OF APRIL 1991 IN THE COURT ROOM
OF THE TOWN CENTER, 740 WEST BOSTON
POST ROAD, MAMARONECK, NEW YORK
CONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 7:00 p.m., at which time the Board recessed
into Executive Session.
The Executive Session held in Conference Room A to discuss personnel
was, on motion duly made and seconded, unanimously declared adjourned
into a Work Session at 7:45 p.m.
The Work Session held in Conference Roam A to discuss the Capital
Programs Budget was, on motion duly made and seconded, unanimously
declared adjourned into a Work Session at 8:16 p.m.
RECONVENE REGULAR MEETING
The Regular Meeting of the Town Board was called to order by
Supervisor Silverstone at 8:21 p.m.
Present were the following members of the Board:

CALL TO ANON
Supervisor Silverstone pointed out to those assembled the locations of
exits as required by law for public gatherings.
BOARD OF FIRE COMMISSIONERS
The Meeting was called to order by Commissioner Silverstone at 8:22
p.m. in the Court Room

1. Fire Claims
Commissioner Price presented fire claims for authorization of
payment and upon her motion, seconded by Coomissioner OrFlinn, it
was unanimously
RESOLVED, that this Commission
hereby authorizes payment of the
following Fire Department claims
as approved by the Fire Chief and
audited by the Cw9troller's Office:

A meeting of the Hoard of Fire Commissioners and the Fire Council
was scheduled for May 20, 1991.
There being no further business to cane before this Cmmuission, on
motion by Connissioner McGarr, seconded by Connissioner Ryan, the
meeting was unanimously declared adjourned at 8:30 p.m.
AFFAIRS OF THE TOWN
1. set Public Hearings - Amendment to Urban Renewal Plan
- Amendment to Zoning Ordinance
Town Counsel briefly explained and on motion by Councilwoman
Price, seconded by Councilwoman O'Flinn, it was unanimously
RESOLVED, that this Board hereby
sets May 8, 1991 as the date for
a Public Hearing on a local law
to implement the Urban Renewal
Plan for the Town of Mamaroneck;
and be it further
RESOLVED, that the Town Clerk be,
and she hereby is authorized to
publish in an official newspaper
of the Town, the Notice of said
Hearing as required by law;
and be it further
RESOLVED, that this Board hereby .
sets May 8, 1991 as the date for
a Public Hearing on an amendment to
the Zoning Ordinance for the purpose
of providing smaller parking spaces
for multi-family residences due to
car size reduction since 19591

and be it further
RESOLVED, that the Town Clerk be,
and she hereby is authorized to
publish in an official newspaper
of the Town, the Notice of said
Hearing as required by law.
At this time the regular order of the agenda was changed and item #6
under AFFAIRS OF THE TOWN was taken up.
6. Determination of Environmental Significance-Amendment to Urban
Renewal Plan and Amendment to Zoning Ordinance
The Supervisor called upon Dan Shuster, whose Shuster Associates
handle planning, zoning, impact studies and traffic planning. He
stated that the Determination of Environmental significance deals
with both the urban renewal and zoning amendments, addressing the
significant study in the change from. the previous to the existing
zoning. He went on to give more detailed data and noted that,
based on this data, it was determined that the proposed zoning
and urban renewal plan amendments to permit affordable housing do
not alter the conclusions reached in the original FEIS which were
relied on in the Findings Statement. Therefore, he noted, a
Determination of Non-Significance or Negative Declaration is
appropriate regarding these amendments.
Some discussion ensued among the Board, after which time, on
motion by Councilwoman Price, seconded by Councilman McGarr, it
was unanimously
RESOLVED, that the Town Board of the
Town of Mamaronck, as Lead Agency
deterntines the Amendment to the Town
zoning Ordinance and the Post Road/
Weaver Street Urban Renewal Plan as
a Negative Declaration having no
significant impact on the environment
and necessitating no DEIS preparation.
At this time the regular order of the agenda was resumed and item. #1
was again taken up with regard to setting a public hearing date for a
parking ordinance on Palmer Avenue
Set Public Hearings - Parking Ordinance-Palmer Avenue
The Administrator reported that residents approached the Traffic
Committee concerned about visual obstruction caused by cars
parked on Palmer Avenue when one is exiting Burton Road onto
Palmer. He noted the recommendation of the Traffic Committee
which is to move the current sign 20 feet south to expand the
field of vision. On motion by Councilwoman Price, seconded by
Councilwoman O'Flinn, it was unanimously
RESOLVED, that this Board hereby
sets May .8, 1991 as the date for
a Public Hearing on the NO FARIC EW
HERE TO CORNER ordinance at the
corner of Burton Road and Palmer
Avenue for the purpose of expanding
,the field of vision for vehicles
exiting Burton Road onto Palmer Avenue;

