Schoenberger The meeting was called to order at 8 : 15 pm by Chairperson Paul Miller and Trustee Miriam Curmin. The meeting was held on July 12 instead of the previously scheduled July 5, 1983 , to permit time for receipt of the stc.dl funding contract, which was delivetec] July 11, 1983 , at the Village Board Meeting by Charles McCoffrey of the N.Y. State Department of State . The minutes of the previous meeting were accepted as submitted except that the Committee may elect to alter the boundaries included as may be necessary to the accomplishment of its charter . Also, it was made clear that the Committee will issue a single report - 2- covering both the Villages of Larchmont and Mamaroneck, although there will be two separate contracts with the State. This is anticipated by, and acceptable to, the State. The report of the subcommittee designated to suggest assignments for accomplishing the work program called for in the 6/1/83 draft of the contract was presented by Jack Morris . A copy of this report which covers tasks 1 and 2 is attached. Allan Mason and Jim Lotto observed that the process of filling out an application and environmental impact statement are useful in that it forces consideration of both positive and negative consequences of a proposed action for the decision maker. Approximately 4 months are required after submission for State consideration and approvals , frequently followed by a request for a final draft. Shelly Mydans volunteered for service on the Siltation and Pollution subcommittee . Dr . Clark presented a report regarding his experiences July 3 , 1983 , at Manor Beach when pollution was visible on the surface of the water and he and his family, after swimming, became ill for several days . Ellie Fredston noted that a doctor can order a water test by the Board of Health, which has authority to close the beaches, if pollution is suspected. Other committee members reported incidents of oil spills, sewage bypass dumping into Larchmont Harbor , -3- etc . Jack Morris suggested the Committee keep a log of incidents such as those above. Jim Lotto suggested a regular water sampling procedure to be used as a source of data for the Committee ' s report . Ellie Fredston volunteered to determine procedures for, and to lead. the sampling program. This might include obtaining periodic reports from the County Sewage system reporting on when dumping of sewage occurs, and comparing this with regular monitoring of water quality done by the Department of Health. Bill Eipel volunteered to work on the Sewage subcommittee. Wally Irwin will provide a format or outline to various subcommittees to assure consistency in the final report. Similarly, Jim Lotto requested each subcommittee to provide an annotated map or chart which he will synthesize into a master chart . Subcommittees are encouraged to involve others in the community who are known to have specific information and/or expertise in their areas of responsibility. Trustee Curmin is writing an article on the Coastal Zone Management Committee for the Town of Mamaroneck. She will assume responsibility for general publicity for this Committee. -4- Kathy Clarke visited the 15-person staff of the Department of State, which reviews all applications regarding water resource management in the State. This group encouraged reasonable modification of the area of jurisdiction beyond political boundaries if indicated (follow river beds upstream, etc. ) Trustee Curmin reviewed the formal contract provided by the State. The work program is as previously circulated in draft. The value assigned to Larchmont and Mamaroneck Villages is $5000 each, which can be contributed in kind. Barbara Wood can have copies of the contract made for those requiring it . Expenses incurred by members of the Committee should be submitted to the Chairman. Time incurred should be logged or estimated by each member . Both will finally be applied against the contract. The schedule for task completion contained in the contract (page 8) is attached. The next Committee meeting will be held August 2, 1983 , at the Larchmont Village Center . Please advise Trustee Curmin of any comments with respect to the contract before then. One-page progress reports should be available for that meeting.
