NOVEMBER 24, 1992
A regular meeting of the Coastal Zone Management Commission (CZMC) was held
on Tuesday, November 24, 1992 in Conference Roan A at the Town Center, 740
West Boston Post Road, Mamaroneck, New York. The meeting commenced at
8:08 p.m.

REFERRAL: WENGED FOOT GOLF CLUB - ADDITIONS TO MAINTENANCE BUILDING
This referral is from the Town Planning Board. Chairman Martin and Dick
Metzner viewed the proposed expansion of the building lying north and
south. Mr. Alonzi described the proposed plans to extend the building 30
feet on the north side creating a new employees' locker and lunch roan. On
the south side the metal, butler-type building will be extended to house
some equipment which is now stored outside to prevent deterioration. Both
mktitions are over hard surfaced, paved areas. Mr. Alonzi stated that the
project would improve the present drainage situation because they would tie
in all the drains which are currently over the top of the macadam surface
into dry wells. With the assistance of Mr. Jakubowski, Mr. Alonzi is going
to propose installing a wash area with a three way baffle system which would
improve the surface watering area. When asked about drainage, Mr. Alonzi
stated that in one area drainage trickles into an upper pond which is a
holding pond which only spills over during excessive rains. In the other
area, it runs into the woods and into the lower pond. They have built
transfer stations throughout the property to recover the runoff. Chairman
Martin congratulated Mr. Alonzi for a job well done in having installed
three above ground gasoline storage tanks which hold 2,000 gallons of gas
each.

GOLF COURSE STUDY - SEIS
As a result of a public hearing, the Town of Mamaroneck prepared an SEIS to
the draft generic statement with same additional alternatives for
development of the property. It is believed that Alternative B which calls
for 114 housing units with a shortened golf course of 18 holes was part of
the original draft and has now been revised. This plan is consistent with
the present zoning laws and would have a less deleterious impact on the
water shed than Plans "A" and "C".
It was discussed how to respond and what to comment on in this latest SEIS.
Mrs. Wittner stated that when the DGEIS first came out, CZMC commented that
it was not adequate thus advancing the need for a supplemental study to be
done. Chairman Martin said that if Alternative "B" has already been
commented on by CZMC, then CZMC need only see if the report responded to
their comments. It was agreed that there are sane inconsistencies with
CZMC's policies, and CZMC should comment on what sections of the proposed
zoning legislation are inconsistent with LWRP policies. One member
questioned the accuracy of the study's section on traffic conditions, but
since this area does not cane under the purview of CZMC, it could not be
commented on. Mrs. Wittner read the three zoning proposals from the
SDGEIS. The first proposal she read was under the "Recreation District"
paragraph (which Chairman Martin feels is most consistent with CZMC's
policies) , the second was entitled "Conservation Recreation Town House
Zone", and the third was entitled "Modified CR Single Family Zone
Residential R-100". The proposed action which was in the original DGEIS is
entitled "CR Single Family Detached".
Chairman Martin concluded that he and Mrs. Wittner will put together
comments which need to be clear and concise. Mrs. Wittner suggested
checking with the Town Attorney Steve Silverberg to see what is appropriate
at this time and if CZMC will have another chance to review the SEIS. The
written comments are due by December 21. Chairman Martin said he will try
to circulate same results prior to December 21.
ARCHEOLOGICAL AND HISTORIC PRESERVATION SURVEY
Wally Irwin has requested the moral support of CZMC in having an
archeological and historic preservation survey done by historian James
Bleeker who did a film on historic areas. The Larchmont Historical Society
would like him to give a presentation on doing a survey in this area.
Chairman Martin is in favor of this project as a good resource base since in
the past CZMC had received EIS's and referrals in areas where they have no
information relative to archeology and historic resources, except for

