HomeMy WebLinkAbout1992_10_05 Town Board Regular Minutes I MINUTES OF A WORK SESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD ON THE 5TH DAY OF OCTOBER 1992 IN THE COPF=4CE ROOM A OF THE TOWN CENTER, 740 W. BOSTON POST ROAD, NNECK, NEW YORK CONVENE WORK SESSION The meeting was called to order by Supervisor Silverstone at 7:05 gn in Conference Roam A of the Town Center. PRESENT: Caroline Silverstone, Supervisor Elaine Price, Councilwoman John McGarr, Councilman Kathleen Tracy O.,'Flinn, Councilman Paul A. Ryan, Councilman Patricia DiCioccio, Town Clerk Stephen Altieri, Town Administrator Steven Silverberg Counsel to the Town Vincent Ferrandino, Ferrandino & Associates The Supervisor explained that Vincent Ferrandino had prepared and distributed the Supplemental Generic Environmental Impact Statement for the Country Club Properties. She said that he was requesting the Board members to offer any comments or changes this evening. Mr. Ferrandino stated that the Town Board was being asked tonight to give any further comments on the preliminary SGEIS so that the changes could be done and the document readied by Friday. He also passed out a memorandum giving the revised schedule for completion of the SGEIS. Mr. Ferrandino also explained that every comment made on the draft and supplemental EIS would have to be responded to in the document, and then the final document would be presented at a public hearing, giving ten additional days for comment. There then was a discussion with changes being noted on the SGEIS. Mr. Ferrandino outlined the schedule stating that the Board Would accept the SGEIS at its meeting of October 21, 1992 and set the Public Hearing for December 9, 1992. Service Award Program The Supervisor said that there was a new plan the fire department put before us and it appears to be more expensive. The Board then discussed the possibility of obtaining a insurance consultant to evaluate the program. John McGarr suggest using Budget Advisory Committee. The Board after further discussion requested Mr. Altieri to look for a consultant as quickly as possible. The Board then adjourned into executive session to discuss personnel at 7:50 pm. I I i N324= OF A REGULAR MEETING OF THE TOWN BOARD AMID BOARD OF FIRE COMMISSIONERS OF THE TOWN OF MAMARONECK HELD ON THE 5TH DAY OF OCTOBER 1992 IN THE COURT ROOM OF THE TOWN CENTER., 740 WEST BOSTON POST ROAD, MAMARONECK, NY 10543 CONVENE REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Silverstone at 8:20 pm. Present were the following members of the Board: Supervisor Caroline Silverstone Councilwoman Elaine Price Councilman John McGarr Councilwoman Kathleen Tracy O,Flinn Councilman Paul A. Ryan Also present were: Patricia DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator Steven M. Silverberg, Town Counsel Louis Santoro, Fire Chief CALL TO ATTENTION Supervisor Silverstone pointed out to those assembled the locations ' of exits as required by law for public gatherings. BOARD OF FIRE COMMISSIONS The meeting was called to order by Commissioner Silverstone at 8:25 pm-in the Court Room. Present were the following members of the Commission: Commissioner Caroline Silverstone i commissioner Elaine Price Commissioner John McGarr Commissioner Kathleen Tracy O,Flinn Commissioner Paul A. Ryan 1. Fire Claims Commissioner O,Flinn presented fire claims for authorization of payment and upon her motion, seconded by Commission Price, it was unanimously i i RESOLVED, that this Commission hereby authorizes payment of the following Fire Department claims as approved by the Fire Chief and audited by the Comptrollers Office: AAA Emergency Supply Co., Inc. $ 58.25 A T & T 56.47 R. Salary Authorization - Promotion The Supervisor asked that Ronald DeCosim,o come forward, and she then swore him in as Lieutenant, she then explained that Mr. DeCosimo was a Town Firefighter for the past 19 years and this was a well deserved promotion. Supervisor Silverstone said that due to the promotion of Ronald Decosmio to Lieutenant, a salary authorization was necessary for the increase in salary. RESOLVED, that this Commission hereby authorizes the salary of $48,950 by paid to Ronald DeCosimo, Lieutenant in the Fire Department effective October 8, 1992. 3. The Supervisor then offered the Fire Department Report for the month of September to be filed for the record. Chief Santoro informed everyone that the wetdown for the new fire engine would be on November 7th at 2:00 pm. There being no further business to came before this Commission, on motion by Commissioner McGarr, seconded by Commissioner Price, the meeting was unanimously declared adjourned at 8:40 pm AFFAIRS OF THE TOWN 1. Appointment to Conservation Advisory Commission Supervisor Silverstone said that she had received the name of Lynn Reichgott from the Village of Larchmont Board of Trustees as their recommendation for a position on the Conservation Advisory Commission. 2 October 5, 1992 On motion of Councilwoman O,Flinn, seconded by Councilwoman Price, it was unanimously. RESOLVED, that the Town Board of the Town of Mamaroneck does hereby appoint Lynn Reichgott, Wendt Avenue as a member of the conservation Advisory commission, said terns expiring December 1994 The Supervisor said that the Towns representative, Bea Powers to 1 P the Community Development Advisory Group 11CDAC11 had resigned, and that the Board was seeking a replacement. She stated that although it pained here to say this she had received a communication from the County which requested that the person so appointed have a more diverse ethnic mix, therefore this Boad should instead be blind-to qualifications and look for someone other than of white character. Councilwoman Price noted that the County and the Town will miss Bea Powers, who had taken her job very seriously and that she wanted to thank her for her service to the Town. 2. Report of Bids - Tranportation & Disposal of Leaves The Administrator told the Board that the bids had publicly been opened on September 25th and that two bids had been received. He stated that the lowest responsible bidder was submitted by Earthgro, Inc., .for $6.24 per cubic yard for the 92/93 and 93/94 leaf seasons. He noted that the Town will collect between 6,000 and 8,000 yards of leaves and therefore he estimated that the total maximum cost to be $50,000. On motion of Coucilman Ryan, seconded by Councilman McGarr, it was unanimously RESOLVED, that the Town Board of the Town of Mamaroneck does hereby accept the bid of Earthgro, Inc., as the lowest responsible bidder for the removal of leaves for the years 1992/93 and 1993/94 at a cost of $6.24 per cubic yard with an expected maximum cost of $50,000; and BE IT FURTHER, RESOLVED, that the Town Administrator is hereby authorized to enter into an agreement with Earthgro, Inc. on behalf of the Town. 3. Authorization - 1992 Program Application - New York State Division of Youth The Administrator explained that authorization was necessary for the Superintendent of Recreation and the Comptroller to file the 1993 State of New York Division for Youth State Aid Application. 