PURSUANT TO THE GOVERNOR’S EXECUTIVE ORDER NO. 202.1, SUSPENSION OF LAW ALLOWING THE ATTENDANCE OF MEETINGS TELEPHONICALLY OR OTHER SIMILAR SERVICE: Article 7 of the Public Officers Law, to the extent necessary to permit any public body to meet and take such actions authorized by the law without permitting in public in-person access to meetings and authorizing such meetings to be held remotely by conference call or similar service, provided that the public has the ability to view or listen to such proceeding and that such meetings are recorded and later transcribed; PRESENT TOWN OF MAMARONECK: Supervisor Nancy Seligson Councilwoman Abby Katz Councilwoman Jaine Elkind Eney Councilwoman Sabrina Fiddelman Councilman Jeffery L. Altieri, Town Administrator Connie Green O’Donnell, Deputy Town Administrator William Maker, Jr., Town Attorney Justin Datino, Village Manager CALL TO ORDER - Joint Public Hearing “Curbside Collection of Solid Waste” Law Additionally Present: Lindsey Luft Assistant to the Town Administrator On motion of Councilwoman Elkind Eney, seconded by Councilwoman Fiddelman, the public hearing was unanimously opened at 6:00 p.m. Mayor Walsh and the Board of Trustees opened their public hearing. Notice of the Public Hearing is entered into the record as follows: NOTICE OF PUBLIC HEARING LEGAL NOTICE IS HEREBY GIVEN that pursuant to Section 130 of the Town Law of the State of New York, and further pursuant to Executive Order No. 202.1 Suspension of Article 7 Public Officers Law, a Joint Public Hearing will be held with the Village of Larchmont, on Monday, October 26, 2020 at 6:00 PM, to consider “Curbside Collection of Solid Waste” Law, telephonically from the Town Center, 740 W. Boston Post Road, Mamaroneck, New York. Join the webinar Zoom meeting via the link provided on the Town of Mamaroneck website prior to the meeting. You may comment by writing to svaltieri@townofmamaroneckny.org and view from LMC Media’s website https://lmcmedia.org/ or local municipal access television (Cablevision (Optimum) 76 or Verizon (Fios) 35). Purpose: The Town Board, through the Larchmont-Mamaroneck Joint Garbage Disposal Commission, wishes to change the procedures for collecting solid waste from collection at the rear or side of private dwellings or from the garage located on the property to collection at curbside. The Town Board is mindful that requiring 1 DATE persons in households consisting of persons 70 years of age or older only, curbside collection may present a problem. This law will allow such households to obtain an exemption from curbside collection. BY ORDER OF THE TOWN BOARD OF THE TOWN OF MAMARONECK Published: October 14, 2020 Supervisor Seligson gave a brief history of the creation of the Commission. Mayor Walsh noted that the Boards are not intending to vote on this law this evening, but rather to discuss it, and to hear from the public. Mr. Altieri presented a PowerPoint presentation as follows: 2 DATE 3 DATE 4 DATE The Town Board Members and the Board of Trustees had comments and questions for Mr. Altieri. The following residents addressed the Boards. Wendy Weinstein Karp noted that her comments against the change in service were emailed to the Town Clerk and the Town Supervisor for the record. Ms. Weinstein noted that there is a petition signed by 320 individuals opposed to the elimination of side/back door pick up. David Feldman, spoke in favor of side and back door pick up. Christine Nancy, read a number of comments in favor of side and back door pick up from social media. Michael Poser, spoke in favor of side and back door pick up. Michael Gottfried, spoke in favor of side and back door pick up. Ann Goode, spoke in favor of side and back door pick up. Peggy Herzog, spoke in favor of side and back door pick up. Mark Manley, spoke in favor of side and back door pick up. Colleen Van Vallen, spoke in favor of side and back door pick up. 5 DATE Doris Pat Smith, spoke in favor of side and back door pick up. Supervisor Seligson noted that many emails have been received and are part of the record. Supervisor Seligson stated that the two Boards would separately review the comments received and discuss the next steps. Mayor Walsh noted that the Commission would work on additional financials. On motion of Councilwoman Elkind Eney, seconded by Councilwoman Katz, the Public Hearing was unanimously closed. th Supervisor Seligson noted that the Town and Village will keep the comment period open until October 30, but they will not be part of the public hearing.
