MINUTES
JANUARY 25, 1994
A regular meeting of the Coastal Zone Management Commission (CZMC) was held
on January- 25, 1994 at the Town Center, 740 West Boston Post Road,
Mamaroneck, New York. The meeting commenced at 8:00 PM.

I. APPROVAL OF MINUTES
The minutes of November 23 , 1993 were approved upon a motion from Elinor
Fredston, seconded by Richard Metzner.
II. UNFINISHED BUSINESS
A. Chemical Bank Referral , 1350 Boston Post Road.
Frank McGahan presented his comments on the Chemical Bank referral to the
Board.
Mr. McGahan, upon reviewing the engineer's report and an on-site inspection,
agreed with the assessment of the engineer for Chemical Bank. He reported
that with the moisture getting in behind the cracks and freezing, there does
need to be a wall built for protection. There is also erosion in one corner,
undermining the trees.
Mr. McGahan stated that the existing wall could be extend and the planting of
vegetation could be accommodated on this site. He stated, however, that the
plantings that are there now would have to be removed in order to build the
new wall sections.

Nancy Sterbenz suggested planting Hollies along the wall because with their
prickly leaves, they may inhibit graffiti from being placed on the wall .
Phyllis Wittner stated that as this project has not been formally referred,
the CZMC table discussion of this roject until it is formally referred.
B. HOMMOCKS MANAGEMENT PLAN 4
Phyllis Wittner mentioned that Steve Coleman's Hommocks Management Plan had
: been completed and distributed to the CZMC members. She mentioned that it
looks like a good, comprehensive job; that there is a4lot for the CAC to work
with.

III. NEW OR OTHER BUSINESS
A. "Total Fitness" Referral , Madison Avenue.
The applicant has proposed the installation of 50 additional lockers but it
is unclear at this point whether the applicant is still proposing to do
this. The Building Department has concerns as to whether the parking is
adequate to accommodate the potential use intensification.
H. McMichael reported that at certain times of the day, to 5:00 PM, the
NO parking can get quite crowded because there are a lot of children''_ classes
around this time and the children get dropped off and picked up. H.
McMichael stated that the parking, in general , seems to work because the
people park along the road toward the Recycling Center.
Lilian Andrews stated that at the Planning Board meeting of 1/20/94, it was
discussed that in the morning parking can be a problem, as parents drop their
children off for day care. Additional discussion revealed that Total Fitness
has an informal arrangement with theCoughlin Group, where members can use
their parking as an overflow area when needed.
,✓ Eve Nudelman mentioned that the Building Department can not include the
parking available at the Coughlin Group when calculating the number of
parking spaces needed for the Total Fitness facility. She also relayed that
during one storm, the Highway Department could not adequately maneuver their,
trucks past the cars parked along Maxwell Avenue.
Phyllis Wittner suggested checking the files for CZMC's previous comments as
she recalled reviewing this application in the past.
Since the architect or another project representative was not at the meeting
to make a presentation, the CZMC needs to request a time extension from the
Planning Board in order to give the applicant the opportunity to appear
before the CZMC.

IV. CHAIRMAN'S REPORT
A
A. Discussion of CZMC/CAC Roles
Dr. Alan Mason reported that in discussions with the supervisor, it was
revealed that the CAC was having problems; that their membership is down as
well as their productivity. Elaine Price asked if the CZMC would meet
jointly with the CAC and help to re-focus them.
Alan Mason stated that for the benefit of the CAC, he would like to stress
the management, operation and development of an implementation plan with
them. In other words, he would like to stress taking an aggressive approach
with regard to their clearly mandated objectives, such as the conservation
areas.
Richard Ward suggested that the role that the CZMC could play is to advise
the CAC regarding what kinds of projects make sense, to help the CAC set
priorities and to suggest to them ways to pursue implementation of projects.
Kathleen O'Flinn mentioned that the CAC has a work program from which the
year's work focus originates. She suggested that the members of the CZMC
read through the CAC's work program in order to be able to comment on which
projects show the most promise and ways to implement them at the joint
meeting.
P. Wittner stated that the distinction between the roles of the two
Commission's really need to be made clear. K. O'Flinn suggested that this
should be discussed at the first joint meeting, too.

Elinor Fredston suggested that the CAC really needs to go back to the Local
V �.. Environme tal Protection Assistance Program (LEAP) Administrative Guidelines
ooklet to find their goals and objectives. She suggested that the past
r iven of the CAC should get together with the current CAC members to 4_
discuss the specific mandates and direction of the CAC, such as the
u8 7 development of a Natural Resources Inventory. She suggested that this could
'die an informal gathering and does not have t6 be in the form of a formal
meeting. Additionally, she suggested that the members of the CZMC try and
find new members for the CAC. K. O'Flinn asked that if the CZMC members know
of someone interested in serving on the CAC, the CZMC members contact her'
with their recommendation and she would then follow-up on their suggestion.
Nancy Sterbenz suggested that there be an attempt to contact the CAC ,�lumni �

V. MEMBER'S REPORTS

P. Wittner mentioned that she attended a meeting in Rye of the County .,,'
Executive Citizen's Report on Non-Point Source Pollution and thaw was an 6
excellent presentation. They have recommendations for actions that can be
taken now, intermediately and long term:.

W MEMBER'S REPORTS CONTINUED
P. Wittner reported that she had made comments on the Long Island Sound
Coastal Management Program to the Department of State.
Frank McGahan announced that on Sunday, February 6 at 2:30 PM, the Historical
Society is having a slide presentation by Dr. Marilyn Weigold entitled, "An
Era of Elegance - the Gilded Age Along the Sound", at Flint Park.
F. McGahan announced that on Sunday, March 13 , the Historical Society is
giving a presentation entitled, "Boats on the Sound - Yachts and Yachting in
Larchmont from 1880-1990". The presentation will be given by C. Stanley
Ogilvy at the playhouse at Flint Park.
VI. ENVIRONMENTAL COORDINATOR'S REPORT
E. Nudelman made an announcement regarding a conference given by the Land Use
L w Center on Land Use, Environmental Regulation and Regional Develop�Tt—to
be held at Pace University, White Plains, February 2222,119994.
The meeting adjourned at 10:00 PM.
