HomeMy WebLinkAbout1991_07_10 Town Board Regular Minutes N 324UTE.S OF THE REGULAR MEETING OF THE TOWN BOARD AMID HOARD OF FIRE COMMISSIONERS OF THE TOWN OF NANARONECK, HELD ON THE 10TH DAY OF JULY 1991 IN THE COURT ROOM OF THE TOWN CENTER, 740 WEST BOSTON POST ROAD, MAMARONECK, NEW YORK CONVENE REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Silversrtone at 7:00 p.m., at which time the Board recessed into a Work Session. The Work Session held on The Boston Post Road to review proposals for improvements to the Boston Post Road was, on motion duly made and seconded, unanimously declared adjourned at 8:08 p.m. RECONVENE REGULAR MEETING The Regular Meeting of the Town Board was called to order by Supervisor Silverstone at 8:15 p.m. Present were the following members of the Board: Supervisor Caroline Silverstone Councilwoman Elaine Price Councilman John McGarr Councilwoman Kathleen Tracy O'Flinn Councilman Paul Ryan Also present were: Patricia A. DiCioccio, Town Clerk Stephen V. Altieri, Town Administrator Steven M. Silverberg, Town Counsel CALL TO ATTENTION Supervisor Silverstone pointed out to those assembled the locations of exits as required by law for public gatherings. BOARD OF FIRE COMMISSIONERS The meeting was called to order by Commissioner Silverstone at 8:18 p.m. in the Court Room. Present were the following members of the Commission: commissioner Caroline Silverstone Commissioner Elaine Price Commissioner John McGarr Commissioner Kathleen Tracy O'Flinn Commissioner Paul Ryan July 10, 1991 1. Fire Claims Commissioner Price presented fire claims for authorization of payment and upon her motion, seconded by Commissioner McGarr, it was unanimously RESOLVED, that this commission hereby authorizes payment of the following Fire Department claims as approved by the Fire Chief and audited by the Comptrollers Office: Albert, Jackie $ 174.00 Angelo & Joey's Auto Body, Inc. 239.50 Baumblatt, Richard C. 175.00 Baumblatt, Richard C. 5.00 Coastal Oil Nev York, Inc. 334.24 ESCO 27.25 Excelsior Garage & Machine Works, Inc. 500.65 Excelsior Garage & Machine Works, Inc. 60.00 Forrest Hills 150.00 New England Uniform Company 2,282.60 Printwear-Plus 279.10 Town of Mamaroneck Professional Fire Fighters Association 141.48 $4,369.32 There being no further business to come before this Commission, on motion by Commissioner O,Fli.nn, seconded by Commissioner McGarr, the meeting was unanimously declared closed at 8:25 p.m. AFFAIRS OF THE TOWN The order of the Agenda was changed and item #6 under AFFAIRS OF THE TOWN was taken up. 6. Appointment - Conservation Advisory Commission Councilwoman O,Flinn gave a brief background and upon her motion, seconded by Councilman Ryan, it was unanimously RESOLVED, that this Board hereby appoints Mary Landrigan of Stuart Avenue, Mamaroneck Village, to the Conservation Advisory Committee for a teen to expire December 1992. At this time the order of the Agenda was resumed. 1. Authorization - CSEA Optical & Dental Plan Agreement Following a brief explanation by the Administrator, on motion by Councilman McGarr, seconded by Councilwoman O'Fli.nn, it was unanimously RESOLVED, that this Board hereby authorizes the Town Supervisor to execute the renewal agreement with Horizon Dental and Platinum 24 Vision for the CSEA Optical and Dental Plan as ratified earlier this year. 2 July 10, 1991 2. Request of Village of Larchmont-Centennnial Parade The Administrator reported that Larchmont Village will host the Westchester County Fire Convention Parade as part of its centennial celebration and are requesting permission to use Lot #1 and the Homiocks Parking area near the pool. Following some discussion, on motion by Councilwoman O'Flinn, seconded by Councilman McGarr, it was unanimously RESOLVED, that this Board hereby grants permission to the Village of Larchmont to utilize the Hammocks Parking lot, that area behind the Hammocks School adjacent to the ice rink, and the motel lot, to park fire apparatus at the finish of the Westchester County Fire Convention Parade, with the Hammocks Field used for overflow only if there has been no rainfall for a period of one week prior to the parade; and be it further RESOLVED, that this Board hereby grants permission to the Village of Larchmont for use of Parking Lot #1 on Myrtle Boulevard as an additional parking area for spectators. 