The meeting was called to order at 8:25 p.m. MEMBERS PRESENT: Lili Andrews, Co-Chairwoman Madelaine Berg Marc S. Godick Bernard Kaplan Howard McMichael REGRETS: William H. Bailey Ruth Gyure Dr. C. Approval of Minutes: - The minutes from 1/26/99 were unanimously approved with corrections from members on a motion by L. Andrews seconded by M. Berg. 2. Consistency Referrals: Proposed Construction of a New Single Family Residence Currently Undeveloped Property on Fenbrook Drive, Block 309 Lot 31 Requested by: Town of Mamaroneck Director of Building - Darrell Hoss stated that they would like to construct a single family residence at Block CZ 0299M.WPD CZMC-2/23/99 Pg.1 Ars it, Printed on Recycled Paper 309 Lot 31, Fenbrook Drive. They are proposing five (5) drywells on the property that will accept water from the roof leaders and a trench drain in the driveway. - The Commission stated that there is approximately 190 feet of proposed asphalt driveway that is pitched towards the road without any type of proposed drainage structure. The Commission stated that especially since the Town's storm sewer system is already at capacity, it is the Commission's opinion that this area's contribution (an increase of impervious surface totaling over 2,300 square feet) to storm water runoff from the site, as depicted on the site plans dated 8/25/98 and revised on 10/29/98 and 11/16/98, cannot be considered diminimus. Therefore, the Commission would like to see some type of drainage structure designed to contain the storm water that would otherwise flow from this section of driveway to the road. - A discussion ensued and the Commission agreed that the storm water retention system should be designed to handle all of the storm water on the site. More specifically, the storm water runoff from the section of driveway between the proposed trench drain and Fenbrook Drive should not be permitted to flow onto the road and into the Town's storm sewer system, instead this runoff should be directed into some type of on-site storm water detention system. - Providing that the applicant can establish a storm water retention system that will accommodate runoff from the above mentioned section of driveway, the CZMC agrees that this project will neither advance nor hinder the policies of the Town of Mamaroneck - Village of Larchmont Local Waterfront Revitalization Program (LWRP) and accordingly is neither consistent nor inconsistent therewith. In an effort to accommodate the applicant's schedule, the CZMC agrees that it is not necessary for the applicant to return for review at the next meeting of the CZMC. Rather, the CZMC requests that the applicant submit a copy of the revised plan to the Commission, upon designing such a plan, for immediate review. After reviewing the revised plan, the CZMC will issue its determination of consistency. Proposed Construction of Two Single Family Residences Currently Undeveloped Properties Between Marbourne Drive and Old White Plains Road Block 330 Lot 350.1 and Block 330 Lot 350.2 Referred by: Town of Mamaroneck Director of Building - J. Athey stated that the applicant requested that discussion of this matter be moved to the March 23rd meeting of the CZMC. They have not completed their site plan revisions and would therefore not have anything new to discuss with the Commission. 3. Discussion: Proposed Storage Tank and Wastewater Management Workshop - J. Athey stated that he has been informed by the Town's attorney that because the proposed workshop would be sponsored by the CZMC and a private company, Lexicon CZ_0299M.WPD CZMC-2/23/99 Pg.2 Environmental Associates, Inc., and no other private organizations would be given the opportunity to be represented, the workshop, as proposed, would be in violation of the Town's Code of Ethics. Further, the fact that Marc Godick would be speaking at the workshop as a representative of both, the CZMC and Lexicon, presents a conflict of interest. If the workshop is to be held it, must be sponsored 1) completely by Lexicon Environmental with no association with the CZMC or 2) if the CZMC would still like to sponsor this workshop, it must do so without any participation from Lexicon, or any other private company, unless participation is opened to all interested parties via public notice. Additionally, the CZMC may not recommend or suggest the services of any particular vendor. The CZMC may, however, provide an alphabetical listing of private companies to workshop participants. - A discussion ensued and the Commission stated that it is skeptical about the community's response to such a workshop and does not feel that they could expect a worthwhile attendance. The CZMC stated that perhaps an informational letter would be an effective way to educate the intended audience. The CZMC continued by stating that the letter could request a response from those parties that would be interested in attending such a workshop so the Commission could get an idea of the potential audience. 5. Discussion: Mamaroneck-Larchmont Coastal Assessment Form - This matter will be discussed at the next meeting of the CZMC. 6. Chairpersons' Reports - Lilian Andrews stated that Nancy Seligson and John Feingold, Executive Director of Westchester Land Trust, developed an inventory of vacant lots in New Rochelle using aerial photos and tax maps. Nancy thought it might be something the CZMC would like to look at for the Town of Mamaroneck and Village of Larchmont. The Commission agreed and stated that this matter should be discussed further. J. Athey will bring maps and aerial photos to the next meeting to aid the discussion. The meeting was adjourned at 9:45 p.m. The next scheduled CZMC meeting will be held on March 23, 1999.
