LOCAL WATERFRONT REVITALIZATION T?Rfl R M James Lotto advised that the maps will be in the Village Clerk' s office for a few more days if anyone wishes to relrie:'J them. He noted that critical areas in the Village seem to lie in layers . Areas of particular concern are near the coast and north of the Village. These areas are not confine' to the 3heldrake. L. Mason has drafted a proposal on boundaries (Task 3) which would include all of Larchmont and the Unincorporated area but omit the part of the To.'n that overlaps the Village of ;?amaroneck. firs . Kathryn Clarke offered that the Village of Mamaroneck be included in the Larchmont boundaries if the Committee so desires. Mrs. Curnin stated that she is in favor of staying within the boundaries of the Village of Larchmont and Unincorporated area of the Town. Mrs. Clarke noted that Assemblyman John Perone would be happy to propose the necessary le Tislat i on if the Committee desires. However, he encourages cooperation with the communities involved first, which takes time. Mary Anne Johnson asked what the criteria are for determining the boundaries of the fish and wildlife habitats . Dr. Mason noted that if our boundaries are to include the watersheds that contribute to serious flooding, as was proposed in the Village of Mamaroneck, they would extend north to :White Plains. Mrs. Johnson spoke to Bob Barrett, who offered Fresh Water Wetlands maps and advised that the Village might have better re- ception from the State if the boundaries are an area such as 100 feet around a stream. James Lotto felt that the Committee should not define boundaries to include critical areas on the basis of political jurisdiction, but only those that under the State criteria--which could include some that do not impact the Cound . *;ors C rr re^ M-end d that a mpa e s:l bit teu with the LnP to show boundaries . The consensus of the Committee was that the boundary proposal with Task 3 should follow the lines in Dr. Mason' s draft; and that Dr. Mason should revise his draft to include a fuller .explanation of the reasons for the proposal. Mr. :Twin received comments from Mr. Torsey on the Larchmont Manor Pa'_"k. Discussion was held on dredging in Horseshoe Harbor. I.:rs • Clarke noted that the County is planning ng other sound 3hore - 7 - dredging for the future , and the Village should not exclude itself from this project by stating that dredging is not necessary in the harbor. Prs . Fredston advised that there are rocks in the harbor channels that should be marked . Discussion vas held on the desirability of additional water- front facilities in the Village .
