must not exceed "fifteen thousand dollars ($15,000)".
§3. Paragraph 74-7(C) shall be amended to read as follows: "The
owner or all of the owners of real property located in the Town,
who are sixty-five (65) years of age or older and whose said
income or combined income from all sources for said twelve (12)
month period exceeded the maximum amount set forth in Sub-section
B above by less than three thousand six hundred dollars ($3,600)
shall be able to apply for a partial exemption as set forth in
the following table in which M stands for the maximum income
specified in Sub-section B.

The meeting was called to order by Commissioner Silverstone at 8:35
p.m. in the Court Room.

AFFAIRS OF THE TOWN
1. Appointments - Town Council
- Deputy Supervisor
- Board of Architectural Review
Supervisor Silverstone stated that it is a great pleasure to
appoint Paul Ryan as the Town Councilman to replace Stephen
Chapin who has resigned, and she asked him to step up and bring
his family. Thereafter, on motion by Councilwoman Price,
seconded by Councilwoman O'Flinn, it was unanimously
RESOLVED, that this Board hereby
appoints Paul A. Ryan of Waverly
Avenue, Mamaroneck Village as a
Town Council member of the Town
of Mamaroneck to fill the unexpired
tern of Stephen Chapin, tern of
expiration December 31, 1991.
Mr. Ryan was formally sworn in by the Town Clerk, and then
introduced his family. Applause followed.
At this time, Supervisor Silverstone appointed Councilwoman
Elaine Price as Deputy Town Supervisor, also followed by applause
from the audience.
Councilwoman Price gave a brief background on Bob Wassman and
upon her recommendation and motion, seconded by Councilwoman
O'Flinn, it was unanimously
RESOLVED, that this Board hereby
appoints E. Robert Wassman of
Campbell Lane to the Town of
Mamaroneck Board of Architectural
Review for a tern of three years
expiring December 1993.
On motion by Councilwoman Price, seconded by Councilman McGarr,
it was unanimously
RESOLVED, that this Board hereby
appoints Terry S. Rainaldi of
Kilmer Road, Larchmont Village
to the Recreation Commission, to
fill the unexpired term of
Virginia Gunther to May 1991.
2. Adoption - 1991 Town of Mamaroneck Budget
Following a brief update by the Town Administrator with regard to
changes reducing the budget by $55,260 since the December 5th
Public Hearing on the Preliminary Budget, and some discussion
among the Board, Mrs. Glaser and Mr. Wassman, on motion by
Councilman McGarr, seconded by Councilwoman Price, the following
resolution was adopted on a roll-call vote of the Board:

WHEREAS, this Town Board had met
on December 5, 1990 at the time
and place specified in the Notice
of Public Hearing on the adoption
of a preliminary Budget for 1991
and has heard all persons desiring
to be heard thereon;
NOW, THEREFORE BE IT
RESOLVED, that this Board does
hereby adopt such Preliminary
Budget as the Annual Budget of
this Town for the fiscal year
beginning on the first day of
January 1991, and that such
budget as so adopted be entered
in detail in the minutes of the
proceedings of th is Town Board;
(Budget herewith inserted)
and it is further
RESOLVED, that the Town Clerk of
this Town shall prepare and certify
in duplicate, copies of said Annual
Budget as adopted by this Town
Board, together with the estimates,
if any, adopted pursuant to Section
202-a, subdivision 2 of the Town
Law, and deliver one (1) copy
thereof to the Clerk of the County
Board of Legislators of this County;
and it is further
RESOLVED, that for the fiscal year
1991, the sun hereinafter set forth
in the attached Budget be levied,
assessed, and collected upon the
taxable properties in the Town of
Mamaroneck outside of the Villages
of Larchmont and Mamaroneck (part
Town), the properties of the
several districts and the several
parcels of taxable property,
franchise and assessments, and
persons within the Town and within
such special districts, be extended
on the tax roll of the Town of
Mamaroneck against each of the
several parcels affected by such
assessments, or parts thereof;
and it is further
RESOLVED, that pursuant to the
provisions of Chapter 654 of the
Laws of 1927 as amended, and the
provisions of Article 12 of Chapter
61 of the Consolidated Laws, known
as the Town Law, as amended, there
be levied against the several lots

