JANUARY 26, 1993 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on Tuesday, January 26, 1993 in Conference Room A at the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:05 p.m. Members Present: Angel J. Martin, Chairman Elinor Fredston C. Alan Mason Howard McMichael, Jr. Richard Metzner Richard Ward Phyllis Wittner Richard A. Young Others Present: Lili Andrews, Visitor Paul Benowitz, Architect for Mr. & Mrs. Rosenfeld, 217 Hammocks Road Andrew Fredman, Architect for Loyal Inn Lanes Frank Gagliardo, Landscape Architect, Erwin N. Potter & Assoc., Consultant for 61 Woodbine Ave., Mary Anne Johnson, Former CZMC Member, CAC Emeritus Claudia Ng, Environmental Coordinator Ellen Morse, Recorder Chairman Martin opened the meeting by announcing the resignation of CZMC member Richard Coico. He read the resignation letter to the Commission. REFERRALS A. Loyal Inn Lanes Conversion to Shopping Center at 2444 Boston Post Road - This referral is from the Town Planning Board. Architect Andrew Fredman presented the plan for this project. There are various landscape plans which were not available for review. The architect stated that there will be 4-5 trees planted on Boston Post Road and many more planted in the back of the shopping center. Two new tenants with 15 year leases are CVS and Staples. There will be one to three more tenants. There are no plans on file in the Town for this site as to where utility services are located. It was suggested that the architect check the records in the City of New Rochelle as this site is very close to that City line. Printed on Recycled Paper CZMC Minutes January 26, 1993 Page 2 The runoff will drain into a new oil and sand interceptor tank located before Sherwood Drive which will handle a ten year, one hour storm. There is one catch basin located in the back of the property running out to Sherwood Drive which will be tied into the new tank. A drainage trench will be installed along the east and south sides on Boston Post Road. It was questioned as to what the definition is of a ten year, one hour storm, i.e., how many inches they calculate will fall in one hour. The architect will respond to this question by fax to the Town offices. Another question raised was if they are using the appropriate curve for this catch basin setting. Chairman Martin asked Ms. Ng to confirm this with Gary Trachtman. In closing, Chairman Martin stated CZMC's concerns which will be included in the opinion letter: preventive measures including the placement of silt curtain and hay bales, identifying potential areas where the sanitary sewer connects, resolution of the roof drainage problem, concerns that the plantings be selected so that they don't add to the clogging of the drains, and review of landscaping. B. 217 Hammocks Road - Additions: Pool and Mechanical Roan - This is a referral from the Town Zoning Board. Paul Benowitz who is the architect for Mr. & Mrs. Rosenfeld of 217 Hammocks Road presented the plans for an indoor lap pool. He will meet again with the Zoning Board tomorrow evening. The pool is about 56 feet fran the building and 15 feet wide. Mr. Benowitz wrote a letter to Mr. Manfredi, NYS DEC, who responded that a SPED6 permit is not required from than. The owners will enter into a service agreement probably with their contractor, Shoreline Pools. This service is handled every three weeks and has a backwash prevention system. Mr. Benowitz then described this system. Chairman Martin requested that during the excavation appropriate measures be taken such as hay bales around the perimeter of the property that drain off into the Sound. This will be requested in the opinion letter. C. 61 Woodbine - Phragmites Removal and Proposed Plantings - Landscape Architect Frank Gagliardo was before this Commission in 1992. He is returning on behalf of the applicant's architect with a revised planting plan. This proposal has also been submitted to NYS DEC for approval. The applicant would like to remove the phragmites and replant the wetlands to see more of the river and create ecologically a more diverse planting. Mr. Gagliardo pointed out the low marsh areas and water lines on the plans and passed around photographs of the site. He pointed out the areas that will be replanted using the CZMC Minutes January 26, 1993 Page 3 plant list provided last year by Consultant Joan Hanson of Malcolm Pirnie. Chairman Martin asked how the phragmites will be removed. Mr. Gagliardo responded that they will be sprayed with RODEO at