Tolley, Co-Chairman, Town of Mamaroneck Paul H. Kean, Liaison Trustee, Village of Larchmont Daniel Shuster, Consultant 1. The meeting was called to order at 8:15 p.m. , Mr. Irwin in the chair. • The minutes of the meeting of June 5th were approved without change. 2. The Committee noted with sadness the news of the untimely death of Albert H. Blumenthal of Larchmont, a member of the Committee since its founding, who had a distinguished record of public service as majority leader in the New York State Assembly. It was unanimously agreed that a-message of sympathy from the Committee be conveyed to Mrs. Blumenthal and other members of the family. 3. The major item of business was work on the draft prepared by Mr. Shuster of Parts III (Policies) and IV (Uses and Projects) of the LWRP. Copies of this draft, in an annotated version showing proposed changes submitted by members, were distributed by Mr. Irwin as a basis for the discussion. Agreed language was arrived at for Policies 1 through 14. In view of the lateness of the hour, it was agreed that completion of the drafting would require a further meeting (see item 5 below) . 4. During the drafting discussion the point was made that recreational boating in this community is highly dependent on support facilities, ® especially boat yards, in the Village of Mamaroneck. It was agreed that a communication emphasizing this fact would be sent to Kathryn -2- CZH MINUTES July 10, 1984 Clarke, Chairman of the Village of Mamaroneck CZMC. (Letter attached to minutes) 5. The Committee agreed on the following meeting schedule through the month of August, all meetings to be held in the Village Center: Tuesday, July 17 at 7:30 p.m. The full committee will meet to complete the drafting of LWRP Parts III and IV. Tuesday, August 7 at 8:00 p.m. The Committee of Committees will hold its regular August meeting. Tuesday, August 14, 8:00 p.m. The full Committee will hold its regular August meeting. 6. Dates were announced for progress reports to both municipal govern- ments on the LWRP drafting process. On July 23 Mr. Lowy will brief the Larchmont Village Board at its regular meeting. On August 1 Mrs. Tolley and Mr. Irwin will brief the Town of Mamaroneck Council at a spacial meeting called for that purpose. Mr. Shuster will be present at both these meetings. 7. Mr. Shuster's invoice for the month of June, in the amount of $1,852.00 was received and approved for payment. 8. Clarke, Chairman Coastal Zone Management Commission 1 Village of :Mamaroneck Village Hall Mamaroneck, NY 10543 Dear Kathy: You and your Commission colleagues may be interested to know of a discussion that took place during the July 10 meeting ` of our Committee; which is now well launched on the drafting of its Local Waterfront Revitalization Program. In considering the importance of recreational boating in our community, the point was made that this activity depends heavily on boat yards and other boat service and supply facilities, which are largely lacking--and for which, in fact, there is no appropriate space --in the Village of Larchmont or the Unincorporated Area, but which have long been an important part of the economy and life of the Village of Mamaroneck. All of us agreed, therefore, that it is in this community' s interest that the future of the boat yards in Mamaroneck Village should be assured, and we hope the Commission' s labors will lead to that result. By the same token, we are aware that continuation of the strong tradition of recreational boating among residents of Larchmont and the Unincorporated Area is not only an important priority for us but also an important factor in the economy of the Village of Mama- roneck. This Is one more illustration of how interdependent our two communities are and how important it is to maintain contact on important questions of mutual concern.
