The meeting commenced at 8:10 p.m. Members Present: Phyllis Wittner, Chairman Elinor Fredston Lawrence Lowy Angel J. Martin C. Alan Mason Howard McMichael, Jr. Shirley Tolley Richard A. Young Others Present: Frank Gagliardo, Landscape Architect, Erwin N. Potter & Associates, Consultant for 61 and 65 Woodbine Avenue Mary Jaehrig, Soils Scientist, Environmental Systems Planning Mary Anne Johnson, Former Member CZMC E. H. Rosenblum, Rosenblum Harb Architects Richard J. Ward, 173 Larchmont Avenue, Larchmont Claudia Ng, Environmental Coordinator Ellen Morse, Recorder CONSISTENCY REFERRAL 61 and 65 Woodbine Avenue - VOL Planning Commission (Cont'd) : Mr. Gagliardo spoke of two major concerns from last month's CZMC meeting, i.e., phragmites removal and the method of treating storm water runoff. The following changes have been made: (1) Phragmites will not be removed due to a cost factor and the fact that the Army Corps of Engineers wants a delineation of the wetland area which is costly and time consuming. (2) There will be a realignment of the sewer pipe and easement as noted previously. CZMC Minutes August 25, 1992 Page 2 (3) The Best Management Practices during construction will include a silt fence behind the hay bales to protect the marsh and river and installation of a temporary gravel anti-tracking pad which will be constructed in the area near the street to prevent dirt from vehicles entering the property. (4) They are no longer proposing installing a catch basin and storm drain pipe to ety into the Premium River. (5) They are proposing to leave the current retention area and enhance it to perform as a drainage area with any necessary grading to be done before planting grasses as recommended by the Westchester County Soil and Water Conservation District's Best Management Practices Manual. Other plantings will be done with a dry wall. The Commission decided on the following recommendations to be included in their consistency opinion letter: (1) Mrs. Fredston suggested writing that the Commission was happy that all of their concerns were taken into consideration. (2) Mr. McMichael recommended that the burden of storm water management for Woodbine should not be the responsibility of the homeowner. He recommended that the VOL install a catch basin on the southeast side of the road and attach it via a pipe to the drainage ditch on the opposite side of the road. This catch basin must be kept clear and would require regular maintenance by VOL. The CZMC concurred with these recommendations, and Mrs. Wittner agreed to write the consistency letter based on LWRP Policies 7, 7A, 8, 14, 14A, 37, and 44. APPROVAL OF MINUTES The minutes of July 28, 1992 were approved after some changes were made. 1993 BUDGET Mrs. Wittner read a memorandum from consultant Stephen Coleman regarding schedule changes. Mrs. Wittner proposes for next year that CZMC consider Mr. Coleman for consulting work at Hammocks again to do field inspections to establish a base-line inventory (broaden the existing data and update) and take a careful look at management of the CEA with specific recommendations to be made for an active management program. CZMC Minutes August 25, 1992 Page 3 Shirley Tolley suggested requesting $1,000 or more in conjunction with CAC or the Town toward updating the Town's freshwater wetlands map. It was decided to wait a month when the updated State Manual canes out which has incorporated sane of the Federal definition. At that time it can be decided what definition of a wetland CZMC wants to incorporate. It was suggested to consult with a specialist to advise what is involved in updating the map and also check with other communities who might have done this work to find out the costs involved. As a public hearing is scheduled for next week, an opinion letter will be written by August 31. CHAIRMAN REPORTS A. Correspondence - Incoming: 1. 8/12/92 from Stephen Coleman re: schedule changes which Mrs. Wittner read. 2. 8/18/92 from Joan Hansen re: 61 Woodbine - Summary Report. 3. 8/18/92 fran NYS Energy Research & Development Authority re: Coastal Assessment form for Con Ed work. Chairman Wittner read her reply fran last year and requested permission fran the Commission to add to this year's reply that they are not conforming to Best Management Practices because of present work they are doing where they are improperly handling the excavated dirt. She will send a copy to the VOM. 4. 8/18/92 from Shirley Tolley re: freshwater wetlands. 5. 8/20/92 fran the Coalition for the Bight re: a survey on effectiveness of existing programs and what recommendations can be made on regional watershed issues. As Bight is an unfamiliar group, it was decided that Claudia Ng call NY DOS to find out more about this group before CZMC responds. B. Correspondence - Outgoing: 1. 8/12/92 P. Wittner to VOL Planning Board re: 61 & 65 Woodbine. C. Correspondence - Other: 1. Mrs. Wittner called Charles McCaffrey asking for the LWRP material. 2. Mr. McCaffrey related that legislation was passed making it possible for local government to regulate harbor - structures and uses on water. They will have concurrent jurisdiction up to 1,500 ft. offshore. CZMC Minutes August 25, 1992 Page 4 3. DOS nominated CZMC as one of five who should receive an Award in Excellence from NOAA. MEMBERS' REPORTS/MINUTE Elinor Fredston - Scenic Views: Mrs. Fredston passed around photographs of the Sound Shore area. In Mr. Metzner's absence the discussion was tabled. Erosion & Sediment Control: Mrs. Wittner spoke to Mayor Lewy to establish a meeting date in October. Village Clerk Eileen Finn will contact Richard Young to coordinate a date. It is hoped to have a work session with both the Town and Village of Larchmont Boards, Engineers, Building Inspector, etc., and a request will be made to have representatives of both the Planning and Zoning Boards attend. NEXT MEETING: September 22, 1992 - changing of the guard to the new chairman. The meeting adjourned at 10:00 p.m.
