1. The meeting was called to order at 8: 10 p.m. The minutes of
the meeting of May 21 were approved as read.
® The chair welcomed the presence of Mrs. Wittner, who has worked
with Alex Buchman and others on the Pryer Manor Marsh problem.
2. LWRP process. Mr. Irwin reported that forwarding of the Draft
LWRP, as revised, to Albany for full review had been approved by
the Larchmont Village Board at its May 6 meeting and by the Town
Board at its May 15 meeting. Both Boards had also approved a
formal request to the Secretary of State for the recommended
boundary change. Letters to the Secretary of State on these
matters were being prepared. A final decision on the Lead Agency
procedure was proving more complicated but was being pursued.
3. David' s Island. Mrs. Price reported further on this New Rochelle
project Tsee May 21 minutes) . She had learned from Gary Kassof
of the U. S. Coast Guard office in New York that the Coast Guard
expects to serve as Lead Agency for Federal environmental review,
not only on the proposed island-to-mainland bridge but on the whole
project. The City of New Rochelle will be lead agency for the
State (SEAR) review. Mr. Kasoff expects that a single EIS will be
written to meet both Federal and State requirements. Neighboring
communities and interested organizations will have the opportunity
to be heard at a "scoping" meeting to define the issues to be
addressed in the EIS . Mr. Kasoff will inform Mr. Irwin when the
scoping meeting is scheduled.
4. Pryer Manor Marsh. Various reports have continued to be received
as to '."ew Rochelle' s plans for the Marsh (see May 21 Minutes) .
Efforts continue , with Mrs. Wittner' s and Mrs. Johnson' s help, to
clarify the situation.
5. New_Rochelle LWRP_ Mr. Irwin reported that Louise Leaf of the New
Rochelle Development Department had confirmed that a draft of the
first five sections of the City' s LWRP had been sent to Albany for

comment, but she was unable to provide a copy. In a follow-up letter
Mr. Irwin had stressed the Committee' s need to be as well and current-
ly informed as possible on those aspects of New Rochelle' s LfiRP
Planning that may affect this area.
6. Publicity on the LJRP. Since public discussion of the LNRP can
be expected to resume at the time of the EIS hearing, which is
likely to take place this fall, it was noted that public information
on the issues in the LWRP should be made available in advance. Means
of doing so were suggested, including newspaper articles and meetings
with local service clubs and voluntary organizations .
7. Next meetinP.. Since the pace of Committee business during the
coming months was uncertain, the Committee made no decision on the
date of the next meeting. It was agreed that the meeting would
be scheduled at the call of the chair.
8. There being no further business, the meeting adjourned at
9: 20 p.m.
