MARCH 24, 1992
A regular meeting of the Coastal Zone Management Commission (CZMC) was
held on Tuesday, March 24, 1992 in Conference Room A at the Town Center,
740 West Boston Post Road, Mamaroneck, New York. The meeting commenced
at 8:10 p.m.

APPROVAL OF MINUTES
Minutes: Minor changes were made to the previously approved minutes
of January, page 5. The minutes for February were approved with minor
changes on page 3.
CHAIRMAN'S REPOKI'S
A. Correspondence - Outgoing:
1. 3/11/92 - To Elaine Price - Terrestrial and Aquatic Resources
and Wetlands data for Supplemental Generic Environmental Impact
Statement (SGEIS) . Steve Coleman will be doing nesting and
feeding sites in the GEIS areas in the next few months. After
surveying the Reservoir-Sheldrake-Leatherstocking Complex, he
would like to do the Hommocks Complex and the Premium Complex.
Mrs. Wittner requested that Ms. Ng ask him if he would like to
do field work at Winged Foot Golf Club.

2. 3/13/92 - To George Stafford and Charles McCaffrey, DOS. Hope
they will work with New Rochelle on their LWRP.
3. 3/13/92 - Westchester County Legislator George Latimer re:
proposing a resolution to "never consider that County awned
parks on L.I. Sound be used for other than park purposes".
B. Correspondence - Copies:

Supplemental Generic Environmental Impact Statement assignment
on open space and LWRP policies.
2. 3/9/92 - Mary Anne Johnson to Elaine Price re: Historical and

3. Bob Hohberg's "Fast Creek Correcting Coliform Pollution - Summer
1991" document.
4. 3/31/92 - Planning Board Agenda front the City of New Rochelle,
Dept. of Development, - Informal discussion on the preliminary
subdivision plat for Emerson Point Estates.
C. OTHER:
1. Town Council 2/26 - Mrs. Wittner presented CZMC's Annual Report
and was also authorized to submit a Federal Small Business
Administration Tree Planting grant. There was a presentation by
County Legislator George Latimer as well.
MEMBERS' REPORTS/MINUTE
Angel Martin - CAC: Charles Bernstein is receiving training to do
water quality monitoring in the L.I. Sound. CAC would like Steve Coleman
to look at an overgrowth of brambles at the end of Hammocks Rd. to see
what he would recommend. The storm drain stenciling program will be
starting soon. Sandra Marraffino gave a status report on the
conservation areas' guidebook she prepared (sponsored by the LIFE Center
and the Friends of the Reservoir) .

The coliform report given by Bob Hohberg showed areas where there are
high coliform and fecal counts in Fast Creek as the latter crosses Post
Road. Alan Mason suggested that comparisons be made with studies done in
the same areas a few years ago to see what changes, if any, have
occurred. Ms. Ng reported that Mr. Hohberg has only been able to do one
data base of the entire area, including the Village of Mamaroneck; he
finished with Guion Creek in 1987. He is now going back again and has
redone Larchmont Reservoir, below the Reservoir to Gardens Lake, and went
back to Fast Creek. Mrs. Wittner suggested Mr. Hohberg be asked if a
copy of his report can be sent to Jack Taylor who is working on the East
Creek boom. Mrs. Wittner questioned whether Mr. Bernstein and Mr.
Hohberg will be collecting the same kind of data. Mr. Martin believes
there will be same correlation. Mrs. Wittner then asked Mr. Martin to
convey to the CAC that it would be helpful if both Mr. Hohberg and
Mr. Bernstein were testing for some of the same things.
Richard Metzner - Town of Mamaroneck Architectural Review Board: The
Volkswagen dealership on Boston Post Rd. will become a Saturn dealership.
Richard Coico - VOL - Parks and Trees Commission: He did not attend
the meeting but Mayor-elect Lewy canted that they are going to update
their tree inventory.
Howard McMichael - VOM - Harbour Commission: Re. Chapter 210,
Village of Mamaroneck local law: Mr. McMichael will be proposing to the
Coastal Zone Commission, Village of Mamaroneck, that two pump out
stations be installed in the Village. He spoke to George Latimer at this
meeting who suggested he put the information in writing, and Mr. Latimer
will pursue it at the County level.
Lawrence Lowy - Board of Architectural Review, Larchmont: Nothing to
report.
Elinor Frcuiston - Planning Board, Larchmont: She did not attend but
spoke with Syrette Dym Grant who reported that Mavis Tire is taking down
part of their station, expanding another part, and putting in seven more
parking planes. They will need a variance.
Shirley Tolley - Planning Board, Town of Mamaroneck: She did not
attend but Dr. Mason reported on the meeting. They had a series of
hearings but did not have a full board attending (five members out of
seven) for voting purposes. They responded favorably to the Winged Foot
Golf Club gas tanks permit. The draft environmental impact statement
(DEIS) was then presented for acceptance for the DiForio property, which
was not listed on the agenda. Dr. Mason questioned whether the Board
should apt the draft as he found factual errors in it. The DEIS will
be presented again for acceptance after further review.

