• A regular meeting of the Coastal Zone Management Commission (CZMC) was held
on Tuesday, March 27, 1990 in Conference Room A of the Town Center, 740 West
• Boston Post Road, Mamaroneck, New York. The meeting commence at 8:05 P.M.

ADMINISTRATIVE MATTERS
• Approval of Minutes - The minutes for January 23 were approved. The
minutes for February 20 were approved pending minor corrections.
New Member - The Chairman announced the appointment of Dr. Richard Coico
• to the CZMC by Supervisor Silverstone and the Town Board on February 21.

Resignation - Mrs. Wittner read a letter of resignation from Mr. Bruce
• Alan to her and the Commission. He cited his time commitment to other
organizations as his reason for stepping down, and offered to serve as a
• Village of Larchmont historical consultant, to the CZMC. Mrs. Wittner
notified Mayor Curnin accordingly.

LARCHMONT WATERFRONT LAND USE STUDY
CIII: Mr. Dan Shuster was once again in attendance to discuss the Larchmont
Waterfront Land Use Study. Mr. Shuster discussed in detail the contents of
his memo dated March 18. 1990 re: Draft Legislation - Larchmont Waterfront
Area. Along with this proposal Mr. Shuster presented an overlay map and
photographs of the area. He summarized the legislative intent of the zoning
amendment, which he stated, is "to implement the recommendations and policies
of the Local Waterfront Revitalization Program (LWRP) adopted by the Village
Board, by establishing standards and criteria to preserve and protect the (1)
natural environment, (2) developed character, (3) existing waterfront
recreational uses and (4) visual quality of the coastal area". Mr.
Cherishore, Pres. of the Larchmont Shore Club, was also in attendance and
expressed his concerns over how the plan would effect the Clubs financially.
He stated that he agrees with the plan emotionally but, questions it
practicability. He said he was going to reserve further comment until he was
able to investigate the proposal fully. Just before the final vote was
called for Mrs. Tolley read a letter of objection to the plan (see attached)
Mrs. Wittner then mentioned the issue of Mr. Shuster's fee. She said
that there was a possibility that the costs could run slightly over budget
and that she had already notified The Town Administrator and the Treasurer
to this fact.
The Commission then voted 6 to 1 to forward the 3/18/90 draft legislation
to the Mayor.
Referral: 7-11 North Avenue, Larchmont - Mr. Michael Csenge, a
representative of Napler Philopena & Associates was on hand to present and
answer the CZMC's questions re: 7-11 North Avenue, Larchmont. Mr. Csenge

stated that the building was originally a storage building and that the
present owner would like to convert the first floor area to retail and the
remaining to commercial use. This proposal included provisions for
tenant/merchant parking. Ms. Fredston stated to Mr. Csenge that the parking
concerns were minimal but, the issue of an oil separator and drainage were
important. At that point Ms. Wittner questioned the property's proximity to
the Pine Brook. Mrs. Johnson answered by saying that it all drains into it.
Mr. Csenge responded and stated that there is an existing oil separator
already there and there are plans to renovate it and bring it, up to date. He
also said that the drains will be rerouted to eliminate them from emptying
into the sanitary sewer system. Ms. Wittner then requested that Mr. Csenge
return to the CZMC when he had actual figures and scales concerning the oil
separator, such as maintenance, capacity, etc. . . Mr. Csenge agreed and said
he would return for the next meeting.
CHAIRMAN REPORTS
Incoming Correspondence - Ms. Wittner informed the Commission of the
following incoming correspondence:
Army Corp of Engineers (3/9/90) re: Pressman Floating Pier - Hommocks
Road, Larchmont Harbor. Copies sent to Elinor Fredston and Robert
Schoenberger. Mrs. Fredston requested that the CZMC review the
application since the size of the pier has been increased.

