MINUTES
A regular meeting of the Coastal Zone Management Commission (CZMC) was
held on Tuesday, April 28, 1987 , in the Town Center, 740 West Boston
Post Road, Mamaroneck, New York. The meeting commenced 'at 8 :00 P.M.

Approval of Minutes
The minutes for the meeting of February 2 , 1987 were approved.
The minutes for the special meeting on March 10, however, were tabled.
Referrals
Cohenca Site Plan - Mr. McKenna of McKenna Development Group,
Inc. , presented a more detailed map and distributed copies of a letter
by Harold Campbell, P.E. (copy attached) confirming the effectiveness
of the hydrological mitigation plans. The culvert and stream would be
widened and a dissipator consisting of splash rocks will be installed
at one stream bend. Two dry wells were proposed at the insistence of
the Town consultant engineer, Gary Trachtman, to receive water
discharging from the house leaders. Mr. Scheuer, owner of the
property immediately downstream of the site, expressed concerns over
the possible deterioration of a stone arch bridge as a result of

increased stream velocity, as well as consequential erosion and
sedimentation. The Commission authorized Mrs. Tolley to write a
letter to Mr. Trachtman requesting him to verify the determination
that the proposed mitigation measures will result in no increase in
the rate of runoff.
Robertson Additions - The application by Mr. Robertson to expand
his home was reviewed. Mr. McMichael had inspected the site and
relayed his comments to Mrs. Wittner who drafted a response to the
Planning Board. CZMC approved the letter which recommended approval
yet noted some of the problems existing along Deane Place.
Pokoik Pool - The Village of Larchmont Zoning Board referred this
application to install a swimming pool in the rear yard of the Pokoik
residence, 1 Ocean Avenue. Ms. Shelton of Shelton Services , who were
hired to install the pool, explained the proposal. She told the
Commission that the filter system would be closed--the dirt would be
collected in a bag and the water recycled. The location of the pool
would be in violation of the 25 foot setback zoning requirement since
the rear property line abuts the Sound. It was noted that the new
State Coastal Erosion Management Program would have had some
jurisdiction on it once established. In addition, this proposal may
be subject to the State Tidal Wetlands regualtions. LWRP policies 11
and 12 were identified as relevant policies. The Chairman told Mr.
Lowy, who is Chairman of the Village Zoning Board, to relay the CZMC
opinion that they felt this action should be deferred in anticipation
of the imminent Coastal Erosion Management Program regulations.
LWRP Projects
Premium Feasibility Study - Mrs. Wittner passed out drafts of the
request for proposal (RFP) , timetable, scope of study, and list of
proposed consultants. A few more names were added to the list of
consultants. The timetable was scheduled tightly because of the June
1988 deadline for state grant payments and the need for the study to
encompass the entire annual cycle. CZMC approved the draft RFP. Mrs.
Johnson, Mr. Lowy, and Mrs. Wittner were authorized to interview the
applicants.
Inter-Municipal Matters
Davids Island (New Rochelle) - A letter was sent on April 1 by the
Chairman to George Stafford, Director of the Division of Coastal
Resources and Waterfront Revitalization of the Department of State,
explaining the adverse impact of this large-scale proposal on the
coastal policies of Larchmont and the Town of Mamaroneck. Mr .
Stafford responded, on April 8, stating that "your comments and
conerns will be incorporated in this Department' s consistency
determination" and enclosing his critical letter to the Coast Guard,
lead agency for the environmental review. Mr. Irwin reported that
approximately 20 people attended a meeting at the Huguenot Yacht Club

on March 31 focusing on the development of a coalition against the
project. Mrs. Fredston expressed some concern over the weakening of
the front against the project as a result of having two coalitions ,
the other headed by the Federated Conservationists of Westchester
County (FCWC) . It was the general consensus of the CZMC not to join
either coalition.
Funding/Grants
Resolutions for State Aid for LWRP Implementation - The Town
Council approved the resolution requesting that the State appropriate
$2 million towards LWRP funding for their 1987-88 budget. The Village
of Larchmont Board of Trustees will consider a similar resolution at
their meeting.
Harbor Security
Mr. Allen received authority from the Village of Larchmont to
organize a bay constable program. The program must be supervised by
the police department. He plans to meet with the yacht clubs in the
area to develop coordination. He noted that many neighboring
communities already have a harbor security system.
0 East Creek
Mr. Irwin is still in the process of getting the Village of
Larchmont to adopt East Creek as part of their Critical Environmental
Areas (CEA) . He proposed that an official confirmation be obtained to
have Robert Hohberg, Town Water Monitoring Consultant, monitor the two
new out-ports that will be emptying into East Creek from the
forthcoming Volvo Sales and Service Center and the Larchmont
Professional Center. In addition, he proposed that CZMC suggest to
the Village of Larchmont Beautification Committee that they fund the
screening of East Creek with plantings of native vegetation near the
future Volvo Service Center, since the Planning Commission did not
request it of the applicant. The Commission authorized Mr. Irwin to
proceed with these proposals.
Other Matters
New Town Planning Procedures - Ms. Ng explained the proposed new
set of procedures for building applications , whereby the State
Environmental Quality Review and referrals will be more smoothly
implemented (copy of outline attached) . The Planning Board will be
considering the approval of these procedures at their next meeting.
Ms. Ng will relay any comments from CAC and CZMC members. It was
recommended that she also confer with the Village of Larchmont on
their planning procedures.

Basin and Corridor Management Workshop - Mrs. Johnson reported
that this workshop, which was held in the Town on April 25, went very
well. People from all over the County were made more aware of effects
on downstream communities. It was also noted that the Soil and Water
Board is improving and producing good reports on environmental impacts
to watercourses.
DEC Coastal Erosion Management Program - Hearings were held at the
Town Center on two occasions, April 7 and 23. Mrs. Wittner had
attended the first hearing and Mrs. Johnson and Ms. Ng had attended
the second. Various questions were raised by people of the
community. Some wondered how they were to be affected by the new
regulations. Others contested the need for their property to fall
under its jurisdiction. Mrs. Johnson requested the addition of some
land bordering the Larchmont Harbor. The deadline for all comments to
the DEC is May 27 , 1987 .
FIRM - Ms. Ng reported that the Town of Mamaronek had received a
letter informing it of pending federal Flood Insurance Rate Map
revisions and requesting any additional data that the Town could
provide. Mr. Irwin noted that the LWRP, on pages 75 and 76 ,
prescribes the development of an interim flood map, which is presently
in suspension until the Town Council approves additional
appropriations to Malcolm Pirnie, Inc. , to allow them to continue.
Mrs. Tolley will confer with the Town Supervisor, Dolores Battalia,
and the Town Consultant Engineer, Gary Trachtman, about sending the
existing data from the interim flood map project to the Federal
Emergency Management Agency.
New Rochelle LWRP - New Rochelle has issued a SEQR declaration
notifying the completion of their Draft Local Waterfront
Revitalization Program. Ms. Ng will attempt to obtain a copy for CZMC
review.
