May meeting on Tuesday evening, May 15, at 8 p.m.
at Lawrence Lowy' s house, 70 Chestnut Avenue.
The CZMC will hold its regular June meeting on
Tuesday, June 5 at 8 p.m. in the Village Center.

of the regular meeting of the CZMC , Tuesday, May 1, 1984 in
the Larchmont Village Center

1. The meeting was called to order at 8:10 p.m. The draft agenda
(attached) was adopted.
2. The minutes of the meeting of April 3 were approved with two
corrections: (1) correct spelling of Mr. Lerman' s name in list
of those present; and (2) in section 4, at end of the first
Paragraph, change the last sentence to read: "There will be an
extra expenditure not to exceed - 1,000 for printing of the final
report, to be shared equally between the two municipalities. "
3. (a) The chair reported that the subcontract with Mr. Shuster had
been signed on behalf of both municipalities and is awaiting approval
in Albany, of which there is no reason to doubt.
(b) The chair reported that Mr. Shuster had submitted two identical
invoices to the Village and the Town, totaling $1, 710 , for work done
during April. (Attached to minutes. ) The Committee authorized trans-
mittal of the invoices to Mr. DeLuca for payment.

4. The chair reported that amendments to the prime LWRP contracts of
August 1, 1983, between New York State and the two municipalities,
have been drafted in Albany and are being forwarded for signature by
the Mayor and Supervisor. The amendments will extend the planning
year to end October 31 (the Larchmont Village Board at its April 17
meeting had instructed the Committee to seek such an extension) , and
will also reapportion projected expenditures under the planning
grants, chiefly to take into account the subcontract with Mr. Shuster.
5. Under agenda items 4 and 6, Mr. Shuster gave a progress report
on work done thus far and offered suggestions on how to proceed with
next steps in the planning process. He exhibited several maps pre-
pared by him, which had also been displayed at the public meeting
on April 26 (see paragraph 7 below) . (These maps are available for
study at Mr. Irwin' s house. )
Mr. Shuster also distributed copies of a "Progress Report" (copies
of which are available in the Larchmont Village Clerk' s office for
those not present at the meeting) . This paper (1) summarizes the
work done to date ; (2) includes and explains an "Issues and Actions
Matrix" to help members assess the relative priorities that might
be given to different possible actions under the LWRP; (3) discusses
alternative solutions of the coastal boundary question; and (4) offers
a draft questionnaire as a follow-up to the April 26 public meeting.
In addition, Mr. Shuster distributed for the convenience of the
members fresh copies of the "List of State Coastal Policies" compiled t
by the Coastal Management staff in Albany and dated August 1, 1983.
This 8-page paper outlines the 4L State policies within which the
LWRP must be written, and on which the LWRP policy section (part 2
of the Work Plan) must be based. (Copies of this paper are also
available in the Larchmont Village Clerk' s office. )
The "issues and actions matrix" was discussed and explained by
Mr. Shuster. He stressed two points: (1) that the lists of issues
(left-hand column) and actions (across the top) are not exhaustive;
several members suggested adding "Sewage" as a separate issue, for
example; and (2) that actions might include some "intermediate" steps
such as feasibility studies for capital projects, for which funding
may be available from the State.
Action: Committee members were urged to use the matrix, with
accompanying explanation on page 2 of the Shuster memo, as
an aid to their preliminary selection of possible specific
actions in the LtR?, especially in their respective fields
of knowledge and concern. Completed and signed matrices, with
supporting data (or citations thereof) , should be submitted
to Mr. Irwin or Mrs. Tolley by Monday, May 7, so that these
materials can be studied in advance of further discussion at
the CC meeting on May 15.
6. Under agenda item 6-b, Mr. Shuster described two alternative
approaches to the boundary question, using a large map and calling
attention to the discussion on pages 2 and 3 of his progress report.
No conclusion was reached, but there appeared to be general agreement
that the State-defined boundary (the Boston Post Road) is too near
the shore and that a larger coastal zone should be proposed as part of
the LWRP, especially because of the upstream flood control problem and
the presence of important open space north of the Post Road. The main

