The meeting was called to order at 8:05 p.m. MEMBERS PRESENT: William H. Bailey CZMC Madelaine Berg CZMC Ruth Gyure CZMC Bernard Kaplan CZMC C. Mazin Attorney representing 1262 Boston Post Road, Trader Joe's Grocery Store Phyllis Wittner Liaison, TOM REGRETS: Lili Andrews Co-Chairwoman Marc Godick CZMC Richard Ward CZMC N. Seligson announced that CZMC member, Richard Metzner will be taking a leave of absence from the Commission. She continued by stating that Village of Larchmont Mayor, Cheryl Lewy has appointed Eileen Weingarten to fulfill the remainder of Mr. Metzner's term. 10/28/97-Pg.1 ri L J Printed on Recycled Paper 1. Approval of Minutes: -The minutes from 9/23/97 were approved with corrections from members on a motion by H. McMichael, seconded by B. Kaplan. 2. Consistency Referrals: 1262 Boston Post Road- Conversion of a Restaurant into a Grocery Store - Trader Joe's Grocery Store Referred by:TOM Planning Board -D. Mazin stated that the proposed project will involve the changing of tenants in the Village Square Shopping Center. Existing tenants will be moving to different spaces within the shopping center to accommodate Trader Joe's Grocery Store; no alterations to the building footprint are being proposed. Mr. Mazin continued by stating that an alteration is being proposed to the shopping center entrance/exit. The developer would like to add a second exit lane to alleviate congestion among the exiting traffic. -The Commission commented that according to the site plans, the proposed changes to the exit may require alterations to the existing catch basins/drainage system. The Commission asked Mr. Mazin if the property owner had considered creating a second entrance/exit at the opposite end of the parking lot. -D. Mazin stated that it had been considered, however due to site complications (primarily shallow bedrock) creating a second entrance was deemed cost prohibitive. -As stated by the Commission, compliance with the following recommendations would assure consistency with the policies set forth in the Local Waterfront Revitalization Program (LWRP): (1) in response to the expected increase in vehicular traffic (especially delivery trucks), any newly installed or altered catch basins have silt traps with the ability to separate grease and water; (2) Best Management Practices be adopted during construction to minimize erosion and siltation; (3) native plantings be used in landscaping to minimize the need for fertilizers and pesticides. 10/28/97-Pg.2 3. Chairpersons' Report: -N. Seligson stated that she and M. Godick attended the October 20th Larchmont Planning Commission meeting to follow up on last month's CZMC referral regarding the two proposed single family dwellings at 17 and 19 Shadow Lane. She continued by stating that the Planning Commission agreed that the drywell drawings and calculations submitted by the applicant were insufficient. The Planning Commission presented a list of concerns to the applicant that must be addressed before the site plans could be approved; included in this list was the CZMC's primary concern, no net increase in surface runoff. The Larchmont Planning Commission agreed to meet one week earlier than their regularly scheduled meeting to accommodate the applicant's need to lay the foundation before the ground freezes. -N. Seligson announced that Walter Bogner, Chair for the Village of Larchmont Board of Architectural Review announced at the Planning Commission meeting that the BAR would like to encourage all commissions, boards and any interested citizens to voice their opinions to the BAR or himself personally regarding any matters that require BAR approval. -N. Seligson announced that the City of New Rochelle has held two public hearings regarding the proposed LWRP to discuss 1) the urban renewal area and 2) Davids Island. She stated that the Urban Renewal Plan seemed adequate, but the proposed plan for Davids Island is vague, offers little coastal protection and is essentially a development plan. She suggested that the CZMC should submit a letter to the Department of State and the City of New Rochelle encouraging and congratulating New Rochelle for the strong points of the LWRP, however the Commission should make its concerns known regarding Davids Island; several members of the Commission agreed. A discussion ensued and the Commission expressed the following concerns: • if the island is developed, how and where will the City of New Rochelle manage/treat the resulting sewage; • as a result of historic uses, there may be hazardous substances on the island which may warrant remedial activities before any development can proceed; • although there are no designated wildlife areas or known endangered species inhabiting the island, any development on Davis Island may affect the critical habitat of nearby areas (ie, Huckleberry Island); • how will the City of New Rochelle address access and parking issues in order to minimize adverse effects on the environment and the surrounding community. In order to protect the integrity of the environment and the surrounding community, the Commission agreed that the City of New Rochelle should restrict development on Davids Island to some type of low density usage. 10/28/97-Pg.3 4. Members' Reports: -P. Wittner stated that the City of New Rochelle Planning Board has approved a ten house subdivision on Emerson Point. The development will have two retention basins. -W. Bailey suggested that the Commission perform follow-up inspections (or reviews) on referrals that the Commission has approved over the past three to four years in order to gain a greater perspective of impacts from CZMC recommendations, and to gain knowledge of any oversights or mistakes (which would aid the Commission in future decisions). -R. Guyre commented that N. Seligson, J. Athey and she attended the Wetlands and Stormwater Management Conference offered by the Westchester County Department of Planning on October 16th. The conference was very informative and presented interesting ways to handle storm and waste water using man-made wetland retention systems. -P. Wittner recently applied for two grants: 1) to start up Watershed Advisory Committee (WAC) 4 2) to perform restorations on the Pryer Manor Marsh -P. Wittner reported that there is an upcoming conference at Pace University called Successfid Management of Landuse Conflicts: Cases and Techniques. Both, N. Seligson and P. Wittner highly recommended that CZMC members attend this conference. The meeting was adjourned at 9:35 p.m. The next scheduled CZMC meeting will be held on November 25, 1997. 10/28/97-Pg.4
