FIRE COMAIISSIONERS OF THE TOWN OF
NECK, HELD ON THE 21ST DAY
OF JUNE 1990 IN THE COURT ROOM OF
THE TOMN CENTER, 740 WEST BOSTON

The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 7:00 p.m., at which time the Board recessed
into a Work Session.
The Work Session held in Conference Room A to discuss the
Tri-Municipal Cable Cmmussion Charter and the Westchester County
Sales Tax Proposal was, on motion duly made and seconded, unanimously
declared adjourned into Executive Session at 7:35 p.m.
The Executive Session was also held in Conference Room A to discuss
matters of personnel, after which, on motion duly made and seconded,
it was unanimously declared adjourned at 8:05 p.m.
REOONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 8:17 p.m.
Present were the following members of the Board:

Also present were:

CALL TO ATTENTION
Supervisor Silverstone pointed out to those assembled the locations
of exits as required by law for public gatherings.

BOARD OF FIRE CoMMISSIONERS
The Meeting was called to order by Commissioner Silverstone at 8:20
p.m. in the Court Room.
Present were the following members of the Commission:

1. Commissioner McGarr presented fire claims for authorization of
payment and on his motion, seconded by commissioner Price, it
was unanimously
RESOLVED, that this Commission
hereby authorizes payment of the
following Fire Department claims
as approved by the Fire Chief and
audited by the Comptroller's Office:

There being no other business to cone before this Commission, on
motion by Commissioner Chapin, seconded by Commissioner McGarr, the
meeting was unanimously declared adjourned at 8:27 p.m.
AFFAIRS OF THE TOWN
Councilwoman O,Flinn read the names of those being reappointed to the
Human Rights commission, noted that two openings still exist, and
suggested that the local newspaper give this some publicity. On
motion by Councilwoman Price, seconded by Councilman Chapin, it was
unanimously
RESOLVED, that this Board hereby
reappoints Cora Rust as Chairman
of the Human Rights Commission to
a tern of office expiring in 1993
and be it further

RESOLVED, that this Board hereby
reappoints Judie Martin, Ian Spier,
and Mary McDonald to the Human
Rights Commission for a tern of
office to expire in 1992
and be it further
RESOLVED, that this Board hereby
reappoints Lee H. Blooms to the
Human Rights Cam mission for a
tern of office to expire in 1993.
On motion by Councilwoman O'Flinn, seconded by Councilwoman
Price, it was unanimously
RESOLVED, that this Board hereby
appoints Patricia Latona to the
Planning Board for a term of
office to expire in 1997.
2. Discussion - Overnight Parking Ordinance Proposal
Following explanation by the Town Administrator, discussion
ensued among members of the Board, with two members of the
Traffic Committee fielding questions, after which it was
unanimously decided to not pursue this proposal.
3. Resolution - Westchester County Sales Tax Proposal
Following a brief discussion, on motion by Councilwoman O'Flinn,
seconded by Councilman McGarr, with Councilwoman Price, and
Councilman Chapin voting nay, the following resolution was
adopted:
Whereas a Westchester countywide
sales tax increase has been
proposed as a means to alleviate
mounting costs and shrinking
revenues, offering the Town of
Mamaroneck approximately $1.3
million based upon its population
IOW, THEREFORE BE IT
RESOLVED, that the Town Board of
the Town of Mamaroneck hereby
supports the Westchester County
proposal to raise the sales tax
from 5.75 to 7.25 percent.

