CZMC MINUTES
April 27, 1999
A regular meeting of the Costal Zone Management Commission (CZMC) was held on
April 27, 1999 in Conference Room"A",740 West Boston Post Road,Mamaroneck,New York.
The meeting was called to order at 8:10 p.m.

1. Approval of Minutes:
- The minutes from 2/23/99 and 3/23/99 were approved with corrections from members on a
motion from W. Bailey, seconded by N. Seligson.

- W. Brickelmaier stated that they are proposing to construct a new single family residence
on a currently undeveloped property. There are several isolated pockets of wetlands (as
delineated by their wetland specialist) and, excluding the stream system, they add up to
approximately 1,400 square feet. There is a constructed storm water retention basin on
the upstream side of the proposed driveway. The stream is currently piped beneath this
berm where the driveway would be built.
- The Commission stated that there are significant rock outcroppings on the site. The
Commission inquired if blasting or chipping of the outcroppings is proposed.
- Mr. Brickelmaier stated that he is unsure. However, there will most likely be some
chipping to accommodate the foundation. He also stated that they are proposing to bring
in a substantial amount of fill around the foundation and to create a level back yard and
pool area.
- A discussion ensued and the Commission requested the following additional information for
review at the next meeting of the CZMC:
1) a more detailed site plan that displays mapped wetlands on the site, the current site
topography, rock outcroppings and tree locations
2) reduced areas of proposed impervious surface and the use of more permeable surfaces
wherever practical (gravel drive, use of paving stones, etc.)
3) a landscaping concept that would utilize native plant species in order to reduce the
need for pesticides and fertilizers, especially considering the proximity to the
nearby stream
4) calculations supporting the sizing of the proposed drywell volume and the
possibility of directing any proposed drywell overflow or excess surface runoff into
the existing retention basin
5) proposed stormwater design along the length of the driveway
3. Discussion of Proposed Wetlands Law Revision with Steve Coleman
- Steve Coleman reviewed and discussed the entire proposed law with the CZMC and noted
changes throughout. Mr. Coleman will incorporate all discussed changes into the law.
This revision will be distributed to Commission members for review at the next meeting.
4. Chairpersons' Reports
- N. Seligson thanked Madelaine Berg for reviewing the Village of Larchmont's proposed
zoning changes. M. Berg made several comments that were passed on to Mayor Cheryl
Lewy. She also stated that Larchmont is currently in the first of three phases of proposed
zoning changes and the CZMC will have further opportunities to comment.

- N. Seligson discussed the storm sewer overflow facility currently proposed for Larchmont.
Westchester County is under consent order from DEC to build the facility. It would be a 2
million gallon underground storage tank for the overflow that occurs at the Flint Avenue
pump station in a two year storm. The overflow currently discharges into Larchmont
Harbor.
The Village of Larchmont has been working with the County's Department of Environmental
Facilities and the NYS DEC to determine the most acceptable place to build this facility.
It is currently planned for the intersection of Flint Avenue and Cherry Avenue in
Larchmont.
The meeting was adjourned at 11:15 p.m.
