Mr. Irwin opened the meeting and announced that he was
serving as acting chairman at the request of Mr. Astle. The
meeting had been called to report on the consultant selection
process conducted by the "Committee of Committees" (CC) under
the mandate given it by the CZ= at its March 6 meeting, and
to introduce Daniel Shuster of Shuster Associates , Stone
Ridge , N.Y. , whhom the CC had selected unanimously from among

five candidates who had been interviewed and had made written
proposals.
Selection of Lr. Shuster had been based on his previous
success in LiRP and other municipal planning work in New York
State ; on the quality of his presentation to CC members ; and
on a letter stating his readiness to assist the CZMC to complete
its L',^,'RP l ork program' within the July 31 deadline for a fee of
$8,500, subject to a contract spelling out a division of labor
between him and the CZMC and local staff. Mr. Shuster under-
took to submit a proposed contract in time for consideration
by the CZMC at its April meeting. This draft will assume
substantial support from the CZMC in data gathering; it further
assumes that the writing of Task 1 is substantially complete
and that printing of the final draft will be arranged by him
at cost and billed as a separate item.

During discussion P; r. Shuster emphasized that he will look
Cto Committee members for major help in gathering data and in
selecting priority projects that meet the needs of the community
and the test of feasibility. In addition to submission of the
resulting draft to the two municipal governments , the process
will include public consultation, through hearings, questionnaires
or otherwise , to elicit views of citizens. Mr. Shuster' s contri-
bution will be to counsel and guide the CZMC in this process and
to organize the material in a readable document acceptable to
the two municipalities and to the State. He emphasized the im-
portance of selecting a small number of "doable" projects from
among the many desirable possibilities.
Mr. Shuster said he would plan to attend future meetings of
the CZMC . To make the best use of time in such meetings he sug-
ested that key
y working papers be circulated to members in
advance.
The Committee welcomed Gary Hirschberg and Ers. Shirley Tolley,
newly designated members from the Town of Mamaroneck.
NEXT MEETING
The next regular meeting will be held on Tuesday, April 3
at 8 p.m. in the Village Center.
ADJOURNMENT
There being no further business, the meeting was adjourned
at 9: 31 p.m.