.and parcels of land contained upon
the Statement hereto annexed and
marked ' Exhibit A," the several
sums set forth opposite each such
parcel or lot of land on such
statement as and for unpaid water
charges due upon said lots or
parcels, which said sums shall be

under the name I'Water Rents.,,

3. Authorization - Prisoner Transportation Agreement
Following explanation by the Administrator, on motion by
Councilwoman Price, seconded by Councilwoman O,Flinn, it was
unanimously
RESOLVED, that this Board hereby
authorizes the Town Administrator
to execute the Westchester County
Prison Transportation Agreement.
4. Statement of Canvass - General Election November 6, 1990
The Town Clerk filed for the record the following Statement of
Canvass and Decision of Canvass for the November 6, 1990 General
Election as it applies to the Town:

5. Authorization - Town Comptroller to close Financial Records-1990
On motion by Councilwoman Price, seconded by Councilman McGarr,
it Was unanimously
RESOLVED, that this Board hereby
authorizes the Town Comptroller
to make proper journal entries
necessary to close the Financial
.Records for the year 1990.
6. Request-Westchester Joint Water Works Increase in Hydrant Rentals
Following a brief explanation by the Town Administrator, on
motion by Councilwoman Price, seconded by Councilwoman O/Flinn,
with Councilman McGarr opposing, it was
RESOLVED, that this Board hereby
approves an increase in hydrant
rental rates as proposed by the
Westchester Joint Water Works:
Current rate $150.00 annually;
$164,00 annually effective 1/1/91;
$180.00 annually effective 1/1/92.
7. Salary Authorizations - Police Department
- Recreation
On motion by Councilwoman Price, seconded by Councilwoman
OtFlinn, it was unanimously
RESOLVED, that this Board hereby
approves salary authorization in
the amount of $27,754.00 annually
for Probationary Police Officer
Alfred E. Vize to fill a vacancy
created by retirement.
Pursuant to memo by Superintendent of Recreation, William
Zimmermann, on motion by Councilwoman O'Flinn, seconded by
Councilman McGarr, it was unanimously
RESOLVED, that as provided for in
the 1990 Town Budget, authorization
is hereby granted for payment of
salaries to the following:
Deborah Cannon, Coordinator Youth Hockey & Ice Rink
Publicity, $10.00/hour, effective
retroactive to 12/12/90;
Anthony Bosco, Youth Hockey Assistant, $4.25/hour,
effective retroactive to 11/26/90;
Jeffrey Wilson, First Aid Attendant, Honmocks Park
Ice Rink, $7.00/hour, effective
retroactive to 11/29/90.

THE SUPERVISOR
Supervisor Silverstone commented on an antique map which has been
donated to the Town by a local resident, Fred Baron of the Antique
Book Guild, and pointed out the many old names lrnown today as various
streets.
The Supervisor also_presented the following two Proclamations:

WHEREAS, STEPHEN CHAPm has served his community for five years by
being an outstanding member of the Town Board; and
WHEREAS, he carne to the Town Board with a unique understanding of
the community gained from living hero all his life; and
WHEREAS, he has utilized his expertise in financial areas to the
town's advantage; and
WHEREAS, he gave special attention to the town's traffic problems
and represented the
town on the Cable TV Board of Control
and Advisory Committee; and
WHEREAS, STEP= CHAPIN, having earned the respect and gratitude of
Town of Mamarnneck'rosidents, has decided to take a respite
from public life at this time.
NCW THERETORE BE IT RESOLVED,
that I, Caroline Silverstone, Supervisor of the Town of
Mamaroneck, join with the residents and members of the
Town Board to honor, recognize and thank STEPFMT CHAPIN
for his service to our commrinity.
BE IT_FURTHER RESOLVED,
that a copy of this resolution be spread on the official
records of the Town of Mamaroneck and a copy thereof be
presented to him.

contributions which Senior Citizens make in all aspects
of our community; and

involved with a senior citizen program for the pest 33
years; and

WRITTEN COMMUNICATIONS
ORAL COMMUNICATIONS
Mr. William Byrne, a resident, spoke about his efforts for the past 16
months in having Weaver Street near Sts. John & Paul School declared a
school zone, with a crosswalk, lower speed limits, traffic lights and'
signs designating it a school zone, in order to make this area safer
for the children. The Town Administrator informed him that the agency
which has control over Weaver Street is the Department of
Transportation for New York State, that they had turned down this
request, and that Mr. Byrne had been sent a copy of the DOT letter
stating such. A discussion ensued among the Board and Mr. Byrne, with
the Administrator fielding questions. Councilwoman Price assured him
that she would speak to Assemblyman Tocci about this Situation
tomorrow since she has a meeting with him and she asked Mr. Byrne to
be patient for about one more month.
ADJOURN
There being no further business to came before this Board, on motion
by Councilman McGarr, seconded by Councilwoman Price, the meeting was
unanimously declared adjourned at 9:35 p.m.
