The meeting was called to order by Co-chairm n IViAMAS-0-re K
Astle at 8 pm.
Minutes of the August meeting were accepted as presented.
Discussion was held on the concept of having one of the
two committee co-chairmen be a resident of the Town of Mamaroneck
in the interest of generating strong support and interest in
the committee on the part of the Town Council . Co-chairmenAstle
and Paul Miller will meet with representatives of the Town
Council to enlist more support and discuss a co-chairman from
the Town.
The Daily Times carried an article mentioning the extended
area the Village of lr'amaroneck wish to consider within its
Coastal Zone . This article will be duplicated and circulated.
Pat Faranda, a resident of Albee Court raised the question
of riparian rights as applied to property adjacent to Dog
Beach in Larchmont. He questioned private ownership of property
beyond the high water mark. The question will be referred to
the Village Attorney by Mr. Astle.
June Allen read her notes from a meeting with the Sea
Grant representative Steve Lopez. (The meeting was also
attended by Robert White and Him Lotto. ) Mr. Lopez will be
coming tc Larchmont or. Sept . 26 at the initiation of Mildred
Warneck of the Village of Mamaroneck and will be given a first
hand view of our coastal resources . Sea Grant, a program
analogous to Land Grant, is operated by the State of New York
in conjunction with SUNY and Cornell . It has a broad array of
concerns and interests including research, youth education and
recreation. It can be used by our committee as a resource.
Mr. Astle relayed a reminder from Mrs . Fredston of a con-
ference oncoastal revitalization on Sept. 20-21 in Albany. Jim
Lotto will attend if he finds he can after checking his calendar.
The registration fee and expenses will be reimbursed by CZM.

Committee reports will be turned in to Mr. Astle who will
have them all reproduced and circulated. All members will then
be prepared to discuss the reports at the Oct. 4 meeting.*
Bill Eipel has the final copu of Westchester County
Harbor Maintenance Feasibi ity Study and will study and report
on it.
The entire Oct. 4 meeting will be dedicated to a disucssion
of sub-committee reports .
Jim Lotto reported on his and Wally Irwin' s further dis-
cussion of the policy committee. Mary Ann Johnson will contact
Susan Gallion of the Westchester County Planning Department to
ascertain the existence of county policies relating to coastal
zones .
June Allen reminded the committee of the meeting with
Steve Lopez at Mildred Warnecke's , 721 Soundview Ave. , at 10 am
on Sept. 26 . All committee members are welcome.
Meeting adjourned at 9: 15pm.
