The meeting was called to order at 8 : 05 p.m. Members Present: Dr. C. Alan Mason, Chairman Elinor Fredston Shirley Tolley Richard Metzner Nancy Sterbenz Howard McMichael Richard Ward Nancy Sterbenz 4: Phyllis Wittner Lillian Andrews Others Present: Terence P . Toal, Owner; Applicant Fred Grippi, Architect Eve Nudelman, Environmental Coordinator I . A. Administrative Matters Approval of Minutes - The minutes of 7/26/94 were approved with corrections on a motion from Elinor Fredston and seconded by Shirley Tolley. B . Next meeting - September 27 , 1994 . II . REFERRALS - Town of Mamaroneck Planning Board A. Fresh Water Wetlands and Watercourses . Jane & Terence Toal . Empty lot of Fenbrook Drive (next to 7 Fenbrook) . Block 309 , Lot 6 . Type 1 . Adjacent to Sheldrake River, CEA. Fred Grippi, Architect for R & G Associates , introduced the specifics of the application. The applicant is planning to construct a 2-story residence . The property has a very small 0 portion in the Sheldrake River and the 100-year flood plain. According to the Architect, construction will not impinge on the 100-year floodplain or the river, however they are planning to rik tff Printed on Recycled Paper CZMC MINUTES-8/23/94 landscape along the bottom of the wall . The applicant is proposing to regrade the property to get a level site in the middle and build retaining walls in the back to get a level yard. There will be silt fence and hay bales installed to prevent erosion into the river. Elinor Fredston questioned whether there will be a net increase in runoff from the project, as the property is very steep in some places . Mr. Grippi was unaware if there had been any runoff calculation done for this property yet. Alan Mason told the applicant that the areas of concern for the CZMC are siltation produced by construction on the property, any increase in impervious surfaces and any disruption of the streambank. The runoff calculations are needed. He asked the applicant how they intend to maintain the storage capacity on this site. He stated that in the process of regrading, any storage area that is lost, must be made up so that there is no increase in the rate of runoff . Where the stone head wall and the proposed retaining wall meet, ("2 Shirley Tolley suggested that the retaining wall be moved further away from the stream. At that point (next to the stream) plantings should remain there, as it will be better protection. The Commission will ask the planning board for an extension so that the Commission can review more data that will be forthcoming from the applicant. Alan Mason stated that he and other members would be available to meet with the applicant at the site to discuss anything the Commission may require of the applicant . III Members Reports A. Hommocks Catwalk - Dept. of State Referral 7/20/94 P . Wittner stated that she thought the Commission should respond to the Consistency referral from the Department of State . She took it upon herself to reply to it. She stated in the letter that the Commission has no problem with the catwalk development because it advances policy 7A and 44 as the catwalk would be restored before it produces a deleterious effect on the marsh and secondly the method of construction would have no impact. Additionally, she pointed out that since the project will enable the public to visit and enjoy the area policies 19 , 20, 21 and 25 would be advanced as well . Therefore, the project is consistent with the policies of the LWRP . 2 (:1; CZMC MINUTES-8/23/94 Nancy Sterbenz questioned the use of pressure treated wood. She thought contained an insect resistant additive . She thought that the catwalk should be restored with plain, ordinary wood and not pressure treated wood. P . Wittner mentioned that this issue could be raised with the CAC. R. Ward questioned whether it was an arsenic solution that was used in pressure treated wood? N. Sterbenz stated that both pressure treated and plain wood both rot and if one lasts just a short time more than another, she would replace it with cedar. H. McMichael stated that if you buy marine dock pressure treated wood, it would probably last 15 years , maybe 20 . If you just get pressure treated at a local lumber yard, it will probably last 5 . S . Tolley suggested that the CAC decide whether pressure treated or untreated wood should be used. B . Elinor Fredston announced that there is a public hearing scheduled in the Village of Larchmont, for the project 1919 Palmer Ave on September 12 , 1994 . The site plan proposed is for a retail/office building. C. E . Fredston mentioned that she received a response from Congresswoman Nita Lowey regarding the Commission' s letter to her in support of the Clean Water Act Re-authorization. D. S . Tolley sent the Commissions response to the U. S . Army Corps of Engineers regarding the Titus Mill Pond project . E . S . Tolley reported that she has set up a meeting, scheduled for September 28 , with Laura Tessier and Keith McClintock from the W.C. Soil and Water Conservation District. They will talk about storm water management and erosion and sediment control . She stated that notices will be sent out to the Planning Boards for the Village and the Town. F. Alan Mason reported that there was a meeting at the Huguenot Yacht Club regarding the Davids Island Development . One private project concept envisions a monorail on pylons out to the island and back through New Rochelle, forming a loop around the city and becoming integrated with the City' s transportation system. Another presentation come from the Westchester County Planning Dept . to build support for a County Park Facility. (:: CZMC MINUTES-8/23/94 The active group from New Rochelle was concerned with what the economics were, how was this going to pay for itself, what will it cost to ride this monorail , what will be on the island to attract people. The meeting was adjourned at 9 : 30 p.m. C C 4