ENVIRONMENTAL COORDINATOR'S REPORTS
Ms. Ng had noting to report.
NEW OR OTHER
County Legislator George Latimer spoke and gave an update on the
county level of government as follows:
1. Davids Island - Legislator Latimer suggested that the CZMC
outline broad principles to the County Board of Legislators that would
show the items that CZMC is most concerned about and future developments
that would be consistent with the CZMC's guiding principles. He said if
CZMC felt strongly about never having a bridge to Davids Island to state
as such in the lett-Pr. He felt a reasonable time frame for issuing the
letter would be June 15, 1992. Mrs. Tolley suggested looking at CZMC's
policies to use as a basis for what the parameters would be. Legislator
Latimer suggested discussions be held with Town and Village officials
before any correspondence is sent out. He has not as yet spoken with
Supervisor Silverstone, Mayor-elect Lewy, or Mayor Curnin. He feels
there is very little support for the bridge proposal now, and the Davids
Island issue is not dead but will just proceed on a slower track.
2. County Coastal Zone Management Plan - Legislator Latimer has
celled for a County Cr stal Zone Management Plan affecting county-owned
parcels of land along the Sound. The County would follow the same
procedures as was done in the municipalities that already have LWRP's.
The County would put together a plan that would govern the County-owned
parcels along the Sound (three in Rye and Glen Island in New Rochelle) .
Legislator Latimer will keep CZMC informed of any new developments.
3. Dedication of Marsh and Park Lands - Legislator Latimer is making
a direct effort to get parkland dedication legislation from the County
Board of Legislators to dedicate the Rye Marshlands and appropriate
parklands. He must see haw much support there is for this type of
resolution and feels the plan stands a greater change by picking a
certain n mmber of parcels and getting those passed. He suggested talking
with CZMC to identify cutting edge parcels that affect
Larchmont/Mamaroneck the most and put them on the list. In the past,

Steve Tenore has advocated inventorying County-owned park lands for
dedication so he will be sensitive to this legislation. Legislator
Latimer knows of only one parcel of land, Read Sanctuary, which is
protected by State legislation. He would like to ^m the same type of
language used for the Rye Marshlands Conservancy.
4. Jay Estate - Legislator Latimer attended a meeting last week with
representatives from Julia Stokes' office (OPRHP) . There was County
Board consensus to amppt the State's $4 million for the Jay property.
When it is approved, it will require dedicating it as part of the
marshlands. This would allow the Jay Heritage Coalition to try to fund
raise and rehabilitate the buildings. The only question is how much the
County will pay for it and if they go through an extended legal process
to get the land or not. He will keep Mrs. Wittner and the Town and
Village Boards posted on any new developments.
5. County Board of Legislators Meetings - Legislator Latimer
distributed a letter giving the upcoming dates of the County Board
meetings. They meet on Thursdays, generally at 3 p.m. , at the County
Board. They are open meetings and he invited all to attend and speak
and/or ask questions.
