The meeting was called to order at 8:08 p.m. MEMBERS PRESENT: Lili Andrews, Co-Chairwoman Madelaine Berg Marc Godick Ruth Gyure Bernard Kaplan C. Alan Mason Howard McMichael Nancy Seligson, Co-Chairwoman Richard Ward Eileen Weingarten REGRETS: William H. Bailey OTHERS PRESENT: James W. Athey Jr. Environmental Coordinator, TOM Phyllis Wittner Liaison, TOM 1. Approval of Minutes: - The minutes from 11/25/97 were approved with corrections from members on a motion by C.A. Mason, seconded by M. Berg. 2. Detailed Discussion of Freshwater and Tidal Wetlands Law: - N.Seligson gave a brief synopsis of the proposed Wetlands Law to the Commission and several of the definitions and points contained therein were discussed. After noting a CZ_0198M.WPD CZMC- 1/27/98 Pg.1 tail Printed on Recycled Paper few changes, Commission members agreed to thoroughly read through the proposed law and prepare for a detailed discussion at the February 24th meeting of the CZMC. - The Commission agreed that a detailed wetlands map must be completed before the Wetlands Law can be submitted. It was recommended that a consultant be hired to delineate the wetlands and create the map using his/her field data in combination with existing data (State and County tidal and freshwater wetlands data, areas delineated by UNH graduate students, topographic maps, aerial photos and any other applicable information). - It was suggested that both, a wetlands specialist and a surveyor be hired to work together as a team in compiling the wetlands map. This may help to increase the accuracy of the proposed maps and to move the project along smoother and more rapidly. - Several Commission members stated that "pinpoint" accuracy may not be necessary. Since wetland boundaries are fuzzy and by no means static, it may be easier and more beneficial to roughly identify the wetland areas and to leave the fine tuning to individual site determinations. It was then suggested that this map should provide general guidance in locating and determining wetlands and should not be considered all inclusive; there may be wetland areas throughout the Town/Village as per the wetlands definition in the Town/Village Wetlands Law that are not included on the map, and these areas should be handled accordingly. - The Commission stated that the responsibility of individual site determinations/ delineations should fall mostly on the developer/property owner rather than on the municipality. - The Commission agreed that a mapping committee should be assigned to work out the wetlands mapping details. The committee consists of the following persons: J.Athey, M.Godick, B.Kaplan and E.Weingarten. The committee will meet for the first time on February 4th at 7:30 A.M. 3. Update on Amendment to Consistency Law: - N.Seligson announced that the Amendment to the Consistency Law has been approved in the Town of Mamaroneck, however the Village of Larchmont requested additional information before it would be considered. She stated that she will be preparing a written response to their requests so that it may be presented again to the Village of Larchmont Council. Chairpersons' Reports: - N.Seligson announced that she and J.Athey have prepared a first draft of the CZMC annual report, and upon completion it will be presented to the TOM Town Board and the VOL Board of Trustees. - N.Seligson announced that Save the Sound, Connecticut Fund for the Environment and Natural Resources Defense Council presented Long Island Sound Municipal Report Cards: Environmental Assessments of 78 Coastal Communities earlier today (1/27/98) at a press conference. The Village of Larchmont, the Village of Mamaroneck and the Town of Mamaroneck all received a grade of"Good". Copies of the official report may be obtained through one of these three organizations or through TOM Environmental Coordinator, J.Athey.
