August 3 , 1983

The meeting was called to order at 8 : 10 pm by Chairperson Paul
Miller . Trustee Curnin was absent due to recent surgery. The
Committee expressed its wishes for a speedy recovery.
The minutes of the July 12, 1983 , meeting were corrected of
several misspellings and to reflect that the Town of Mamaroneck, not
the Village, is the party to the contract with the State. Corrected
Minutes are attached .

The Committee was advised of the death of Larry Lowy' s father ,
who was prominent in Larchmont affairs . Condolences were expressed
to Larry.
Wally Irwin and Jim Lotto ' s memorandum of July 28 , 1983
(attached) was reviewed . This memorandum sets forth a timetable,
guidelines for reporting, and a procedure for use by subcommittees in
preparing their reports . The deadline for first full draft reports
was extended to September 12 .

Considerable discussion of reporting concepts and procedures
ensued . It was pointed out that Tasks 1 and 2 deal only with stating
and analyzing the facts , and that recommendations and proposed
policies will come later . Wally Irwin and Jim Lotto explained the
background of their memorandum and the type of reports they would
hope are submitted .
Chairman Miller stated that the Town of Mamaroneck has not
received its contract from the State as of this date . Their work
program is slightly different in that it emphasizes conservation,
whereas the Larchmont program emphasizes coastlines .
It was noted that more participation from the Town of Mamaroneck
is desirable. It was also suggested that a co- chairman be selected
from the Town. Alan Mason volunteered to serve in this capacity if
asked. A decision will be made pending consultation with Sidney
Astle, the present co-chairman, who is out of the country on business .
Preliminary outlines and assignments were submitted to Wally
Irwin and Jim Lotto by these subcommittees :
Land Use and Flooding
Siltation and Pollution
Conservation
Harbor Management
These are attached .
The Sea Grant representative for this area will meet Tuesday,
August 9th at the Village of Mamaroneck. Mary Anne Johnson will
advise time and details .
Ellie Fredston and Mary Anne Johnson presented aerial photographs
of Larchmont/Town of Mamaroneck. Jim Lotto will keep those during
the report-writing stage .

Ellie Fredston reported on County Health Department procedures .
Samples and analyses are taken on two consecutive weeks each month at
five points within Larchmont Harbor . Also, she obtained the Final
Report Summary on the Waste Treatment Management Plan and the Best
Management Practices report of Westchester County.
Alan Mason pointed out the potential for influencing the public
policy in local and upland communities as they affect the coastal
area. Trustee Curnin has indicated her desire to be responsible for
publicity. At an appropriate time, the Committee agreed that it
should become active in promoting public consideration of matters
affecting the coastal zone on issues as they develop.
The meeting was adjourned at 9 : 55 pm.