3 I i October 5, 1992 On motion of Councilwoman Price, seconded by Councilman McGarr, it was unanimously RESOLVED, that the Town Board of the Town of Mamaroneck does hereby authorize the Superintendent of Recreation and the Town Comptroller to prepare and file an application for State funding for the 1993 to the New York State Division for Youth. 4. Results of Town Survey The Supervisor stated that Paulette Gahbriellini had written the survey initially with input from the budget committee and that she wanted to thank both Ms. Gabbriellini and the committee for all the work they put into this project. Ms. Gabbriellini then presented the tabulated results of the survey stating that overall Town residents seemed pleased by the services that they receive, especially from the Police and Fire Departments. She then outlined more of the results with a discussion ensuing. S. Salary Authorizations - Recreation Dept. The Administrator explained that the Recreation Department in addition to its usual salary requests for parttime personnel, had requested a promotional salary authorization for Jill Fisher who had recently passed the County exam for Recreation Supervisor. On motion of Councilman McGarr, seconded by Councilman Ryan, it was unanimously RESOLVED, that the Town Board of the Town of Mamaroneck does hereby authorize the promotion of Jill Fisher to the position of Recreation Supervisor at a salary of $31,520 effective October 8, 1992. on motion of Councilman McGarr, seconded by Councilman Ryan, it was unanimously RESOLVED, that the Town Board of the Town of Mamaroneck does hereby authorize the following salaries: i I 4 October 5, 1992 I i ,I The Supervisor then changed the order of the agenda and presented a Proclamation on the War on Drugs, explaining that the County of Westchester has a red ribbon campaign beginning October 24th to November 1st and the Town was therefore proclaming those dates as War on Drugs Week in the Town. I 5 i I I October 5, 1992 PROCLAMATION WAR ON DRUGS - 1992 WHEREAS, The Town of Mamaroneck joins the County of Westcheser in fighting the war on Drugs; and WHEREAS, as an expression of our solidarity in fighting drug us in Westchester County, the Town of Mamaroneck supports Westchester County in recognizing October as "Substance Abuse Month,"; and WHREAS, the Twon of Mamaroneck will demonstrate its commitment to a drug-free life style by encouraging residents and employees to wear red ribbons during the week of October 24 - November 1, 1992; NOW THEREFORE, BE IT RESOLVED, that I, Caroline Silverstone, Supervisor and the members of the Town Council of the Town of Mamaroneck hereby recognize October as "Substance Abuse Awareness Month'1; and BE IT FURTHER, RESOLVED, that the Town of Mamaroneck does hereby proclaim October 24 - November 1, 1992 as Red Ribbon Week and encourage all of our citizenry to demostrate a united commitment to a drug-free life style by wearing or displaying a red ribbon during this week. Caroline Silverstone Supervisor The Supervisor then presented the proclamation for United Naions Week. PROCLAMATION UNITED NATIONS WEEK - 1992 WHEREAS, the United Nations is playing a central role in addressing the ctises and challenges which have emerged around the world in this decade; and WHEREAS, the United Nations is celebrating its 47th birthday on October 24, 1992; NOW THEREFORE, BE IT RESOLVED, that I, Caroline Silverstone, Supervisor and the members of the Town Council do hereby proclaim October 18 through October 25, 1992 as UNITED NATIONS WEEK and urge all of our citizens to rededicate themselves during this week to the peaceful solutions of the worlds problems through the United Nations. Caroline Silverstone Supervisor 6 October 5, 1992 WRITTEN COMMUNICATIONS The Supervisor stated that she had received a letter from the Pryer Manor Association about their extreme frustration with the Red Bridge problem. She read that the residents had repainted the bridge four times and that lighting would help hinder loitering as well as no standing or no fishing signs. After a discussion by Board members, the Administrator was asked to contact New Rochelle to see if we could work out a solution with them as to costs as the bridge is half their responsibility. Supervisor Silverstone asked the Board to explore requirements for commercial establishments to remove graffitti from their buildings within a specified length of time and that the Town should also follow suit and remove from. public facilities any graffitti within a reasonable time period. Councilwoman Price reminded everyone that there was a reward system in place for anyone catching someone defaming public property and she requested the Administrator give the Board a report on that reward program at our next meeting. The Town Attorney noted that he had requested that a certiorari that had been previously approved be added to this agenda for an amendment, adding that the amount to be amended would result favorably for the Town. After discussion, on motion of Councilwoman Price, seconded by Councilman.Ryan, it was unanimously RESOLVED, that the Town Board of the Town of Mamaroneck does hereby approve the certiorari settlement for the Mamaroneck Harbor Professional Center Condominiums, Section 8, Block 820, Lot 257.1 - 257.9. ADJOURN There being no further business to come before the Board, the Supervisor requested that the Board adjourn into executive session to discuss a personnel matter.
