PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR SERVICE: Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in-person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed; PRESENT: Supervisor Nancy Seligson Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilwoman Sabrina Fiddelman Councilman Jeffery L. King – delayed in attending ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator Connie Green O’Donnell, Deputy Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER The Regular Meeting of the Town Board was called to order by Supervisor Seligson at 7:00 p.m. Additionally Present: Lindsey Luft Assistant to the Town Administrator On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the Meeting was unanimously opened. SUPERVISOR’S REPORT CITIZEN’S COMMENTS Supervisor Seligson asked Lyndsey Luft if anyone had a ‘raised hand’ to speak and Ms. Luft responded no. BOARD OF FIRE COMMISSIONERS The Meeting was called to order by Commissioner Seligson, and then on motion of Commissioner Elkind Eney, seconded by Commissioner Fiddelman, the Board of Fire Commissioners was unanimously declared open. Present were the following Members of the Commission: Commissioner: Nancy Seligson Commissioner: Abby Katz Commissioner: Jaine Elkind Eney Commissioner: Sabrina Fiddelman Absent was the following Commissioner: Commissioner: Jeffery L. King 1. FIRE CLAIMS On motion of Commissioner Katz, seconded by Commissioner Fiddelman, it was RESOLVED that this Commission does hereby authorize payment of the following Fire Department Claims as approved by the Fire Chief and audited by the Comptroller’s Office: VENDOR DESCRIPTION Amount Champion Elevator Corp. AFFAIRS OF THE TOWN 1. Authorization – Grant Certification Construction of Multi-Use Media Center On motion of Councilwoman Fiddelman, seconded by Councilwoman Katz, the following was approved; WHEREAS, the Town of Mamaroneck has been awarded a $500,000 grant through the State and Municipal Facilities Program for the construction of a Multi-Use Media Center at the Town Center, and WHEREAS, in order to begin the process of submitting documentation the State requires authorization by the Town Board for the execution and submittal of various documents and certifications. NOW THEREFORE, BE IT RESOLVED, that the Mamaroneck Town Board does hereby authorize the Town Administrator and Town Comptroller to execute all documents required for the processing of the State and Municipal Facilities Program Grant for the construction of a Multi-Use Media Center at the Mamaroneck Town Center. The above resolution was put to a roll call vote: King ABSENT Fiddelman Aye Elkind Eney Aye Katz Aye Seligson Aye Councilman King arrived at the meeting. 2. 2020 Capital Budget Amendments The Town Board reviewed and discussed the amendments as detailed by the Town Administrator in his memo dated November 18, 2020. On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was RESOLVED, that the Mamaroneck Town Board does hereby approve the 2020 Capital Budget Amendments as detailed by the Town Comptroller in the following schedule: ATTACHMENT A The above resolution was put to a roll call vote: King Aye Fiddelman Aye Elkind Eney Aye Katz Aye Seligson Aye 3. 2020 Q4 Operating Budget Amendments The Town Board reviewed and discussed the amendments as detailed by the Town Administrator in his memo dated November 18, 2020. On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was RESOLVED, that the Mamaroneck Town Board does hereby approve the 2020 2020 Q4 Operating Budget Amendments as detailed by the Town Comptroller in the following schedule: ATTACHMENT B The above resolution was put to a roll call vote: 2 November 18, 2020 King Aye Fiddelman Aye Elkind Eney Aye Katz Aye Seligson Aye ADDED ITEM 4. Set Public Hearing – 2021 Sewer Rent Rate The Town Board reviewed a memo from Mr. Altieri detailing and recommending the Sewer Rent Rate be raised from $.0002/per gallon to a rate of $.0016 per gallon. On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, it was unanimously RESOLVED, that the Mamaroneck Town Board does hereby set the date for a Public Hearing on the 2021 Sewer Rent Rate for December 2, 2020 at 7:00 p.m. telephonically from the Town Center, 740 West Boston Post Road, and BE IT FURTHER, RESOLVED, that the Town Clerk is hereby authorized to publish the notice of said hearing in a newspaper appointed as an official newspaper, and that said Notice, be posted. APPROVAL OF MINUTES On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was unanimously RESOLVED, that the Mamaroneck Town Board does hereby approve the Board Minutes from the meeting of October 21, 2020. REPORT OF COUNCIL The Town Board Members reported on their various activities and meetings since the last Town Board Meeting.
