The meeting was called to order at 8:10 p.m. MEMBERS PRESENT: William H. Bailey Madelaine Berg Bernard Kaplan • Dr. C. Alan Mason Howard McMichael Nancy Seligson, Co-Chairwoman Eileen Weingarten REGRETS: Lili Andrews, Co-Chairwoman Marc S. Godick OTHERS PRESENT: James W. Athey, Jr. Town of Mamaroneck Environmental Coordinator Stephen Coleman Consultant to CZMC for Wetlands Law Revision Phyllis Wittner Town of Mamaroneck Liaison 1. Approval of Minutes: - The minutes from 4/27/99 were approved with corrections from members on a motion from B. Kaplan, seconded by E. Weingarten. 2. Consistency Referral: -POSTPONED-WILL BE REVIEWED AT JUNE 22, 1999 CZMC MEETING Freshwater Wetlands and Water Courses Permit Proposed Construction of a Single Family Residence Currently Undeveloped Property on Evergreen Lane, Block 309 Lot 21 Referred by: Town of Mamaroneck Planning Board 3. Discussion of Proposed Wetlands Law Revision with Steve Coleman - Steve Coleman reviewed and discussed the entire proposed law with the CZMC and noted CZ 0599M.WPD CZMC-5/25/99 Pg.1 L: Printed on Recycled Paper changes throughout. Mr. Coleman will incorporate all discussed changes into the law. This revision will be distributed to Commission members for review at the next meeting. A copy of this revision will also be given to the appropriate Town and Village personnel for their initial review. Mr. Coleman stated that a draft version of the revised Town of Mamaroneck Wetlands Map should be completed and available for review at the next meeting of the CZMC. 4. Discussion of Proposed Pesticide Notification Requirements-NYSDEC - After a brief discussion,the CZMC decided that it did not have any substantive comments regarding the proposed pesticide notification requirements.. 5. Members' Reports - H. McMichael stated that the east branch of the Sheldrake River turned brown during the last large rain storm. He presented photographs and water samples taken from the east and west branches of the Sheldrake River for comparison. The east branch appeared to be carrying a much higher load of suspended solids than the west. - P. Wittner stated that there is a vacant position on the CZMC for a Town representative. 6. Chairpersons' Reports Q - N. Seligson stated that Ken Bialo has been re-assigned as the Village of Larchmont's liaison to the CZMC. - N. Seligson invited all Commission members to her house on June 24th for an Environmental Leadership Council meeting of the League of Conservation Voters. Nancy added that John Cahill,the Commissioner of the NYS Department of Environmental Conservation, will be present. - N. Seligson stated that the Village of Larchmont is trying to relocate the proposed 2 million gallon storm sewer overflow facility from the intersection of Flint Avenue and Cherry Avenue to Flint Park. Larchmont is currently seeking additional sources for funding, as it will will be more expensive to locate this facility in Flint Park. - N. Seligson stated that on July 12th, the Village of Larchmont will be holding a public hearing regarding proposed changes to their Zoning Law.
