MINUTES OF THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF
MAMARONECK HELD DECEMBER 9, 2020 BEGINNING AT 6:00 PM.
PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW
ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR
SERVICE:
Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet
and take such actions authorized by the law without permitting in public in-person access to
meetings and authorizing such meetings to be held remotely by conference call or similar
service, provided that the public has the ability to view or listen to such proceeding and that
such meetings are recorded and later transcribed;

CALL TO ORDER
The Regular Meeting of the Town Board was called to order by Supervisor Seligson at
6:00 p.m.
Additionally Present: Lindsey Luft Assistant to the Town Administrator
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the Work Session was
unanimously opened.
1. Sanitation Commission Discussion
a) 2021 Commission Budget Apportionment
b) Extension of Town Garbage District
c) Curbside Garbage Collection
The Town Board reviewed a memo from Mr. Altieri dated December 8, 2020, outlining the 2021
Commission Budget Apportionment and Distribution of Surplus. The Town Board discussed the spreadsheet
presenting the “tax rate and property tax information for multiple scenarios for a Town Only Sanitation
Department and an extended Garbage District in the Village of Larchmont for both curbside collection and
continuing backdoor collection.”

Mr. Altieri stated that PERMA would distribute a ‘payment’, in large part based on the length of time of
membership to PERMA, and the payment to the Town is anticipated to be $21,000. Additionally, if the
service is changed to curbside pickup, the Workers Compensation Insurance will be reduced by $25,000,
and will be further evaluated for additional savings.
The Town Board discussed the three keys decisions that need to be decided this evening a) 2021
Commission Budget Apportionment b) Extension of Town Garbage District c) Curbside Garbage Collection.
Supervisor Seligson reported on discussions with the Village of Larchmont for the creation of an Advisory
Committee to the extended District. The Village of Larchmont feels this is an important element due to
garbage collection being an essential service to Village residents. The Town Board had questions and
various opinions on an Advisory Board, and Supervisor Seligson stated that further discussion would need
to take place on who the members would be and what would be their role.
Mr. Altieri discussed the proposal to create a policy and procedure for exemptions to the curbside pickup
that would be outside of the local law. This would allow for changes to the policy without having to amend
the law with each change.

The Town Board agreed to the apportionment as outlined by Mr. Altieri’s December 8 memo, they agreed
to move forward with the creation of an extended district for the year 2022 and agreed to move forward to
adopt the local law eliminating backdoor pickup.
The Town Board suggested that in preparation of an extended District in 2022, the Town initiate a
comprehensive study of sanitation services during 2021. The Town Board agreed that it would be
beneficial to evaluate possible future changes to services.
2. New York State Grant – Multi-Use Media Center at the Town Center Third
Floor - SEQR Review/Designation of Lead Agency
On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the following was
approved;
WHEREAS, a Multi-Use Media Center will be constructed at the Mamaroneck
Town Center, 740 W. Boston Post Road, Mamaroneck, operated by the
Larchmont Mamaroneck Community Television, acting on behalf of the Town
of Mamaroneck , Village of Mamaroneck and Village of Larchmont.
NOW THEREFORE, BE IT
RESOLVED, that the Mamaroneck Town Board does hereby declare the project to be
Type II Action, with no impact under the New York State Environmental Quality
Review Act (SEQRA) and requiring no further action, and
BE IT, FURTHER
RESOLVED, that the Mamaroneck Town Board does hereby declare itself the Lead Agency
for coordinated SEQR Review of the project.

3. 2021 Budget – Finance Plan for Health Insurance Savings
The Town Board reviewed and discussed the ‘2021 Breaking Budget News” slide (see Attachment A), and
agreed to amend the 2021 Preliminary Budget to include these new financials.

On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the meeting was
unanimously adjourned.
