MINUTES OF THE SPECIAL MEETING OF THE MAMARONECK TOWN BOARD HELD
JOINTYL WITH THE VILLAGE OF LARCHMONT ON NOVEMBER 12, 2020 BEGINNING AT
6:00 PM.
PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW
ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR
SERVICE:
Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet
and take such actions authorized by the law without permitting in public in-person access to
meetings and authorizing such meetings to be held remotely by conference call or similar
service, provided that the public has the ability to view or listen to such proceeding and that
such meetings are recorded and later transcribed;

CALL TO ORDER
The Special Meeting was called to order by Supervisor Seligson at 6:00 pm.
On motion of Councilwoman Fiddelman, seconded by Councilwoman Katz, the Meeting was unanimously
opened.
Supervisor Seligson noted that before the joint meeting begins, the Town Board needs to make a motion to
move the adjourned public hearing on the “2020 Revision to the Mechanical Rock Removal” Law from

November 18 to December 2.
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, it was unanimously
RESOLVED, that the Mamaroneck Town Board does hereby change the previously scheduled
public hearing on the “2020 Revision of the Mechanical Rock Removal” Law from November
thnd
18 to December 2.

The Village of Larchmont Mayor opened the Village of Larchmont meeting.

The Boards discussed exemptions for the elderly and the disabled, and the potential difficulty in
administering an exemption for the disabled. They discussed food waste, and Mr. Altieri noted that the
sanitation vehicles would need to be retrofitted to handle the liquefied material. The Boards discussed
food waste as an added service, and whether that had the effect of offsetting the loss of the backdoor
service. Some Members noted that the food waste collection decision should not (necessarily) be tied to
the decision of curbside. The Boards noted that the issue of curbside pick would need to be resolved in
order to determine the 2021 Commission budget. Both Boards agreed that additional financial analysis
was needed. The Boards felt they had received enough public comment to vote on the curbside decision
without an additional public hearing.
ADJOURNMENT
On motion of Councilwoman Katz, seconded by Councilman King, the meeting was unanimously adjourned
at 7:15 p.m.
