Boston Post Road, Mamaroneck, New York. The meeting was called to order at 8:10 p.m. MEMBERS PRESENT: Lili Andrews Co-Chair Madelaine Berg CZMC Frank McGahan CZMC Howard McMichael CZMC Richard Metzner CZMC Nancy Seligson Co-Chair OTHERS PRESENT: James W. Athey Environmental Coordinator, TOM REGRETS: William H. Bailey CZMC Ruth Gyure CZMC C. Alan Mason CZMC Richard Ward CZMC 1. Approval of Minutes: It was agreed upon by the Commission that the minutes from 6/24/97 should be rewritten and simplified and subject for approval at the 8/26/97 meeting. 7/29/97-Pg.1 to Printed on Recycled Paper 2. Consistency Referral: 97 Madison Avenue -Fallon Subdivision -Brian J. Fallon/Vicky Eng - TOM Planning Board Members of the commission expressed concern about possible negative effects on the surface drainage to Pine Brook. The Commission recommended the following: (1) measures be taken in accordance with the Surface Water, Erosion and Sediment Control Law to prevent erosion and siltation be closely monitored during construction; (2) impervious surfaces, such as driveways, be minimized; and (3) to the extent feasible, existing trees on the site be preserved and native plantings be used in landscaping to minimize the need for fertilizers and pesticides. It was agreed upon by the Commission that the approval of the proposed subdivision will neither advance nor hinder the policies set forth in the Local Waterfront Revitalization Plan (the LWRP) and accordingly is neither consistent nor inconsistent therewith. 3. Advisory Opinion: 845 Palmer Avenue -Addition of a four story wing-Sarah R. Neuman Nursing Home - NYS Department of State Members of the Commission agreed that the information provided was insufficient to determine consistency with the LWRP. The commission decided to postpone the discussion until the 8/26/97 meeting. James Athey stated that he would attempt to locate site plans and a more detailed description of the proposed addition before the next scheduled meeting. 4. Chairpersons' Reports: -Nancy Seligson announced that she and Phyllis Wittner had reviewed Laura Tessier's document, "Local Law No. 1-1986, Freshwater Wetlands -Evaluation and Recommendations for Revision", in an effort to assemble a document that would be easier to use. She then distributed the revised document to the members of the Commission. The meeting was adjourned at 8:58 p.m. 7/29/97-Pg.2
