HomeMy WebLinkAbout2020_10_27 Town Board Minutes October 27, 2020 MINUTES OF THE WORKSESSION OF THE TOWN BOARD OF THE TOWN OF MAMARONECK HELD OCTOBER 27, 2020 BEGINNING AT 5:30 PM. PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR SERVICE: Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in-person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed; PRESENT: Supervisor Nancy Seligson Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilwoman Sabrina Fiddelman Councilman Jeffery L. King ALSO PRESENT: Christina Battalia, Town Clerk Stephen V. Altieri, Town Administrator Connie Green O’Donnell, Deputy Town Administrator William Maker, Jr., Town Attorney CALL TO ORDER - WORK SESSION Additionally Present: Lindsey Luft Assistant to the Town Administrator On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the Work Session was unanimously opened at 5:30 p.m. Overview of the Tentative 2021 Town Budget Additionally Present: Tracy Yogman Town Comptroller The Town Board reviewed the 2021 Tentative Budget in detail. OUT OF ORDER th Review of October 26 Public Hearing – Curbside Garbage Collection Supervisor Seligson stated, and other agreed, that it was surprising more residents did not address the Town Board at the hearing. Supervisor Seligson noted that a number of emails were received today in favor of the changes to curbside collection. Sue Odierna is compiling the comments and will send them out to the Town Board. Councilwoman Katz reminded the public that posting on social media is not a means to be part of the Town’s public record. Councilwoman Katz questioned whether the Town had made a compelling case for why the Town was proposing a change, adding that it may have been better to address this with the other proposed changes. Mr. Altieri stated that a savings of $280,000 is a significant number. Other Members noted the reduction in workers compensation as a compelling reason for change. It was noted that there was a misunderstanding at the public hearing; it was not stated how many municipalities do not provide municipal garbage pick up, and so the percentage for how many municipalities do and do not provide back door pickup is not accurate. The Town Board also discussed the difficulty in how an exemption for the disabled would be managed. Review of 2021 Goals and Objectives - Sustainability Collaborative Additionally present: Mitch Green Chair of the Sustainability Collaborative Mr. Green presented the 2021 Goals, Programs and Budget for the Sustainability Collaborative. The Town Board commented and noted items from the presentation that they favored more than others. Mr. Green 1 October 27, 2020 will meet each quarter with the Town Board. The current budget for the Sustainability Collaborative is $8,000. New Business Supervisor Seligson would like the Town Board to consider holding the upcoming worksessions in person, noting the benefits of meeting in person. The Town Board discussed how these meetings would be conducted, specifically what is required to accommodate the public. The Senior Center is preferred over the th Courtroom. The Town Board will hold the upcoming worksession on November 9 in person at the Senior Center. Supervisor Seligson noted a call from the Board of Elections regarding additional hours for Early Voting, Mr. Altieri read off the new times. Supervisor Seligson reported that over 3,000 people have voted to date, with wait times ranging from 45 minutes to an hour and a half. EXECUTIVE SESSION On motion of Councilwoman Fiddelman, seconded by Councilwoman Katz, the Board unanimously agreed to enter into an Executive Session to discuss the appointments of particular individuals to various Boards and Commissions. On motion of Councilwoman Katz, seconded by Councilwoman Elkind Eney, the Board unanimously agreed to close the Executive Session.
