1. The meeting was called to order at 8: 15 p.m. The minutes of the
meeting of January 8 were approved without change.
2. The Committee ' s attention was called to the fact that the long-
awaited hydrological study of the Sheldrake watershed has been
received from the County Soil and Nater Conservation D?.strict, and
copies have been made available by the Friends of the Reservoir
to the two Co-Chairmen, Dr. Mason, and Mr. Shuster. This study
is referred to in parts of the draft LWRP concerned with flood
control, especially Policy 14.
Also in regard to flood control, Mr. Shuster had given Mr. Irwin
a report on the position of the Builders Institute of Westchester,
opposing County Legislator Keane' s proposal for a "downstream
notification" law; opposing any requirement that builders construct
project-by-project water retention systems; and urging instead the
creation of a "stormwater superfund" for County-constructed regional
retention systems.
3. LWRP revision procedure. Mr. Irwin explained the 101-page LWRP
revision dated February 16, copies
of which had been distributed to those commenting on the previous
draft plus key officials of the Village and Town and Mr. Shuster.
Each municipal office has a copy and additional copies can be made
available to those who need them.
The Committee discussed the procedure and timetable for comment on
this draft and for further revision. It was agreed that Committee
members' comments will be given to Mr. Irwin by March 1 as a basis
for further revision. Resulting changes will be circulated in memo
form for discussion by the Committee at its next (March 12) meeting.

On this basis, and after consultation with the Town and Village
Attorneys and other municipal officials concerned, it should be
possible by about the beginning of April to forward to the two
municipal governments an agreed Committee revision with the recom-
mendation that they forward it to Albany for the prescribed second
round of review.
Dr. Lerman and Mr. Kean urged that, as a part of the revision
process at this stage, the Town and Village Attorneys must be
asked to read the present draft with special attention to the
legislative material in Section V. This was agreed. They will
also be shown drafts of some of the proposed legislation which
Mr. Shuster has provided.

tion�to the requirement that the Village Board and the Town Council
must hold public hearings on the draft LWRP and the accompanying
draft Environmental Impact Statement (Section IX of the LWRP)
during the 60-day period when Albany will conduct its final review.
In preparation for this hearing, the two municipal governments
must formally declare themselves to be Lead Agencies for this
purpose. Attention of the two municipal Attorneys will be called
to this requirement so that the necessary forms can be prepared
and the declaration, when made, can be notified to all concerned.
5. Next meeting. The March meeting of the Committee was scheduled
for Tuesday evening, March 12 in the Larchmont Village Center.
6. Adjournment. There being no further business, the Committee
adjourned at 9: 30 p.m. •
