Boston Post Road, Mamaroneck, New York. The meeting,was called to order at 8:05 p.m. MEMBERS PRESENT: Lili Andrews Co-Chair William H.. Bailey CZMC Madelaine Berg CZMC Ruth Gyure CZMC C. New Business aiest Bernard Kaplan was introduced as a guest who is interested in CZMC activities. Advisory Opinions a. The Planning Board of theTown of Mamaroneck requested that the CZMC review the application for a Freshwater Wetland and Water Courses Permit at 74 East Brookside Drive. Mr. Richard Mintzer made a presentation to inform the Commission about plans 4/29/97-Pg.1 Printed on Recycled Paper r - to enlarge his house. He described plans to drain runoff away from the brook. The Commission noted that although the existing structure was located within 100 feet of the brook, the addition was to the side of the house furthest from the brook, thus shielding any impacts of the addition including construction, from the nearby brook. Mr. Mintzer also expressed an interest in selecting shrubs and plants from A Land Practice Guide for People Living and Working in Long Island Sound Watershed published by the town to complete the landscaping of the property. The Commission, by a unanimous vote, expressed the opinion that the addition neither advanced nor hindered the policies and purposes of the LWRP. b. The Board of Appeals of the Village of Larchmont requested that the CZMC review an application for permission to install an in-ground pool at 25 Park Avenue. Mr. and Mrs. Dickson G. Brown ljescribed their plans for the pool. They emphasized that the pool will be located below the grade of the boundary of the property and will not be easily visible from off premises, will not have special lighting at night, and will not require new planting. In addition, left-over fill will be saved to fill in the area near the sea wall. Assuming that the pool installation did not involve new outdoor lighting, that the pool filters would be backwashed into the sewer, and that the chlorine in the pool water would be allowed to dissipate for five days before draining into the Sound, the Commission voted unanimously that the project neither advanced nor hindered the polices and purposes of the LWRP. 2. Old Business Beautification Day Members who participated in Beautification Day on April 26th described their project - cleaning up the Premium River marsh. Those who wish to continue clean up activities later in the month should contact Lili Andrews to arrange dates and times. Revisions to Consistency Law Recommendations for revising the Consistency Law were discussed. The bulk of the discussion focused on whether additional actions that are not inconsistent be enumerated. 3. Approval of Minutes The minutes of the March 18, 1997 meeting were reviewed an unanimously approved by the Commission. 4/29/97-Pg.2 • 4. Chairman's Report Correspondence/Announcements Laura Tessier, Principal of Tessier Environmental Consulting, provided members of the CZMC with copies of the draft report Local Law No 7-1986 Freshwater Wetlands. Evaluation and Recommendations for Revision. The main topic on the agenda for the May 28, 1997 meeting will be a discussion of the report. Correspondence from the Environmental Action Commission was received. The Long Island Sound Office of the U.S. E.P.A. sent an announcement and invitation to attend public informational meetings about the Long Island Sound Habitat Restoration Initiative. Included was a poster showing the location of more than 450 degraded habitats that have been proposed to be restored. The purpose of the meetings will be to discuss preliminary rankings of sites for restoration and solicit public opinion regarding additional sites, restoration goals, ranking criteria and implementation strategies. Members are encouraged to attend the May 21 meeting at the New Rochelle City Hall Council Chambers (7-9 pm). The tidal wetlands in Harbor Island Park and Hommock Marsh are sites in Mamaroneck which have been proposed for restoration. CZ_0497M.WPD 4/29/97-Pg.3