and be it further
RESOLVED, that the Town Clerk be,
and she hereby is authorized to
publish in an official newspaper
of the Town, the Notice of said
Hearing as required by law.
2. Referral to Town Planning Board - Proposed Amendment to Zoning
Ordinance
Town Counsel indicated that the proposed Zoning Ordinance with
regard to providing smaller parking spaces for multi-family uses,
while having the benefit of providing additional parking at older
buildings and alleviating some parking problems in Town, must be
referred to the Planning Board for review and approval. On
motion by Councilwoman Price, seconded by Councilman McGarr, it
was unanimously
RESOLVED, that this Board, as
Lead Agency, hereby refers the
Zoning Ordinance amendment
providing smaller parking spaces
for all multi-family uses, to
the Town Planning Board for review
and approval.
3. Report of Bids - Monroe School Renovation
- Street Line Painting
The Administrator briefly reviewed and updated information for
the Board, after which time, on motion by Councilman McGarr,
seconded by Councilwoman O'Flinn, it was unanimously
RESOLVED, that this Board hereby
awards Contract #TA--91-1 for
restoration of Monroe School to
Carino Enterprises of New Rochelle,
New York as the lowest responsible
bidder meeting specifications, in
the amount of $57,225.
The Administrator pointed out that the bid for street line
painting had been deferred from the February 6th meeting because
the Board had required additional information since they were
concerned by the fact that only one bid had been received for
this contract. He commented that the Comptroller went on to
check out other communities and found that M & S Striping does
street painting for Croton-on-Hudson, New Rochelle, Yorktown
Heights, Port Chester, Rye Brook, Buchanan and Larchmont Village
who, in 1990, procured another bid for $.385 and $.395 per lineal
foot. He further added that Scarsdale, Eastchester and White
Plains utilize their own personnel, requiring the investment of
manpower and the purchase of a street line painter estimated to
cost $20,000. Noting that other companies that bid want to paint
all the streets at once, while M & S works on an on-call basis,
Mr. Altieri emphasized that he and the Comptroller recommend
remaining with M & S.

Thereafter, on motion by Councilman Ryan, seconded by Councilman
McGarr, it was unanimously
RESOLVED, that this Board hereby
awards the contract for street
painting to M & S Striping as
the lowest responsible bidder
in the amount of $.06 per lineal
foot reflectorized and $.04 per
lineal foot nonreflectorized.
4. Authorization - Cemetery and Roadside Maintenance Agreement-
New Rochelle Guidance Center
The Administrator explained, followed by a brief discussion among
the Board with the Administrator fielding questions. The
Supervisor requested assurance that all the work be completed
before the Cemetery Day that the Mamaroneck Village's Historical
Society is having on April 28th.
On motion by Councilman McGarr, seconded by Councilman Ryan, it
was unanimously
RESOLVED, that this Board hereby
authorizes the Administrator to
execute the contract with GUIDANCE
CEDER INDUSTRIES of New Rochelle,
NY in the amount of $7,440 for
maintenance of the following:
Old Town Cemetery Barker Cemetery
Disbrow Cemeteries Delancey Cemetery
Gedney Cemetery Richbell Cemetery
Palmer Cemetery Quaker Cemetery
Powell & Florence Cemetery
On motion by Councilman McGarr, seconded by Councilwoman O'Flinn,
it was unanimously
RESOLVED, that this Board hereby
authorizes the Administrator to
execute the contract with GUIDANCE
CENTER INDUSTRIES of New Rochelle,
NY for roadside maintenance of
certain routes within the Town, in
the amount of $6,486.
5. Request - Volunteer Ambulance Corps-20th Anniversary Reserve Fund
The Administrator informed the Board that VAC will be celebrating
its 20th anniversary in 1992 and in recognition of that occasion,
wishes to hold a formal dinner celebration in the Town. He noted
that they have requested that $3,000 of its appropriated 1991
budget be set aside for this celebration in lieu of the
inspection dinner, and the remaining $1,500 be used for only a
small membership party sometime in June. Discussion ensued among
the Board, after which, on motion by Councilwoman Price, seconded
by councilman Ryan, it was unanimously

RESOLVED, that this Board hereby
approves the request by the Larclmiont/
Mamaroneck Volunteer Ambulance Corps
to set aside aside $3,000 of its 1991
appropriated budget in a reserve fund
designated for a VAC 20th anniversary
celebration in 1992.
6. This item was covered earlier in the meeting.

