The meeting commenced at 8 P.M. Members Present: Phyllis Wittner, Chairman • Mary Feldtmose Elinor Fredston • Lawrence Lowy Angel Martin • C. Young • r" Others Present Paul McCarthy, 26 Bonnie Way Mark Ladner, resident, Bonnie Way • Robert Lindsay, resident, Bonnie Way Claudia Ng, Environmental Coordinator & recorder • REFERRAL - PLANNING BOARD - McCARTHY SUBDIVISION • The applicant first appeared before the CZMC on May 28. Mrs. Wittner read that section of the minutes to refresh the Commission's memory. The • applicant had been requested to submit to the Town's consultant engineer an engineering analyses substantiating that there would be no increase in the • rate of runoff leaving the site and then reappear before the CZMC. He had been scheduled for the two subsequent meetings, but did not have the engineering report ready until just yesterday. Ms. Ng faxed the report to Gary Trachtman, the Town Consultant Engineer. Also submitted yesterday was report from an engineer retained by residents opposing the subdivision. The Chairman, Mrs. Tolley and Dr. Mason were given copies to_ review prior to the meeting. • Dr. Mason commented that the property is too saturated during a rainstorm for the proposed dry wells to function. Mrs. Tolley added that the engineer • failed to mention where these dry wells need to he placed--an important detail in order to support the engineer's claim that it would be • advantageous. The report submitted by the neighboring residents was written by Fred Kellogg, P.E. , who mentioned the alternative of installing an • additional pipe and making an easement from the curb to the rear drainage ditch to help alleviate the flooding problem on Bonnie Way. Shimon Gitlitz, • the Town Engineering Aide had made a similar suggestion before, but added CZMC Minutes 9/24/91 Page 2 © that it may be more of a burden upon the Town. Mrs. Wittner reported that Mr. Trachtman felt that such a bypass would work. Neighboring resident Mr. Ladner questioned the possibility of placing dry wells towards the front of the property, citing the existing swale and lack • of space between the rock and the curb. Mr. Lindsay testified that he has dry wells on his property which doesn' t work during storm events. • The Chairman stated that copies of the reports will be sent to all CZMC members and a decision will be made before the next Planning Board meeting. APPOINTMENTS Elinor Fredston was reappointed for.3 years by the Village of Larchmont. Howard McMichael and Richard Young are up for reappointment at the next Town Board meeting. Phyllis Wittner was reappointed as Chairman for another year • by Mayor Curnin and Supervisor Silverstone would co-appoint her on September 25. She cautioned, however, that members of the Commission must seriously • consider who will succeed her as chairman next year. Alan Mason - Town of Mamaroneck Zoning Board & Floater Ms. Ng was directed to send out notification of the liaisons to the aforementioned boards/commissions. CHAIRMAN REPORTS A. Correspondences - Incoming: 1. 8/29/91 - Ferrandino & Assoc. , RE: DGEIS Golf Club Areas.- Thank you letter to the Chairman for meeting and working with them on CZMC comments to the Draft Generic Environmental Impact Study. Noted plans to follow up with a supplement (SEIS) . 2. 9/13/91 - Mary Ann Mumma & Bob Phelps, RE: Larchmont Centennial Parade - Mrs. Wittner bought Centennial hats for CZMC marchers. They ® decided on wearing navy blue blazers with the hat. Governor Stan Lundine, RE: Draft Recommendations of the Governor's Taskforce on Coastal Resources - Ms. Ng will send copies to all members. Mrs. Tolley also spoke at the hearing and submitted her own personal comments. Correspondences - Copies: 1. 8/2/91 - One copy of NYS DEC's: "Cleaning Up New York's Waters" - on nonpoint source pollution. Mr. McMichael noted that the government is cracking down on marinas already. The marinas are forming a coalition because new EPA regulations are too far reaching and may be impossible to comply with. • 2. 8/30/91 - NYS DEC Coastal Erosion Managment Regulations - Public . informational meeting will be held on October 29 at 7 p.m. in the • Town Center. The Chairman showed copies of the maps and read section . on what would be regulated. List of affected properties in the Village of Larchmont are: Pryer Lane Beach Avenue Oak Bluff Larchmont Manor Society 01 - Creedon 01 - Kerr 019 - Reichstatter . 2 - Byrne 2 - Dorsey Larchmont Shore Club 3 - Audi 5 - Huxford 3. 9/24/91 - US Coast Guard, RE: Glen Island Bridge - Appears to be just routine repairs. B. Other 1 . Village of Larchmont Waterfront Zoning Amendment - First public hearing was held on Sept. 16. Larry Lowy and Phyllis Wittner attended. Part 2 will be held October 7. • 2. Judy O'Gorman is now the chairperson of the Larchmont Parks & Trees Committee. 3. 7/15/91 - US Army Corps of Engineers (NY & CT joint) Public Notice RE: Premium River Dredging - produced comments from EPA, National Fisheries (NOAA), Fish & Wildlife Division on dredging methods. An . interagency meeting was held Sept. 17 where Malcolm Pirnie, Inc. , and the Town Administrator answered all questions by these agencies. il 0 CZMC Minutes 9/24/91 Page 4 4. NYS Dept. of State inter-department memo, RE: Exclusive Use/Existing Use Zoning - Has been forwarded to Vincent Ferrandino, Steve Silverberg, and Caroline Silverstone. Dr. Mason and Mr. Lowy asked for a copy. 5. LWRP Update - Mrs. Wittner told the Commission that she will he finished with a first draft of the revisions within a week. She will then have it circulated to all members. She asked them to start thinking about implementing actions and what they would like this • group to do. Mrs. Tolley asked what happened to the boom proposed for the • Hommocks Marsh. Mrs. Wittner reported that the Town Board approved the idea, but did not budget for it this year. it was noted that the Pine Brook boom was no longer there, but no one knew why it was • removed. Mr. Martin said that he saw a boom in East Creek two weeks ago. Ms. Ng was asked to find out who put it there and why. ' 4 MEMBERS'REPORTS/MINUTE Board of Architectural Review - Mr. Metzner reported that they have not met yet since the last CZMC meeting. 0,16 Larchmont Planning Commission - Mrs. Fredston stated that this Commission did not have a meeting this past month.
