A regular meeting of the Coastal Zone Management Commission (CZMC)
was held on Tuesday, May 25, 1993 at the Town Center, 740 West
Boston Post Road, Mamaroneck, New York. The meeting commenced at
8 : 00 PM.

Approval of Minutes
The Minutes of April 27, 1993 were approved with no revisions.
Referral - Ouittman Property
Mr. Martin explained that the basis of the referral was an
application by Mrs. Quittman to the Town of Mamaroneck Planning
Board for a Freshwater Wetlands permit which constitutes a Type I
action under the Town's Environmental Quality Review Law.
Mr. Brickelmaier, the Applicant's engineer, described the proposed
activity which is the construction of a one family home and garage
on a parcel which abuts Saxon Wood Park. The parcel also has a
small stream traversing its northerly corner. Runoff from paved
areas of the property will be directed over the ground to an
interconnected series of six dry wells in the lower elevation
portion of the property near the stream. The dry wells would also
act as detention basins, slowly discharging the stored runoff

through a single six inch pipe into a level spreader. An}' overflow
would discharge from the level spreader into the stream. The
parcel is heavily wooded. The CZMC expressed concern about the
removal of trees. Applicant explained her plan to leave as many
trees as possible to act as a buffer and to screen the property
from a nearby trail in Saxon Woods Park. The CZMC was also
concerned that the stream be protected from carryover of silt
during and after construction. It was also suggested by the
Commission that Applicant consider using a permeable paving surface
for the driveway area.
Chairman Reports
Mr. Martin reported receiving a letter from the New York State
Energy and Research Development Authority. The letter was a notice
of a proposed $250 million bond offering by the Authority to fund
a series of electric, gas and steam replacements, improvements and
additions for Con Edison. The notice to the CZMC is required by
the NYS Department of State's Coastal Zone Management Program.
This notice is given to communities with an approved LWRP.
Mr. Martin will respond to NYSERDA.
Member Reports
Mrs. Wittner reported on a letter sent by Supervisor
Silverstone to New Rochelle Mayor Idoni expressing concern over
New Rochelle's possible sale of Pryer Manor Marsh as buildable
lots. This marsh is a prime example of a formerly connected tidal
wetland. The Pryer Manor Association will be holding a meeting on
May 26th to discuss the matter.
Mrs. Wittner also reported that the NYSDEC has extended its
funding agreement for the Premium River dredging project.
Other Business
Mr. Martin reported that he has been informed by Mary
Feldtmose that regretfully her current work obligations preclude
her continued membership on the Commission. She will send a letter
of resignation to Mayor Lewy and copy the Commission.
Mr. Martin also reported that he was informed by Steve Altieri
that resumes were being reviewed for the position of Environmental
Coordinator.

Mr. Altieri also reported that he was having ` difficulty
finding a recorder for the Commission meetings. Members of the
CZMC agreed that it is impossible for the Commission to function
without a recorder and also noted the need for a staff aide (EC) .
Meeting adjourned at 9 : 35 P.M.