7. Update - Habitat for Humanity
The Supervisor announced that there will be a Habitat
informational meeting on April 23rd, 8:00 p.m., at St. Johns
Episcopal Church on Fountain Square in Larchmont. She went on to
say that a videotape will be shown, and coffee and dessert
served. She reported further that this Spring Habitat for
Humanity of Westchester is beginning its first project and needs
skilled volunteers to help with construction of a new house, as
well as people to serve on committees for fundraising, special
events, publicity and public relations.
8. Authorization to Accept Bids - Refuse collection Truck
- Sidewalk Restoration and Curb
Replacement
The Administrator commented that replacement of a refuse
collection truck is part of the equipment replacement program,
and will be funded on a short-term bond note at an estimated cost
of $90,000. He commented further thatfunds=have been
appropriated in the Highway Department budget for restoration of
sidewalks and curbs. Thereafter, on motion by Councilman
McGarr, seconded by Councilman Ryan, it was unanimously
RESOLVED, that this Board hereby
authorizes the Town Administrator
to prepare specifications and
accept bids for a refuse collection
truck;
and be it further
RESOLVED, that this Board hereby
authorizes the Town Administrator to
prepare specifications and accept
bids for sidewalk restoration and
curb replacement in various locations
within the Town.
9. Resolution - Establish May 11, 1991 as Arbor Day
on motion by Councilwoman Price, seconded by Councilwoman
O,Flinn, it was unanimously
RESOLVED, that this Board hereby
establishes May 11, 1991 as Ater
Day within the Town of Mamaroneck;

10. Update - Senior Citizen Call-In Program
The Administrator informed the Board that there are about 20
subscribers in the call-in program so far and, although there has
been a spurt in subscriptions, Ann Frimmet at the Senior Center
continues to solicit and infoam seniors of the Town and both
Villages of this program, so it is working well and, hopefully,
will increase as time passes. He commented that the computer
hardware and software have worked out to expectations.
11. Reschedule May Town Board Meetings
On motion by Councilwoman Price, seconded by Councilman Ryan, it
was unanimously
RESOLVED, that this Board hereby
changes the date of the Town Board
Meeting of Wednesday May 1, 1991 to
Wednesday May 8, 1991;
and be it further
RESOLVED, that this Board hereby
changes the date of the Town Board
Meeting of Wednesday May 15, 1991
to Wednesday May 22, 1991.
12. Appointment - conservation Advisory commission
On motion by Councilman McGarr, seconded by'Councilwoman Price,
it was unanimously
RESOLVED, that this Board hereby
reappoints Michael A. Scheffler
of Brookside Drive to the
conservation Advisory Commission
for a team of office to expire
in December 1992.

PROCLAMATION
WHEREAS, PATRICK THOMAS LEDDY is retiring as Highway
Superintendent of the Town of Mamaroneck; and
WEEREAS, Zbm has served the residents of the Tam of Mamaroneck
for 30 years and is an irreplaceable environmental and
historical resource to the 1bwn; and
WHEREAS, his dedication and devotion to the Town residents have
been repeatedly demonstrated by untiring performance of
his duties; and z

Custodian to . .TDpm of Mamaroneck,Conservation areas and
the Larchmont `Reservoir, Tom took; great interest in

new trees and'removing or trimming of hazardous ones; and
WHEREAS, Tom has always exhibited a thoughtful, independent and

APPROVAL OF E324UTES
The Minutes of the regular meeting of April 3, 1991 were approved.
TOWN CLERK
The Town Clerk presented the Building and Plumbing Report for the
month of March 1991.
WRITTEN COMMUNIC ATIOM
ORAL COMMUNICATIONS
There were no written or oral communications to coarse before the Board
at this time.
REPORTS OF THE COUNCIL
councilman McGarr mentioned that at the last meeting of the Recreation
Commission, they were finalizing plans for registration day on April
29th at 7:00 p.m. for the summer programs. He noted that steps are
being taken this year to focus on pre-registration in an effort to
improve and speed up the process.
Councilwoman O,Flinn commented that this coming Saturday, April 20th,
is Beautification Day. She asked everyone to go out and clean up
various parts of the conservation area, noting that, though she
happens to be one of the Chairman, this is a joint effort of the
L.I.F.E. Center and the Conservation Advisory Commission.
Councilwoman Price reported that there is a great deal of activity
underway in New York State in reference to Gail Shafer and the States
coastal Management Program being taken out of her jurisdiction. She
went on to say that Senators and Assemblymen will be lobbying, as well
as Shirley Tolley, a member of the CZKC and one of the original
co-sponsors of the coastal zone program and Marlene Kolbert. Both,
she noted, are very pleased by the enthusiastic response in teams of
keeping the program with Gail Shafer. She emphasized that this is non
partisan and both Republicans and Democrats feel equally strong about
the fact that Gail Shafer has done such a good job in the ten years
that it has been in her jurisdiction.
