The meeting was called to order at 8:05 p.m. MEMBERS PRESENT: Lili Andrews Madelaine Berg, Chairperson Marc S. Godick Bernard Kaplan Dr. C. Athey, Jr. Town of Mamaroneck Environmental Coordinator Elizabeth Cooney Observer Phyllis Wittner Town of Mamaroneck Liaison 1. Approval of Minutes: - The minutes from 9/28/99 were approved with corrections from members on a motion from C.A. Mason, seconded by L. Andrews. 2. Consistency Referrals: Construction of a New Single Family Residence 42 Eton Road(Corner of Eton and Ellsworth), Block 211 Lot 280.2 Referred by: Town of Mamaroneck Director of Building - After a brief discussion, the Commission agreed that construction of the proposed Qsingle family residence at 42 Eton Road will neither advance nor hinder the policies of the LWRP. A letter stating such will be sent to the referring agency. Irba CZMC- 10/26/99 Pg.1 Printed on Recycled Paper Site Plan Amendment- Carlton House Condominiums 35 North Chatsworth Avenue, Block 134 Referred by: Town of Mamaroneck Planning Board - The CZMC discussed this matter and agreed that because it is primarily a traffic issue, it does not invoke the policies of the CZMC. It is the opinion of the CZMC that the proposed site plan amendment for Carlton House Condominiums neither advances nor hinders the policies of the LWRP. A letter stating such will be sent to the referring agency. Sewer Hookup to County Sewer Main 1 Cedar Island, Block 718 Lot 207 Referred by: Village of Larchmont Engineering Department - 1 Cedar Island is proposing an addition that will exceed the capacity of their existing septic system and will require connection to the county sewer trunk line. The proposed system will utilize the existing septic tank to feed a pump and grinder that will pump to an interceptor manhole and gravity flow into the county line. The specifications call for a one and a half inch pressurized pipe with two inches of insulation for all piping at a burial depth of less than four feet or where the pipe is directly exposed to the surface. Additionally, all piping will have PVC secondary containment. - A discussion ensued and the Commission agreed that the proposed project will advance policy 32A of the LWRP which states the following: POLICY 32A Wherever feasible at reasonable cost, existing on-site sewage disposal systems shall be eliminated and replaced by direct connection to the public sewage disposal system. It is the opinion of the CZMC that the proposed sewer hookup for 1 Cedar Island is consistent with the policies of the LWRP. A letter stating such will be sent to the referring agency. 3. Chairperson's Report - After a discussion of the correspondence from Carl T. Thurman addressed to Mamaroneck UFSD District Clerk regarding alterations and additions at Hommocks Junior High School (included with the October meeting packet),the Commission agreed that a letter should be sent to the lead agency stating that the CZMC would like to like to be an involved party in the scoping process for this project. - M. Berg state that the Village of Larchmont has proposed to relocate the proposed underground sewage tank in Flint Park to the composting area, as opposed to under the basketball courts. This proposed relocation is a result of public complaint due to the CZMC- 10/26/99 Pg.2 C resulting disruption to recreation for the duration of construction. This matter has not yet been reviewed by the County or the DEC. It was also noted by the Commission that this matter has never been referred to the CZMC for review. M. Berg stated that she and N. Seligson will meet with Mayor Cheryl Lewy to discuss this matter further on behalf of the CZMC. - M. Berg stated that earlier today she had a telephone conference with Stephen Coleman and Judith Gallent regarding the proposed wetlands law. Some changes were discussed and Mr. Coleman will create a revision reflecting these changes after further review. - M. Berg stated that the Town has hired consultants to review the proposed construction of IKEA. A discussion ensued and the Commission agreed that it would like to have representation present at the next public hearing. The meeting was adjourned at 10:00 p.m. The next scheduled CZMC meeting will be held on November 23, 1999. CZMC- 10/26/99 Pg.3
