MINUTES OF TIM REGULAR MEETING,
OF THE TOWN BOARD AMID BOARD OF
FIRE COMMISSIONERS OF THE TOWN OF
MAMARONECR, HELD ON THE 2ND DAY
OF MAY 1990 IN THE COURT ROOM OF
THE TOWN CENTER, 740 WEST BOSTON
POST ROAD, MN0X4NECK, NEW YORK
CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 7:00 p.m., at which time the Board recessed
into a Work Session.
The Work Session was held in Conference Roam A to discuss strategic
planning and summer work programs, as well as to review the senior
citizen tax exemption alternative and various legislation, after
which, on motion duly made and seconded, it was unanimously declared
adjourned at 8:05 p.m.

The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 8:15 p.m. in the Court Roam.
Present were the following members of the Board:

Also present were:

William McDenmott, Fire Chief
CALL TO ATTENTION
Supervisor Silverstone pointed out to those assembled the locations
of exits as required by law for public gatherings.

BOARD OF FIRE COMMISSIONERS
The Meeting was called to order by Commissioner Silverstone at 8:20
p.m. in the Court Roam.
Present were the following members of the Commission:

Commissioner Kathleen Tracy O'Flinn
1. Commissioner Chapin presented fire claims for authorization of
payment and on his nation, seconded by Commissioner McGarr, it
was unanimously
RESOLVED, that this commission
hereby authorizes payment of the

2. Designation of Records Management Officer - Town Clerk
On nation by Councilwoanan Price, seconded by Councilman Chapin,
it was unanimously
RESOLVED, that this Board hereby
designates Patricia Dicioccio,
Town Clerk, as the Records
Management Officer for the Fire
Department of the Town of Mamaroneck.
3. Supervisor Silverstone remarked on a letter from a resident, who
commented on how pleased she was with the police and fire
depaLments when, after responding to a first alarm because her
furnace was malfunctioning, had to respond again since it had
not been properly repaired, and how she had found them to be
totally competent and very kind to her throughout this
experience. The Supervisor noted this as a reflection of the
fine service provided by each department.

There being no other business to came before this Commission, on
motion by Commissioner McGarr, seconded by Commissioner Price, the
meeting Was Unanimously declared adjourned at 8:35 p.m.
AFFAIRS OF THE 'DOWN
1. Appointment to Community Counseling Center - Board of Directors
On motion by Councilwoman Price, seconded by Councilman Chapin,
it was unanimously
RESOLVED, that this Board hereby
appoints Benita Marks of Magnolia
Avenue, Larchmont to the Board of
Directors of the Larchmont-Mamaroneck
Community Counseling Center.
2. Report of Bids - Leaf Disposal-Contract TA-90-5
Following explanation by the Town Administrator, on motion by
Councilman McGarr, seconded by Councilwoman Price, it was
unanimously
RESOLVED, that this Board hereby
awards Contract T,-90-5 to Earthgro,
Inc. of Lebanon Connecticut as the
lowest responsible bidder at a total
estimated cost of $46,000 for the
transportation and disposal of leaves;
and be it further
RESOLVED, that this Board hereby
authorizes the Town Administrator to
execute the contract with Earthgro
Inc. of Lebanon, Connecticut for
transportation and disposal of leaves.
3. Authorization - Town Supervisor to Execute Deed-178 Myrtle Blvd.
The Administrator recounted that in 1986 the developer of a
proposed office building on Myrtle Boulevard approached the Town
to discuss possible purchase of a parcel of Town-owned land
diagonally across from these offices. He explained that a
mutual plan was developed whereby Coughlin Realty would
construct a parking area on Town-owned land that would include
34 spaces to be used by the offices between 8:00 a.m. and 8:00
p.m., Monday through Friday. He added that between 8:00 p.m.
and 8:00 a.m., Monday through Friday, weekends and holidays, the
spaces would be available to the Town"as permit spaces for
residents. He noted that the Developer assumed the cost and was
responsible for improvements and repairs while the Town would
assume snow removal and occasional sweeping.
Following sane dispassion, on motion by councilwm an Prioe,
seconded by Councilman McGarr, it was unanimously

