CZMC MINUTES
August 26, 1997
A regular meeting of the Costal Zone Management Commission(CZMC)was held on August 26, 1997
in Conference Room A,740 W.Boston Post Road,Mamaroneck,New York. The meeting was called
to order at 8:10 p.m.

1. Discussion /Consistency Referral:
Refurbishing of Hommocks Playing Field
Referred by:Town of Mamaroneck Town Board
-Stephen Altieri was present at this meeting to discuss the restoration of Hommocks Playing
Field. S. Altieri pointed out that there is a shortage of quality playing fields in the
Mamaroneck area and the condition of Hommocks Playing Field is deteriorating. He commented
that the soil at Hommocks Field is not conducive to growing grass due to its hard-packed sandy
nature. He stated that last year the Town of Mamaroneck commissioned Ward Associates to
prepare a feasibility study to try and restore Hommocks as a true athletic field. He
presented a drawing to the commission of the proposed field configuration. He stated that
the refurbished field will have a drainage system installed due to the relatively impermeable
nature of the underlying soil. He then commented that the field was once used as a landfill,
and stated that the proposed project will not involve any excavation; 12,000 cubic yards of
clean topsoil will be brought in to raise the field elevation by about twelve inches. He
stated that there is currently a pipe that runs beneath the playing field to drain Hampshire
Country Club when it floods. It has been agreed that when these pipes corrode and collapse,
they will be re-routed to avoid excavating in the field.
-The commission asked if putting a geotextile fabric down over the existing field had been a
consideration. It was also mentioned that capping the field may be warranted since the area
was once used as a landfill.
-S. Altieri said that the geotextile fabric had been considered, however it was an expense
that the town could not afford. He then stated that capping the field was not necessary
because the surface is already compacted and percolation through this soil layer is minimal.
He then commented that there will be an above ground irrigation system and a fence around the
perimeter of the field. He stated that according to the proposed schedule, work would begin
in the middle of November, 1997 and the field would re-open in the fall of 1999. This will
allow two growing seasons for the grass and permit re-seeding of areas that do not initially
grow. S. Altieri then commented that there has been discussion with a consultant about using
either a low nitrogen time release fertilizer or integrated pest management. He continued by
stating that the latter would require annual soil testing to determine the field's fertilizer
needs for each individual year.
-The commission expressed concern about runoff/erosion while the work is in progress.
-S.Altieri replied by stating that the entire area will be enclosed by silt fencing and/or
bails of hay during construction. The erosion control measures will be maintained by the
town.

-In the opinion of the CZMC, compliance with the following recommendations would assure
consistency with the policies set forth in the Local Waterfront Revitalization Program
(LWRP):
1) the erosion control measures be maintained while work is in progress
2) the proposed drainage measures provide adequate drainage
3) maintenance of the field (herbicides, pesticides, fertilizers)be closely
monitored and excessive use of these chemical be avoided
2. Approval of Minutes:
-The minutes from 6/24/97 and 7/29/97 could not be approved because a quorum did not exist.
Minutes from 6/24/97, 7/29/97, and 8/26/97 will be subject for approval at the next CZMC
meeting (9/23/97).
-The Commission asked J.Athey to call every CZMC member on the Monday before every meeting to
remind everyone of the meeting (in an attempt to increase attendance).
3. Consistency Referrals:
1435 Boston Post Road-Application for Variance to Enlarge Sign, Ray Catena Lexus
Referred by:TOM Zoning Board
-It was agreed upon by the Commission that the granting of a variance to enlarge the Ray
Catena/Lexus sign will neither advance nor hinder the policies set forth in the Local
Waterfront Revitalization Plan (the LWRP) and accordingly is neither consistent nor
inconsistent therewith.
1329 Boston Post Road-Placement of Signs, Repainting of Facade -Pier 1 Imports
Referred by:TOM Zoning Board
-It was agreed upon by the Commission that the placement of signs and repainting of the facade
at the future site of Pier 1 Imports will neither advance nor hinder the policies set forth in
the Local Waterfront Revitalization Plan (the LWRP) and accordingly is neither consistent
nor inconsistent therewith.
4. Advisory Opinion:
845 Palmer Avenue -Addition of a 4 story wing-Sarah R. Neuman Nursing Home
Referred by:NYS Department of State
-The information accompanying this referral was insufficient to determine consistency with
the Local Waterfront Revitalization Plan (the LWRP). However, the Commission expressed the
following concerns:

(1) Is the proposed drainage adequate to deal with the increase in impervious
surface and associated increase in runoff?
(2) With respect to the increase in parking area, are silt traps with the capability to
separate oil and water to be installed?
(3) Are the proposed on-site management practices sufficient to minimize erosion
and sedimentation?
5. Discussion of Proposed Amendment to Consistency Law:
-It was stated that because the Town of Mamaroneck and the Village of Larchmont adopted the
Consistency Law simultaneously, the Village of Larchmont would also have to adopt the changes
in order to avoid confusion.
-The Commission reviewed a document prepared by Phyllis Wittner of proposed changes to
the Consistency Law and made minor corrections.
-The Commission commented that it would be helpful to have a standard checklist of items that
must accompany all referrals.
-It was commented that the Commission should have the power to stop a proposed action when it
is found to be inconsistent with the LWRP, rather being passed over, with a letter of record,
if the referring agency disagrees with the CZMC's opinion.
6. Chairpersons' Reports:
-N. Seligson announced that Saturday, September 20th is International Beach Cleanup Day.
She invited all member of the Commission to participate.
-N. Seligson stated that the Commission must continue to work on the proposed Freshwater
Wetland and Water Courses Protection Law and Creation of the Local Tidal Wetlands Law. She
continued by saying that it must be completed by year-end 1997.
7. Environmental Coordinator's Report:
-J. Athey stated that the Town has been presented with the opportunity to have wetlands
mapping performed by graduate students from the University of New Haven, CT. The students
will be working on this project as part of the coursework for an Advanced Environmental
Geology class. The class is planning their first field trip to Mamaroneck on September 21,
1997.
The meeting was adjourned at 10:15 p.m.
The next scheduled CZMC meeting will be held on September 23, 1997.
