HomeMy WebLinkAbout1987_03_24 Coastal Zone Management Commission Minutes Town of Mamaroneck Village of Larchmont _"_ COASTAL ZONE MANAGEMENT COMMISSION MINUTES A regular meeting of the Coastal Zone Management Commission (CZMC) was held on Tuesday, March 24, 1987, in the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8 :08 P.M. Members present: Robert Schoenberger, Chairman Bruce Allen Wallace Irwin, Jr. Mary Anne Johnson C. Alan Mason Howard McMichael, Jr. Shirley Tolley Phyllis Wittner Others present: Kevin McKenna, Developer for Cohenca Jerry and Bonnie Donatelli, applicants Leonard Weinberg, Architect for the Donatellis Peter F. Alexander, Landscape Architect for Donatellis Carla Cardillo, WVOX Radio Frank Lenigurotti, WFAS Radio Claudia Ng, Environmental Assistant LWRP Projects Premium Feasibility Study - Mrs. Wittner, Mr. Lowy, and Ms. Ng met with Mrs. Johnson on March 21 to begin organizing the study. Mrs. Wittner had made a comprehensive list of existing studies. An outline was created which involved compiling information from past studies , hiring specialists , surveying existing structures, evaluating all information, and implementing measures in small steps (e.g. , plantings with community support) . It was emphasized that cooperative efforts from New Rochelle should be pursued. Mrs. Johnson replied that she has been trying to determine which New Rochelle official would be best to coordinate this with. New Rochelle Deputy Commissioner of Planning Syrette Dym was suggested. She is currently working on their LWRP. Harbor Security Mr. Allen received many replies to his inquiry (copies attached) . Some agencies, he reported, claimed that they had nothing to do with harbor security (i.e. , State, regional, and New York City Departments of Environmental Conservation) . Pat Barrett, harbormaster of the City of New Rochelle, gave Mr. Allen the lead to the appropriate officials. The Bureau of Marine and Recreational Vehicles of the New York State Office of Parks, Recreation and Historic Preservation provided much useable information for a bay constable program. This program must be under the authority of the police department. The state can contribute up to 75% of the costs. Mr. Allen proffered that the remainder of the cost could be regained by selling decals to boat owners. Mr. McMichael will ask the Larchmont Yacht Club whether they would cooperate in this program by allowing these security boats to moor and fuel there. The Commission bestowed on Mr. Allen the authority to take the initiative in developing such a program. Inter-municipal Matters Davids Island Project - The Chairman had spoken against the project at the reconvened public hearing. Many of the New Rochelle politicians favored the project. Most of the opposition cited the same problems and concerns. The Coast Guard will be accepting submissions until April 3rd. Tomorrow evening there is another meeting scheduled during which the developers will informally discuss the issues with local officials at the Town Center. Ms. Ng will give Supervisor Battalia a copy of CZMC' s statement. Referrals Cohenca Site Plan - Dr. Mason informed the Commission that this site, which is located in the Fenbrook Subdivision, and its adjacent surroundings currently serve as natural detention areas. He requested that Mr. McKenna, Cohenca' s consultant, produce a study of the development's affect on the rates of flow of the crossing stream and plans for its mitigation, such as the installation of a dissipator. Mr. McKenna agreed to provide these figures and ways to mitigate an increase in the rate of flow. He will leave the existing large swale at one end of the property to continue providing natural detention. The Commission acknowledged the need to view the Fenbrook Subdivision as a whole, although measures will be implemented individually. Mrs. Tolley will write a letter to the Town Planning Board to inform them of the deferment of CZMC response until additional information is received. Donatelli Additions - The Donatellis wish to expand the kitchen and add a wood deck to the rear of their house at 23 Bonnie Briar Lane. The Commission concurred that this action was consistent with the LWRP provided that erosion control measures are implemented to shield the west branch of the Sheldrake River from siltation during construction. DeMatis Deck Addition - CZMC agreed that the addition of a wood deck to the rear of the DeMatis residence at 54 Deane Place would not -2- CZMC minutes 3/24/87 have a significant impact to the Premium Marsh and, therefore, was consistent with the LWRP. Mrs. Wittner noted that the DeMatis' were aware of where the property ended and were cautioned against littering during a site visit. Robertson Additions - The Robertsons wish to expand their house to the side, top, and rear. Because their home is located on 38 Deane Place, there are concerns over stormwater runoff and erosion entering into the contiguous Premium Marsh. Mr. McMichael will review the proposal and inspect the site to report back to CZMC at its next meeting. Volvo Sales and Service Center - The Village of Larchmont Planning Commission approved the application by Mayer of Westchester, Inc. , for 2001 Boston Post Road, with some conditions. It did not, however, incorporate CZMC' s suggestion of shielding the East Creek border with plantings. It was suggested that the Beautification Commission of Larchmont could perhaps be enlisted to do something about that. Mr. Irwin also suggested enlisting Bob Hohberg, the CAC' s water monitoring consultant, to regularly check the outfall for this and those of other businesses along East Creek. The rest of the Commission was in favor of this. Coughlin Office Building - Mrs. Tolley reported that the applicant will fill out a long form EAF and will draft plans for installing • detention basins and oil separators. She had asked the Town' s engineering consultant to inform her of subsequent submissions so that CZMC can make comments on them to the Planning Board. Legislative Matters East Creek - The Town accepted East Creek into the Hommocks-Hampshire Critical Environmental Area designation. Mr. Irwin and Mrs. Tolley will try visiting Crabtree Ford to encourage them to clean up their banks. New or Other Business Liaison Change - Paul Kean, previous Village Trustee and liaison to the CZMC, related to the Commission that he had enjoyed working with the CZMC. Fenbrook Subdivision Tour - Interested members of the CZMC will meet on Sunday, March 29, at 1 :00 P.M. to survey the Fenbrook Subdivision area. SEQR Revisions - Revised SEQR regulations have been completed by the DEC and is now in the Ad Hoc Committee. Ms. Ng will make sure that she receives a copy of the new regulations when it is issued. Community Involvement - The Commission discussed the need for awareness and support from the community. Mrs. Wittner had drafted an -3- CZMC minutes - 3/24/87 information sheet concerning the Premium Salt Marsh as a Critical Environmental Area and suggested giving this to all building permit applicants as well as to residents living near the complex. Other members thought it was a good idea, but made further suggestions. Mr. Allen thought that the four-page draft should be shortened to make it easy reading. Mrs. Tolley proffered the alternative of adding a cover letter which would summarize the document. Mr. Schoenberger and Mr. Irwin will review the draft. There being no further business, the meeting was adjourned at 10 :20 P.M. -4-