4. Letter Re: Honmacks Conservation Area
Supervisor Silverstone spoke about a letter she had received
from Phyllis Gaughran regarding littering and vandalism at the
Hommocks Conservation area. She informed Ms. Gaughran that she
would ask the Conservation Advisory Commission to look into this
problem and report back, and suggested also that she speak to
the Conservation Coordinator. A brief discussion ensued with a
report by the Administrator on a summer conservation project
to make necessary repairs to the catwalk, and with various
suggestions by Phyllis Wittner and some members of the Board.
5. Designation Lead Agency - Restoration Parking Lot #1
Following explanation by the Town Administrator, some discussion
followed, after which time, on motion by Councilman Chapin,
seconded by Councilwoman Price, it was unanimously
RESOLVED, that this Town Board,
pursuant to the requirements of
SEQRA, hereby declares itself as
Lead Agency for the Restoration
of Parking Lot #1 and;
be it further
RESOLVED, that, pursuant to Section
23.8, Subsection 24, because of
pre-existing studies and findings,
this Board declares that no further
environmental review is required and
hereby designates this project as a
Type II action.
6. On motion by Councilman McGarr, seconded by Councilwoman Price,
it was unanimously
RESOLVED, that this Board hereby
authorizes the Town Comptroller to
implement the borrowing of funds
on 5-year Bond Anticipation Notes
for the following projects:
Project 89-3, GT Fund, Ice Rink Complex #2 $325,000;
89-9, GT Fund, Resurfacing Parking Lot #1 232,000;
90-8, PT Fund, Sheldrake River Tmprovemen 35,000;
90-9 PT Fund, Environmental Impact
Statement Golf Courses 70,000;
7. Report of Bids - Sidewalk Replacement
Following a brief report by the Administrator, on motion by
Councilman Chapin, seconded by Councilman McGarr, the following
resolution was unanimously adopted:

WHEREAS, the Town has sought bids
for restoration and replacement of
concrete sidewalks; and
W MUMS, bids have been received for
such restoration and replacement; and
WHEREAS, the request for bids provided
that if the unit price for sidewalk
reconstruction is the same or less than
the unit price for sidewalk repair, the
Town may elect to rebuild all walk
sections subject to the bid; and
WHFRIAS, upon examining the bids it
has been determined that the bid for
Carino Enterprises provides for sidewalk
reconstruction at a unit price below
the unit price bid for repair to the
sidewalks; and
WHEREAS, the bid of Carino Enterprises,
utilizing the unit price for sidewalk
reconstruction in place of the unit price
for repair, is the lowest responsible
bid received by the Town for sidewalk
restoration and replacement;
NOW, THEREFORE BE IT
RESOLVED, that Contract #TA--90-8 for
restoration and replacement of concrete
sidewalks is hereby awarded to Carino
Enterprises;
and be it further
RESOLVED, that the Town Administrator is
authorized to enter into contract with
carino Enterprises for the sidewalk
restoration and replacement, using the
unit price bid for reconstruction of
the sidewalks and the unit price for
rebuilding of concrete aprons.

On motion by Councilman McGarr, seconded by Councilwoman Price,
it was unanimously
RESOLVED, that this Board hereby
authorizes employment of the
following students to the 1990
summer conservation work program:
Natalie Hirsch, $5.00 hourly wage;
Thomas Nealon, $5.00 hourly wage;
Davnet Conway, $4.75 hourly wage;
Victor Burgett, $4.50 hourly wage;

and be it further
RESOLVED that this Board
i hereby
authorizes employment for Brian
Dillon as summer custodian from
6/25/90 thru 8/31/90 at an hourly
rate of $5.50.
Thereafter, on motion by Councilman Chapin, seconded by
Councilwoman OIFlinn, it was unanimously
RESOLVED, that as provided for in
the 1990 Town Budget, authorization
is hereby granted for payment of
salaries to the following:

ORAL COMMUNICATIONS
Mr. Norberto Torres of Country Road addressed the Board with concern
about stone drainage falling from the top of his street and forming a
pond on his front lawn before exiting under the street. He noted
that there is a buildup of silt and it has become stagnant and rat
infested, but that the Town Engineer had informed him that it could
not be filled in and he asked what could be done, perhaps by dredging
or re-piping. He was assured by the Town Administrator and the Board
that this matter would be checked out protnptly.
Supervisor Silverstone then read a letter from Richard Beninati of
Murray Avenue, thanking her and any other Town officials involved in
the replanting of the esplanade on Forest and Murray.
APPROVAL OF MINUTES
The minutes of the Special Meetings of February 24, 1990, April 3,
1990 and May 9, 1990 were presented and unanimously adopted. The
Minutes of the Regular Meeting of May 16, 1990 were presented and
unanimously adopted.
ADJOURNMENT
There being no further business to come before the Board, on motion
by Councilweman Price, seconded by Councilman McGarr, the meeting was
unanimously declared adjourned at 10:10 p.m.
