HomeMy WebLinkAbout1990_07_24 Coastal Zone Management Commission Minutes • Town of Mamaroneck — Village of Larchmont COASTAL ZONE MANAGEMENT COMMISSION 11 TOWN CENTER: 740 West Boston Post Road, Mamaroneck, NY 10543 914-381-6133 MINUTES JULY 24, 1990 A regular meeting of the Coastal Zone Management Commission (CZMC) was held on July 24, 1990 in Conference Room A of the Town Center, 740 West Boston Post Road, Mamaroneck, New York. The meeting commenced at 8:10 P.M. Members Present: Phyllis Wittner, Chairman Richard Coico Mary Feldtmose Elinor Fredston Lawrence Lowy C. Alan Mason Richard Metzner Robert Schoenberger 0 Shirley Tolley Others Present Stephen V. Altieri, Administrator, Town of Mamaroneck Cheryl Lewy, Liaison, Village of Larchmont Wallace Irwin, Jr. Consultant (LWRP) Claudia Ng, Environmental Coordinator Rene' Rathschmidt, Recorder LOCAL WATERFRONT REVITALIZATION PROGRAM (LWRP) REVISIONS Wallace Irwin Jr. was once again on hand to discuss the proposed revisions to the LWRP Mr. Irwin came prepared with a written draft of suggestions which he felt the Commission should consider. He felt that the document would be best amended using an appendix or annex format. The Commission discussed the contents of the draft and questioned some of the proposed additions. Mr. Mason commended Mr. Irwin's efforts and made several suggestions of his own. Mrs. Wittner then asked the Commission to study the draft and do some "homework". She noted that one did not have to wait until next meeting to make comments but, could call Mr. Irwin in the interim to discuss them. Mr. Irwin concurred and encouraged the Commission to call with input. Mrs. Wittner reminded everyone to reference back to the memo of February 16 for the basic concepts. Mr. Irwin stated that he would continue to work on the project and would report back to the Commission at its next C meeting. . i • CZMC MINUTES 7/24/90 C REFERRAL - Premium Marsh Project (Town of Mamaroneck) Mr. Altieri, Town of Mamaroneck Administrator, introduced the subject of the Premium Marsh Project. He noted that the feasibility study concerning the Premium Complex was completed in 1987 and that Mrs. Wittner was responsible for obtaining a grant in the amount of $618,965 for the implementation project. He also noted that the Town Board issued a negative declaration for the dredging plan. Mr. Altieri explained that the project would entail dredging aproximately 12,600 yards of material from the Premium River and that a machine referred to as a mudcat would sit in the River and dredge a 2' - 3 foot wide channel. Material would then be pumped to barges stationed in Long Island Sound. He then went on to review the proposed deadlines of the project: Nov. 15 - accept bids, Nov. 21 - award a contract, Dec. 21 - proposed start-up date. A map of the area was displayed and Richard Cioco asked what the average depth of the River would be after dredging and Mr. Altieri responded that it would maintain an average depth of 3 feet below mean low water. Mr. Altieri also noted that the side effects of the dredging project are seen as being minor. He also stated that the bottom sampling was completed and no additional samplings have been required by the Connecticut Department of Environmental Protection and the New England Division of the Army Corps. Concern was expressed over who would be overseeing the project and Mr. Altieri noted that Malcolm Pirnie along with Town staff would be monitoring the project's progress. Mrs. Wittner, who had earlier asked C. Alan Mason to chair this referral, then reminded him to consult LWRP policies 7, 7a, 14a, 44, 44a when reviewing this project. ,,' ID ADMINISTRATIVE MATTERS Approval of Minutes - The minutes of June 26 were returned for corrections. CHAIRMAN REPORTS Correspondence Outgoing: 7/9/90 - To Mary Anderson and Melissa Beristain of Cornell Cooperative Extension, on behalf of the Village of Larchmont, expressing support of the storm drain stenciling concept with recommendations and reservations. 7/9/90 - To liaisons Cheryl Lewy and Elaine Price re: CZMC appointments. 7/10/90 - To Governor Cuomo re: opposition to Davids Island. Correspondence Incoming 0 6/29/90 - Correction of telephone # for contact person - Town of Mamaroneck Proposed Local Conservation/Recreation Zone Notice. CZMC MINUTES 7/24/90 • Other cc: from J. R. Village of Larchmont (VOL) Waterfront Proposal - Mrs. Wittner noted that • at the VOL Board meeting of 7/2/90 the Mayor requested that she and Dan Schuster return with a complete presentation of the proposal. Mrs. Wittner reminded the Commission that this was not her personal project and requested that members be in attendance at the VOL Board meeting on 9/17/90 , the date the CZMC was requested to return. • MEMBERS MINUTE 26 Bonnie Way - Shirley Tolley noted that the developers for Lot 52 on Bonnie Way have yet to return with solutions to the rock and drainage problems raised by the TOM Planning Board. Litter and other Laws - Shirley Tolley said that she would have a report completed by next meeting. _ ' Friends of the Reservior - C. Alan Mason reported that the Friends of the 0 Reservoir have received an $1,800.00 grant from Barclays Bank to begin aerating the Reservoir. He noted that 6700 gallons of water per hour will be ' aerated to deter algae formation. Save our Streams - Mrs. Wittner informed the Commission that she has sent for information from Save Our Streams in Maryland and still had not contacted Riverwatch regarding this topic.