the time of flowering or just after. There will be on going gardening maintenance and any return of phragmites will be dug out by hand. One problem Mrs. Wittner foresees with the phragmites removal and suggests the owner be made aware of is that there could be an increase of Canadian geese in that area. In conclusion, it was decided that Mrs. Wittner write a letter to NYS DEC with CZMC's comments and send copies to Larchmont Village's Engineer Joe Morgan and the Planning Board. CORN REPORT - DISCUSSION ON RECOMMENDATIONS FOR RSIrCEA This has been tabled to the next meeting. Chairman Martin suggested the members read the recommendations before the next meeting. APPROVAL OF MINUTES The minutes of November 24, 1992 had several corrections made. The minutes were adopted on motion from Dr. Mason and seconded by Mr. Young. CHAIRMAN REPORTS Annual Report - Chairman Martin reported that the sixth annual report was submitted to the Village of Larchmont and was well received. It will be submitted to the Town on February 3, 1993. Chairman Martin thanked Mrs. Wittner for her efforts in preparing this report. MEMBERS' REPORTS/MINUTE Mary Feldtmose - Zoning Board - Chairman Martin reported in Ms. Feldtmose's absence and there was nothing to report. Phyllis Wittner - LWRP Supplement - This will not be reported on this evening. Mrs. Wittner did report on a meeting with Councilwoman Price, Mayor Lowy, Ms. Tolley and herself. The topic was Davids Island with emphasis on the IMRP Supplement. Mrs. Wittner feels they should revise the Inventory and Analysis to reflect more context on the scenic views. Two new people from the Department of State will be visiting this area to see Larchmont Harbor and the Premium Marsh areas. Mrs. Wittner will also take them to Bonnie Briar and the Reservoir. Elinor Fredston - Planning Commission - Mrs. Fredston reported that in the discussion on the Patterns Project of Westchester County, she noted that the Village does not have the coastal zone indicated on their zoning map and feels there should be some legend added on to reflect it. CZMC Minutes January 26, 1993 Page 4 Mrs. Fredston reported that another restaurant is going up on Boston Post Road and a new one at 1919 Palmer Avenue which needs rezoning. At 5 Winans Street there is a preexisting, non-conforming five unit apartment house. A new driveway is going in where it is very steep. The plans for the drain look fine. Richard Ward - Conservation Advisory Commission - It was reported at this meeting that Larchmont leads in the amount of tonnage per person collected for recyclables. Mr. Ward reported that CAC will request that Steve Coleman appear before CAC and explain the work he proposes to do. Chairman Martin then suggested that Mr. Coleman appear before CLMC at their next meeting to also ask him questions. Richard Metzner - Planning Board - Representatives for the Loyal Inn Lanes were present at the December meeting. Mr. Metzner mentioned that he noticed that Pine Brook has a new boom as of the last few days. C. Alan Mason - Town Board - Dr. Mason gave an update on the Reservoir to the Board. Howard Md4ichael - Board of Architectural Review - Nothing to report. Richard Young - Planning Board - Mr. Metzner reported on this meeting. Mrs. Wittner reported that the Erosion and Sediment Control Law was passed in the Town. Problems have surfaced in three areas with the law: (1) contour maps which would be quite expensive for homeowners; (2) cash bonds which are not suited for individual homeowners doing their own work; and (3) enforcement. Mrs. Wittner will distribute copies of Mr. Jakubowski's comments to the Commission on this topic. ENVIRONMENTAL COORDINATOR REPORTS A. Blasland & Bouck report on Hoimacks Maintenance - Ms. Ng reported on this two year contract between the Town and Blasland & Bouck to put in litter, sediment and oil traps in the Hammocks Marsh. Blasland & Bruck reported in a letter dated December 3, 1992 on the effects of the project and said there is minim 1 trash, sediment and oil accumulation when they observed it in July. They check the sites every three months. Chairman Martin asked Ms. Ng to report to the Town that there is a boom up on the rocks which should be removed. B. Other - Each Commission member has received the first piece to the supplement to the L TRP. Chairman Martin requested the Commission to think about how they want to review it - possibly forming a subcommittee. It was agreed to table this topic until the next meeting.