question posed by Mr. Shuster' s discussion was whether the enlargement
should include all of the area within the Town limits (plus possibly
some or all of the New Rochelle portion of the Larchmont Reservoir
property) or only parts of that area. In this connection it was pointed
out that the Village of Mamaroneck CZMC is still awaiting Albany' s
reaction to its extended boundary proposal; this in turn may depend
in part on whether Albany, under either existing or new legislation,
makes a firm decision to include upstream flooding among problems
that may be dealt with in an LWRP. (See item f under agenda item 10,
Other Business. )
Mr. Irwin observed that the boundary question involves legal,
environmental and administrative questions and requires careful study,
but that in any event no conclusion on it can be reached until the
Committee has made substantial progress on Task 4, selection of
projects, and Task 5, means of implementation.
7. Regarding liaison with other jurisdictions, Mr. Irwin reported
that initial steps had been taken with Alex Buchman' s help to develop
a link with the New Rochelle city administration through John Heller,
director of development. Mrs. Tolley reported that Steve Altieri,
Town Administrator, is exploring an appropriate contact in the Scars-
dale village government. In addition, several members have continuing
contact with the County Planning De-oartment through John Muenzinger
and Susan Gallion, both of whom came to the April 26 public meeting.
In this connection Mr. Vandernoot observed that the 1946 report
of onetime County Public Works Commissioner James Harding on storm
water control gave heavy emphasis to the need for intermunicipal
cooperation and remains an important document to this day.
8. On agenda item 8-a, Iar. Irwin and Mrs. Tolley reported on the
April 26 public meeting in the '.weaver Street firehouse. Attendance
of some 70 people included :assemblyman John Perone and County Legis-
lator Diane Keane as well as members of the Town Council and the CAC ,
and numerous private citizens. (See attached Daily Times news story
and letters to the editor. )
On agenda item 8-b, the questionnaire, the Committee agreed that
with miner editing thiswould ,_e a desirable device for eliciting
further public input, provided an appropriate means of disseminating it
can be found. (See Shuster draft, following p. 3 of his report. )
Action: Dr. Lerman undertook to explore with Steve Altieri
whether the questionnaire can be included in a general Town
mailing at an early date. This was considered preferable to
printing in The Daily Times since that paper is not read by
most residents.
9. The chair reminded members that they should sign and submit time
sheets, distributed at the April meeting, as promptly as possible,
showing hours devoted to LAP business since November 1, so that these
may be counted as "in kind" matching under the planning grant. Sub-
sequent time sheets should be submitted monthly in the same way.

10. Other business.
a. Dr. Mason distributed several copies of a memorandum by the
Town Attorney, and an accompanying leaflet, concerning compliance
with the Open Meetings Law governing meetings of municipal bodies.

b. Mrs. Fredston reported that Rhoda Fidler of Congressman
Ottinge.r' s New Rochelle office had called her to ask that any
proposals for financing of flood control or other projects •
eligible for Federal aid should be in the Congressman' s office
by December 31, 1984.
c. Mrs. Fredston called attention to plans announced by
Westchester County and the New York State DEC to reduce the
standards previously announced for upgrading sewage treatment
in the Mamaroneck plant to secondary treatment. She suggested
that members write to Philip M. De Gaetano at the Department of
Environmental Conservation in Albany, supporting the position
of the Federated Conservationists of Westchester County and
others that the original secondary-treatment standard must be
adhered to to protect water quality along Long Island Sound.
d. Mrs. Johnson reported that Mr. White is writing to
Jay Tansky, an authority in Stony Brook, for advice about the
cost of a survey on the sluice gate problem in the Premium area.
e. Mr. Irwin reported receiving a letter to himself and Mrs.
Tolley from Village of Mamaroneck CZ1vI Chairman Kathryn Clarke,
endorsing views expressed in this Committee' s inventory paper
about the importance of an intermunicipal structure for water-
shed-wide management of stormwater runoff, and expressing in-
terest in whatever implementation plans this Committee may
develop.
(f. Since the meeting, Mr. Irwin received on May 4 from Mrs. s
Clarke a copy of Assemblyman Perone' s letter of April 26 to Mr.
T"cOaffrey in Albany, supporting the Village of Mamaroneck boundary
proposal, requesting a written answer on why the proposed extension
of the boundary is not possible, and suggesting possible new
legislation to help the Village of 1amaroneck with the problems
that led it to propose the extension. )
