THE 'DOWN BOARD OF THE 'DOWN OF
MAHARCNECK AND THE AFFORDABLE
HOUSING TASK FORCE HELD ON
SATURDAY, FEBRUARY 24, 1990 IN
CONFERENCE ROOM A OF THE TOWN
CENTER, 740 WEST BOSTON POST
ROAD, MAMARONECK, NY
CONVENE SPECIAL MEETING
Supervisor Silverstone called the meeting to order at 2:40 p.m.
Present were the following members of the Board:
Supervisor Caroline Silverstone
Councilman Stephen Chapin
Councilwoman Elaine Price
Councilman John McGarr
Councilwoman Kathleen Tracy O'Flinn
Also present: Stephen V. Altieri, Town Administrator, and all
members of the Affordable Housing Task Force
David Bogdanoff distributed to the group a series of alternative
schemes for the development of rental housing units on the motel
site. A discussion ensued with regard to each of the alternative
proposals and financing that would be necessary. The group requested
that David Bogdanoff conduct a further analysis of one alternative,
which would include a mixture of one-bedroom and two-bedroom units.
Councilman Chapin reviewed with the group a report prepared by the
Towns Bonding Counsel, Wilkie, Farr and Gallagher, regarding
tax-exempt financing alternatives that would be available to the Town
government to facilitate construction of affordable housing.
Eu g ene Grant made a presentation to the group a congregate
care facility as another possible alternative for the motel property,
noting that the developer would be required, in addition to
congregate care, to develop twenty-two to twenty-five affordable
housing units. It was the consensus that to make this financially
feasible, the Town may have to offer certain incentives.
There being no further business to come before the Board, on motion
duly made and seconded, the meeting was unanimously declared
adjourned at 4:30 p.m.
Respectfully submitted
