CZMC MINUTES
March 24, 1998
A regular meeting of the Costal Zone Management Commission(CZMC)was held on March 24,
1998 in Conference Room "A", 740 West Boston Post Road, Mamaroneck, New York.
The meeting was called to order at 8:19 p.m.

1. Approval of Minutes:
- The minutes from 2/24/98 were approved with corrections from members on a motion by
H. McMichael, seconded by W. Bailey.

2. Consistency Referral:
Special Permit - 2 Kitchens Japanese-Thai Take Out Restaurant - George Poline
Requested by:Town of Mamaroneck Planning Board
After a brief discussion, the Commission agreed that the granting of a special permit for 2-
Kitchens Japanese/Thai Take Out Restaurant will neither advance nor hinder the policies set
forth in the Local Waterfront Revitalization Plan (the LWRP) and accordingly is neither
consistent nor inconsistent therewith.
3. Discussion of Proposed Freshwater and Tidal Wetlands Law:
DiscussioN OF MAPPING:
- J. Athey stated that he has been is contact with ASI Landmark GIS to get an estimate of the
costs involved with compiling the existing AutoCAD files into one or several maps.
According to ASI, the cost for compiling the files onto a single mylar map (whose
dimensions would be approximately 34" x 7.5') would fall under $500. ASI's minimum charge
for such work is $500, therefore the Commission would be charged accordingly.
- The Commission commented that it would be desirable to have ASI digitize the new wetlands
information, after it is generated, and receive a final mylar copy (or copies) of the map
with the updated wetlands included and an accompanying CD or disk(s) of the final digital
output. The Commission also stated that it may be easier to break the Town up into two
sections and print out these two sections on separate —30" x 40" maps.
- The Commission stated that before a consultant could be hired (or considered) the known
and suspected wetland areas in the Town must be mapped out and, if possible, a rough
calculation of the linear footage should be derived to give the consultant a better idea
of the work involved.
- Several members of the Commission stated that there is still a substantial amount of work
to be done in-house before a consultant can be considered and the actual amount of work
required of a consultant may be minimal.
DiscussION OF LAW:
- The proposed law was discussed and several changes were noted by Commission members.
- P. Wittner suggested that the most recent version of the proposed law be submitted to a
consultant for further advice and direction.
- Members of the Commission acknowledged that this may be needed. This matter will be
discussed further at the next meeting.

4. Chairpersons' Reports:
- L. Andrews announced that there will be a work session with the Village of Larchmont Board
of Trustees on March 30th where the CZMC will have an opportunity to discuss the proposed
amendment to the Consistency Law before the matter is scheduled for discussion at a Board
meeting.
*This discussion of the Consistency Law with the VOL was later cancelled
The next scheduled work session will be announced*
5. Members' Reports:
- J. Athey stated that the CZMC Annual Reports have been completed. He distributed copies
to the members present and will mail copies to the absent members. P. Wittner inquired
whether or not they had been presented or distributed to the Town or Village. Mr. Athey
stated that they have not been distributed to anyone. The VOL requested that a formal
presentation not be made this year and the TOM's presentation is pending until Nancy
Seligson's return.
- P. Wittner stated that on May 30th Nancy Seligson will be honored by Save the Sound at
Riverside in Greenwich. Everyone will be receiving invitations.
- R. Ward stated that he has five invitations to the Pace University Law School's Community
Leadership Alliance Seminar on April 8th and made them available to all interested
Commission members.
- P. Wittner announced that a grant (that she applied for) has been received to restore
tidal flow to Pryer Manor Marsh.
The meeting was adjourned at 9:50 p.m.
The next scheduled CZMC meeting will be held on April 28, 1998.
