TOWN OF MAMARONECK
held June 6th, 1923.
The meeting was called to order by Supervisor Burton at
8.45 P.M.
PRESENT: Supervisor Burton
Justices Collins, Dudley and Shafer
Town Clerk Sherman
Counsellor Gamble.
Upon motion duly seconded, it was VOTED that the regular
order of business be dispensed with and the meeting be opened for
the hearing of the Improvement at the Larchmont Station.
The Supervisor outlined the history of the work accom-
plished up to the present date.
The following resolutions were received from the Chatsworth
Association, the Bonnie Briar Holding Corporation, the Larchmont
Gardens Association, the Association of the Woods of Larchmont and
the Colonial Park and Neighborhood Association, which were ordered
received and spread upon the minutes and are as follows:
WHEREAS, we have been informed that an
opportunity now exists to acqurie certain
property in the immediate vicinity of the
New York, New Haven and Hartford station
in Larchmort, and
WHEREAS we are farther informed that the
present is an opportune time for the devel-
opment of an open space and parking conven-
iences around such station, for the reason
that the co-operation of the Railroad Com-
pany and certain building construction
companies has been pledged,
NOW THEREFORE BE IT
RESOLVED, that the Chatsworth Association,
the Bonnie Briar Holding Corporation, the
Larchmort Gardens Association, the Asso-
ciation of the Woods of Larchmont and the
Colonial Park and Neighborhood Association
at a special meeting held Monday June 4th,
1923 do hereby endorse the aforesaid project
and recommend to the Supervisor and the Town
Board of the Town of Mamaroneck that they take
such action as may be necessary for carrying
out the parking arrangements as shown in the
tentative plans which have been exhibited, or
in such other suitable manner as will meet
the desires and conveniences of the community.
PROVIDED, however that the payment for such
improvements shall be spread over a term of
years which will be fairly representative
of the life of the benefits to be secured
to the end that future developments and
building activities in the immediate vici-
nity shall bear their pro rate share of the
cost.
A Committee from the Village Board of Larchmont was
present, namely Messrs. McGeachin, Tulloch, Higginbotham and Rogers.
Messrs. McGeachin, McGinness and Stevens spoke before
the Board in relation to the proposed Improvement at the Larchmornt
Station.
After considerable discussion of the subject, it was,
upon motion by Justice Shafer, seconded by Justice Collins,
RESOLVED that a Committee be appointed
representing all sections of the Town
to take up, with the Village Board of
Larchmont, and consider this proposition
in all its details and to report back to
this Board as to its findings.
Upon motion, duly seconded, it was
RESOLVED that it is the sense of this
Meeting to go ahead with the Improvement
at the Larchmont Station if upon investi-
gation the same is found to be practicable.
Mr.Clifford B. Cross on behalf of the Colonial Park and
Neighborhood Association, presented the following petition which
was ordered received, spread upon the minutes and is as follows:
May 7th, 1923.
Town Board,
Town of Mamaroneck, N.Y.
Gentlemen:
We, the undersigned property owners in Colonial Park,
respectfully petition you to extend the water main from the present
proposed main ending at Forest Avenue and Rockland Avenue, down
Rockland Avenue to Weaver Street, and connect with present main on
Weaver Street.
The express reason of this request is to stimulate already
proposed residences which would be affected by this extension.
There are already at least four houses which would guarantee cor-
sumption, and at least six houses already planned, and if guarenteed
water supply, would proceed with the erection immediately.

The Clerk was requested to secure the necessary resolution
and to present same at the next meeting of the Board at which time
same will be acted upon.
Mr. Burton reports that during the last days of the 1923
Legislative session he procured the adoption of an Act amending
section 142-a of the Town Law which gives Town Boards of Towns in
Counties adjoining a City of the first class the power to adopt a
Building Code.
He further reports that the Building Cnde under which
the present Building Commission has been acting was adopted
through oversight under a section of the Town Law which is not
applicable to our Town, and that he has had counsel revise the
old Building Code so as to conform with the provisions of Chapter
555 of the Laws of 1923, (the Act amending 142-a of the Town Law
above referred to).
Mr. Burton presents the pronosed Building Code and re-
commended its adoption.
The matter was discussed at some length, and upon motion
made by Justice Dudley, and seconded by Justice Shafer, the follow-
ing resolution was unanimously adopted:
RESOLVED that the annexed ordinance comprising
the Building Code submitted by Supervisor
Burton be and the same hereby is adopted by
this Board, and be known as "Building Code": and
be it further
RESOLVED, that the Town clerk be and hereby is
authorized and directed to cause the Building
Code to be published in the "Larchmont Times"
which newspaper is designated as being likely
to give due notice thereof in the Town of
Mamaroneck, and posted according to law; and
be it further
RESOLVED, that said Bniiding Code be filed in
the Town Clerk's office; that the spreading
thereof in the minutes of this meeting be
dispensed with and that appropriate reference
thereto be made; and be it further
RESOLVED, that all expenses incurred in con-
nection with the revision, publication. post-
ing and printing of such building code be made
a proper Town charge.
Upon motion the meeting adjourned at 9.50 P.M.
