The minutes of the meeting of December 11, 1984 were corrected to add the names of Bruce Allen and June Allen to the list of those present, and were adopted with that correction. 2 . Revision and Completion of the Draft LWRP.. The Committee discussed at length how to accomplish the next revision of the draft LIRP , which should be completed in February and submitted to the two municipal governments for their consent to forward to Albany pursuant to the Work Program. A note ( attached to Minutes) was distributed by Mr. Irwin on the process and on points to bear in mind in revising. Using this as a starting point for discussion, the Committee agreed on the following: a. Procedure and timetable: Fr. Irwin undertook to distribute to Committee members within a few days a list of points in the October draft that require revision as a result of Mr. McCaffrey' s comments (both in his 17ov. 28 memo and at the December 11 meeting) , with a suggestion it each case as to which Committee member should draft the revision or supply. information for it. The requested ma- terial should be in Mr. Irwin' s hands by r.ednesday, Jan. 23, to © allow time for a new, reviser' draft of the complete L.IRP to be circulated before the February meeting of the Committee. After review by the Committee and any necessary further revision, the new draft will then be ready for submission to the Village and mown -oards before they meet in PY arch. F.,- Annex to Minutes of CZMC Meetinw of January 8 , 1985 i Jan. 8, 1985 Notes on Further Revision of the Draft LJRP Having received Albany' s comments of Gov. 28 on our first draft, The Committee is now in a position to produce a revised and completed draft of the LWRP. (See Dec. 11 minutes for a brief description of the remaining drafting and approval process. ) The following are notes on how we should proceed. Your comments on these preliminary thoughts are invited: 1. ;ghat revisions are required? a. :fie must respond as well as we can to the McCaffrey comments of November 28 and his remarks at our Dec. 11 meeting. b. We should reflect important new local developments, such as the Reservoir dedication; also, all further and better thoughts of- Committee members on re-reading the present draft. c. We should strive for the greatest possible completeness and clarity so as to make the final L:IRP an adequate legal basis for assuring "consistency" of actions by various governmental agencies with the policies of the LWRP. :1. We should do our best to assure that the document is inter- nally coherent and free of self-contradiction. e. The key portions of the document should be as readable and intelligible as possible to nonspecialists , because public Cunderstanding and support are essential to success. 2. Procedure in revision. It is suggested that we , the Committee members, can do most of the revising with advice from Dan Shuster as necessary; except that map work must be done by Dan. Much local consultation may also be necessary, especially with Town and Village attorneys as to our references to, existing local laws and our summaries of what new laws we propose. An ad hoc subcommittee of Irwin, Tolley, and Price is currently working on this legal aspect. 3. Apportionment of work amonS members. I propose to ask indivi- dual Committee members , primarily Subcommittee chairmen, to help frame revisions on subjects most familiar to them m dually. They will call on other Committee members as necessary. 4. Timetable. Papers requesting contributions from members will be circulated within a few days. I hope the work can be done within about two weeks at the most. This will leave time for a complete draft revision to be distributed in time for our February meeting if that meeting is held on, say, Tuesday Feb. 12. Any remaining fine-tuning could then be done in time to submit the completed revision, in a form ready for forwarding to Albany for the next review, to the two municipal Boards at their early March meetings.