3. Auditors Report This item was held over to the first Budget Session meeting of July 17, 1991. The order of the Agenda was changed and the following items were taken up. Land Sales Procedures The Supervisor stated that a few minutes earlier she had handed out a question on setting policy with regard to declaring land as "excess.11 Councilwoman O'Flinn reported that at a recent CAC meeting, residents of Locust Ridge expressed their concern that the parcel the Town had put up for sale was adjacent to the Leatherstocking Trails. She made note that when this parcel had been prepared for sale as surplus, there was no mention of its being adjacent to the Trails, nor were the Trails even indicated on the map. She explained this oversight to the residents, that the auction sale was put off, and,that the CAC was asked to visit the property to see exactly where it is situated and to make a recommendation. Councilwoman O'Flinn stated that the CAC is concerned that perhaps they should, as a procedure, be reviewing future properties before the Town Board declares them as surplus. Sane discussion ensued, after which Supervisor Silverstone asked councilwoman O,Flinn and Councilman Ryan.to work with Town Counsel in developing a procedure to follow. This item was tabled until such time. 3 July 10, 1991 Feasibility Study-Hd mocks Ice Rink Dehumidification System The Administrator explained that the Recreation Commission has been considering for the past several months the possibility of installing a dehumidification system at the ice rink, which would offer increased capabilities and allow for an extended rink season that would increase income potential as well as expansion of other programs now limited during periods of extreme heat. He noted that three proposals were received and recommended using the WBA Group of Connecticut. Councilman McGarr further detailed the need for the dehumidifier to extend the season and fielded questions from the Board. A somewhat lengthy discussion ensued, after which time, on motion by Councilman McGarr, seconded by Councilman Ryan, it was unanimously RESOLVED, that this Board-hereby awards The WBA Group, as the lowest, responsible bidder in the amount of $3,400, the feasibility study of a Dehimidification System for the Hammocks Ice Rink, and authorizes the Town Administrator to enter into the contract as revised. At this time the order of the Agenda was resumed. 4. Salary Authorizations - Recreation - Management and Non-Union - Building Department On motion by Councilwoman O,'Flinn, seconded by Councilwcman Price, it was unanimously RESOLVED, that as provided for in the 1991 Town Budget, authorization is hereby granted for payment of salaries to the following: CENTRAL PLAYGROUND--Renee Hyler, Counselor, $213/wk; Joe Pinto, Counselor, $215/wk; Tina Taraglia, Counselor, moved from Monroe $227/wk; MONROE PRE SCHOOL--Rachel Abrams, Counselor, $135/wk; MURRAY AVENUE SCHDOL--Carol Smith, Counselor, $125/wk; COMWORTH PRE SCHOOL--Angelique Patnett, Counselor $95/wk; Dennis Lunde, Tennis Attendant, Central Courts, $6.00/hr, effective retroactive to 6/29/91; David Paterno, Park Laborer, $7.50/hr, effective 7/1/91; Nick Petrosino, Alternate Lifeguard, Hammocks Pool, $5.00/hr, effective 7/1/91. The minutes of the Regular Meeting of June 5th were approved with a change. The minutes of the Special Meeting of June 17th were approved with a correction. The minutes of the Special Meeting of June 18th were approved. WRITTEN COMMUNICATIONS ORAL COMMUNICATIONS Doris Friedland of Harmony Drive omplai.ned about a neighbor whose spraying of their property is directly affecting her. Town Counsel informed her to contact the DEC and he will research this matter. The matter was briefly discussed further and a resident, Irving Scharf, asked about a local ordinance being passed. i TOWN CLERK REPORTS The Town Clerk presented the Monthly Report of the Town Clerk's Office for the month of June 1991. I REPORTS OF THE COUNCIL Councilwoman Price mentioned that an Oriental group wished to meet with her regarding taxes. ADJOURNMENT There being no further business to came before the Board, on motion by Councilwoman O'Flinn, seconded by Councilman McGarr, the meeting was unanimously declared adjourned into Executive Session to discuss personnel at 9:30 p.m. Patricia A.
