The March 1 minutes were approved and accepted. Mr. Miller announced receipt of the New York Department of State letter con- firming the Committee's $5,000 grant for program development. Mrs. Curnin asked the committee members to be present at 4 p.m. , May 16, in Village Hall for a meeting with Margaret Duke, Regional Floodplain Management Coordinator, Division of Regulatory Affairs, New York State Department of Environ- mental Conservation, at which Ms. Duke will present a wave height analysis study, a supplement to the Village's 1977 flood insurance study. Ms. Duke will also make her presentation at the Village Board meeting at 8 p.m. on the same day. Kathryn Clarke, member of the Village of Mamaroneck's Coastal Zone Com- mission, was present and reviewed the aspects of the application and development process in her community. Mamaroneck Village's goal was to develop land-use regu- lations, have the local government adopt them and establish a Commission to monitor them. Mamaroneck Village developed its work program without professional help, choosing instead to use the skills of its own committee. Mrs. Clarke emphasized the importance of intermunicipal cooperation especially if extension of the Coastal Zone boundaries beyond a community's political limits is not allowed by the State. Mr. Lowy suggested that minutes of this committee be sent to the chairmen of the Planning Commissions and Zoning Boards of the Village of Larchmont and the Town of Mamaroneck as well as to the governing bodies of those communities. He also suggested sending a letter to Planning and Zoning informing them that this committee is in the process of information gathering which would be helpfu'. to those boards. Mr. Lowy agreed to write such a letter. Mrs. Curnin reviewed the basic goals and aims of the committee's sub-groups, namely identification of problems and assets and development of solutions to said problems and nurturing of assets. She also reviewed the three-step process of de- veloping a work program, studying and selecting means of implementing it, and ac- tually setting the program into motion. The committee's sub-groups reported their progress. Elinor Fredston, working on pollution, is sifting through the voluminous pertinent material in her possession. Pimmy White (siltation, erosion and dredging) reported on a March 5 seminar at Iona College, as did Mary Anne Johnson. He also cited the February 1983 Corps of Engineer's report which indicates serious consideration of the use of contain- ment islands as disposal sites for dredged materials. - 1 - Mrs. Johnson (Conservation areas) reported that, with the assistance of Phyllis Wittner of the Premium River Basin Association, she is culling and organ- izing documents and data relating to the Premium Area. The Premium report is here- in attached. Mrs. Johnson and June Allen are organizing conservation reports on Larchmont's coastal area. Bruce Allen (Harbor Management) announced plans to begin on May 9 sound- ings of Larchmont Harbor with a lead line. A map provided by Sydney Astle will be used as a guide. Mr. Allen also touched points in his sub-committee's report attached to the March minutes referring to police jurisdiction and harbor safety. Alan Mason (CZM Boundaries) discussed his report attached to the March min- utes. He said a draft of the proposed boundary must include the flood plan areas mapped in 1975 by Cliff Emanuelson, Town of Mamaroneck Conservationist (revised in 1977) . Dr. Mason feels it is not timely to set a final boundary now. Larry Lowy (land use and flooding) compiled material related to flooding in Pine Brook and Premium areas. In regard to land use, he requested guidance. The Committee expressed concern for large .land-areas coming on the market and being overdeveloped, and feels that zoning laws should be in place to deal with such an eventuality. The Harbor Management Sub-Committee requests that it be invited to the meet- ing when the C. E. Maguire Company representatives (doing the Westchester County Harbor Dredging Study) return to Larchmont for further discussion. • The meeting adjourned at 10:15 p.m. Next regular meeting: June 7, 8 p.m. , Fire Council Room.