Malcolm Pirnie comments re: FEIS Scarsdale Manor (2/9/90) and FEIS
Davids Island (3/14/90) .
Outgoing Correspondence - The following correspondence was sent by Ms.
Wittner on behalf of the CZMC:
Thank You Letters re: Premium Grant (NYS Assembly Speaker Mel Miller's
Yonkers Staff; Gordon Colvin, Director of Marie Resources and Dominick
Nini.vaggi, DEC; George Stafford, Charles McCaffrey, Randy Lanza, and
Thomas Hart at DOS; Alan Bauder at the Office of General Services)
Letters to NYS Senators and Assemblymen requesting support of the
proposed $872, 100
, 100 budget for Department of State (DOS) and Environ
mental
Quality Bond Act (EQBA) 21st. Century. . Ms. Wittner noted that the
proposed DOS monies are the first appropriated by NYS for the Coastal
Management Program.
To the Office of General Services (3/14/90) re: Village of Larchmont
underwater land grants.
Other Matters - Ms. Wittner reported the following:
Town of Mamaroneck Board Meeting (2/21) : The Board appropriated
additional funds for Malcolm Pirnie to review the FEIS for Davids
Island. Also noted was the fact that the Zoning amendment to implement
(2 the Master Plan Update has been postponed twice (2/21 & 3/21) The next
public hearing is scheduled for 4/4/90.
The Town of Mamaroneck Board on 3/7/90 authorized the engineering
services of Malcolm Pirnie for the Premium Marsh Project and also
established a Capital Project (090-3) , with approximately $200,000.00.
received from the DEC. The Board also passed a law forbidding parking in
the Premium Conservation Area.
Events attended by the CZMC: A public informational meeting on 2/26/90
re: Bonnie Briar and the Premium Press Conference on 3/5/90.
A newspaper recycling law passed jointly by the Town and Village at a
special public hearing on 3/14/90.
Ms. Wittner presented the CZMC third Annual Report to the Mayor and
Trustees on 3/20/90 and to the Supervisor and Board on 3/21/90. Members,
Mrs. Fredston and C. Alan Mason, congratulated Ms. Wittner for a job well
done.
The Town has established a Beautification Committee.
Nita Lowey's Reauthorization of the Coastal Zone Management Act
Subcommittee has finished its recommendations re: that law. Work will
f begin next on the Long Island Sound Conservancy Act.

MEMBER REPORTS
Earth Day - Mary Feldtmose reported that she and Claudia Ng have
scheduled to meet with Barbara Dexter of Riverwatch in order to coordinate a
project for Earth Day. Ms. Feldtmose said she will keep appraised

of the results of this meeting. She also noted that Beautification Day has
• been scheduled for the 21st. of April from 10 to 1 P.M. with Earth Day to
follow on the 22nd from 2 to 5 P.M.
• Davids Island - Shirley Tolley reported the following hearing dates:
A Public Hearing at the Albert Leonard Little School, New Rochelle, to be
• held simultaneous by the DEC and DOS on April 23 and 24 at 4 P.M. and 7 P.M.
to 12 A.M. Ms. Tolley urged everyone to make an appearance and if possible
• to talk briefly because this will he the last opportunity to express their
views concerning the development. Mrs. Wittner said she and Mrs. Tolley
would prepare a statement for the CZMC. Mrs. Johnson also said she is
writing a statement.
Bird Walk - Mary Anne Johnson reported that the Bird Walk sponsored by

the Premium River/Pine Brook Association (PPPA) and the L.I.F.E. Center was
a success. She noted that the weather was wonderful and the turn out great!
NEW OR OTHER BUSINESS
,Recycling Forum - a recycling forum has been scheduled for Thursday,
` ' 4/19/90 at 8 P.M. The event is sponsored by Continuing Education and will be
held at the Mamaroneck High School.
Reservoir - Dr. Mason briefly introduced and discussed a preliminary
• concept which would reduce the water level at the Reservoir during peak
period and to introduce freshwater into the Premium.
Next Meeting - The next meeting was scheduled. for April 24, 1990.