RESOLVED, that this Board hereby
authorizes the Town Supervisor to
execute for $1.00 the deed for
transfer of title of certain
property on Myrtle Boulevard to
Coughlin Realty for use as a
parking lot.
4. Report on Earth Day and Beautification Day
Councilwoman OIFlinn gave a brief report on the events of Earth
Day and Beautification Day
Councilwoman OIFlinn reported that although it began as rain on
Beautification Day, the enthusiasm of those who signed up to
clean was not dampened. She mentioned that several people went
to the reservoir and collected more than ten bags of garbage in
pouring rain, and that later that afternoon when the weather
cleared, what was billed as Beautification Day finally began and
turned into Beautification Week, with more than 600 people, most
of them children, managing to get all the area cleaned in the
course of that week. Councilwoman O'Flinn went on to say that
Tony's Nurseries and Larchmont Nurseries supported by donating
flower and vegetable seeds, which were distributed to all the
participants in the hope that it would entice them to come out
again next year for an lath annual beautification day.
Councilwoman OIFlinn commented that over 5,000 people turned out
for Earth Day and one successful result was that so many people
discovered the Reservoir, as the CAC had hoped would happen.
Councilwoman Price commended Claudia Ng for the wonderful job
she had done in coordinating, and the Supervisor remarked that
she would write a note on behalf of the Board commending Claudia
on this splendid job, which she had carried out together with
the CAC.
S. Authorization - Amendment IMA re: Village of Larchmont Labor
Negotiations
Pursuant to memo by the Town Administrator who fielded some
questions from the Board, on motion by Councilman Chapin,
seconded by Councilman McGarr, it was unanimously
RESOLVED, that this Board hereby
authorizes Stephen V. Altieri,
Administrator for the Town of
Mamaroneck, to act as chief
spokesperson for the Village of
Larchmont for their collective
bargaining negotiations.
6. Set Public Hearing - Amendment to Zoning Ordinance
On motion by Councilman McGarr, seconded by Councilwoman Price,
it was unanimously

RESOLVED, that this Board hereby
sets May 16, 1990 as the date for
a Public Hearing on a proposed
local law which shall be ]mown
and cited as the Limited Development
Moratorium of the Town of Maui roneck;
and be it further
RESOLVED, that the Town Clerk be,
and she hereby is authorized to
publish in an official newspaper
of the Town, the Notice of said
Hearing as required by law.
7. Salary Authorizaton - Recreation
On motion by Councilman McGarr, seconded by Councilman Chapin,
it was unanimously
RESOLVED, that as provided for in
the 1990 Town Budget, authorization
is hereby granted for payment of
salaries to the following:
Barrie Ferrara, Lifeguard, Hammocks Pool,
$5.00/hour, effective 5/2/90;
John Baker, Lifeguard, Hamocks Pool,
$5.00/hour, effective 5/2/90;
Brian Ritz, Lifeguard, Hammocks Pool,
$5.00/hour, effective 5/2/90;
Dean Vivolo, Lifeguard, Hmm ocks Pool,
$5.00/hour, effective 5/2/90;
Dario Viano, Lifeguard, Hoammcks Pool,
$5.00/hour, effective 5/2/90.
DECIARAmrON - Arbor Day, May 9, 1990
The Supervisor declared May 9, 1990 as Arbor Day in the Town of
Mamaroneck and went on to say that in honor of this day, the Board
was in unanimous agreement that two trees be planted on the grounds
of the Town Center.
PROCLAMATION - Mental Health Month
supervisor silverstone proclaimed the month of May as Mental Health
Month and presented the following proclamation:

APPROVAL OF MINUTES
The minutes of the Regular Meeting of April 4, 1990 were approved as
amended.
AWOURNMENP
There being no further business to came before the Board, on motion
by Councilman McGarr, seconded by Councilwoman OIFlinn, the meeting
was unanimously declared adjourned into a Work Session at 9:15 p.m.