J. McMahon. Chairman Martin noted that CZMC has Policy No. 23 which
relates to historic preservation and archeology in protecting and restoring
structures and areas in the community. Chairman Martin asked if the
Commission is interested in having Mr. Bleeker visit. One Commission
member stressed the fact that CZMC has taken on a few very important issues
recently with not nnich time for reviewing them and feels the Commission
should prioritize issues that cane before it. In conclusion, it was
decided that Mrs. Wittner will inform Mr. Irwin that he should notify the
CZMC when they are ready to begin the project so they can come and present
it.
APPROVAL OF MINUTES
The minutes of October 27, 1992 had same corrections made. The minutes
were adopted on motion from Mrs. Wittner and seconded by Mr. Young.
Chairman Martin submitted a change to September's minutes from Shirley
Tolley.
CHAIRMAN REPORTS
A. Correspondences
1. Mrs. Fredston sent an outline for a letter to Chairman Martin to
prepare regarding the overflow pipe from the Flint pump house.
2. Letter from the Town of Mamaroneck's Human Rights Camnission
seeking nominations.
MEMBERS REPORTS/MINUTE
Richard Ward - Conservation Advisory Commission - Mr. Ward reported on
the results of CAC's November 5 meeting. A water monitoring report done by
Mr. Hohberg for the Sheldrake River indicated high counts of fecal coliform
by station 810 located by Interstate 95 and Rockland Avenue. Another
location in the Village of Mamaroneck at the Jantile Company has a lot of
turbid effluent flowing into the stream. This company was served with a
summons. Another area, Hilltop Road has an entranceway into the Sheldrake
Trails where there is a boundary question and the owner appears not to want
people using the trail adjacent to his property. The CAC will request same
funds from the Town in order to do a survey of the area.
Phyllis Wittner - Consultant Steve Coleman - Mr. Coleman faxed Mrs.
Wittner sane proposals for next year's work on Hammocks and the Premium
wintering bird survey and continuation of the summer bird survey. The
field work on the wintering bird survey of the Premium will be done at
biweekly intervals from January through April 1993. This work and field
observations along with the final report will cost $900. The continuing
breeding bird survey will be done May through mid-July. Mr. Coleman plans
to extend the number of days fran three from the last survey to six days at
the cost of $1,000. The Hammocks proposal is for the development of the

management plan for the Hammocks salt marsh complex. Mrs. Wittner then
read the proposal. The project would be conducted from March through
October at a cost of $4,500. The Hammocks plan really comes under the
purview of the CAC, and Mrs. Wittner feels CAC should consider it in their
1993 plans with support from CSC.
As funds are low for both CZMC's and CAC's consultant lines, it was
discussed how to get financial aid (possibly from the DEC) or have a
resident who is a birder do the surveying and the necessity of continuing
the survey. Mr. McMichael expressed the need to prioritize issues brought
before the Commission as there will be County legislation passed on to
local CZMC's for review and other important local issues which will be time
consuming for CZMC. It was decided that Mr. Coleman's work is very
important in order to get a good baseline study for what is happening to
the Marsh. Chairman Martin asked for and received approval fran the
Commission for Mr. Coleman to begin the Premium winter bird survey.
Mrs. Wittner showed a copy of the book "The Sound Book" by Terry Becker
which she feels is excellent.
Richard Young - Planning Board - This Board reviewed the Winged Foot
Golf Club referral and the subdivision at 5 Prince Willows Lane which was
approved at the public hearing. The professional dental building was
granted a variance and the Planning Board has the same concerns as CZMC on
this referral. Mr. Young feels that the Planning Board is now routinely
referring to CZMC's letters since an applicant that evening was asked to
respond to CZMC's comments.
ENVIRONMENTAL COORDINATOR REPORTS
A. Proposed Sale of Jason Lane Property by the Town - A memo from Town
Administrator Steve Altieri dated November 3, 1992 stated that this
Town-owned property is for sale as a building lot. It was given to the
Town to be used for public or "open space" use when subdivision approval
was granted for the construction of homes. It had been used as a
playground but because of persistent vandalism, it was abandoned as a
playground and left in its current condition. Mr. Altieri has requested
CZMC's comments. It was discussed if funds from the sale of this property
should go for another location to use as "open space" or public use. It
was agreed that the decision should be consistent with the LWRP.
B. Westchester County Patterns Project - Westchester County is seeking
comments on their latest planning project on their statements and goals as
well as maps they have developed. This is an extension of a previous
project called "The Urban Forum". They have maps showing density usage,
critical environmental areas features, and a generalized land map. They
want comments on the accuracy of the maps and any additional comments. The
Planning Board hopes to submit comments to the County Legislature for
passage. Same comments were made this evening and it was agreed that

there are several issues that need further commenting on which the
Ccamittee will submit to Ms. Ng by December 11. Ms. Ng will forward them
to the Planning Board.
